About this file
This document is a template of U.S. Air Force specific terms and conditions required for inclusion in all draft and final RFPs and contracts.
The document contains four primary clauses for mandatory inclusion in Air Force solicitations and awards. The Ombudsman clause establishes an appointed ombudsman to hear and facilitate resolution of concerns from offerors and potential offerors, with contact information provided for Mr. Alex Hight (primary) and Mr. Alexander Larsen (alternate) at AFICC/KU in Germany. Interested parties must first address concerns to the contracting officer before consulting the ombudsman, and the ombudsman has no authority to bind the agency or participate in proposal evaluation or source selection. Unresolved concerns may be escalated to the Department of the Air Force ombudsman at SAF/AQC. The Elimination of Use of Class I Ozone Depleting Substances clause prohibits contractors from providing any service or product requiring Class I ODS use in testing, operation, or maintenance, or from establishing test or maintenance requirements that can only be met through Class I ODS use. The clause specifies prohibited halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide. The Contractor Access to Department of the Air Force Installations clause applies when contractor personnel make frequent visits to or perform work on DAF installations and requires contractors to obtain base identification and vehicle passes, submit written requests listing personnel and work site details, maintain identification for newly assigned personnel, comply with security requirements for controlled or restricted areas, provide emergency contact information in the Emergency Mass Notification System, and return all passes upon contract completion. The Common Access Card (CAC) for Contractor Personnel clause requires contractors to obtain CACs for personnel requiring logical access to DoD computer networks or physical access to facilities and buildings, with procedures including government approval via the Contractor Verification System and CAC issuance through RAPIDS facilities, along with requirements to update personnel listings within seven working days and return cards upon contract completion or expiration. Noncompliance with these requirements may result in withholding of final payment.

U.S. Air Force Specific Terms and Conditions
Verbiage akin to the below must be in all draft and final RFPs and contracts.
DAF PART 1- Ombudsman
1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A- 76 competition performance decisions).
3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Alex Hight

4. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number
(571) 256-2395, facsimile number (571) 256-2431.
5. The ombudsman has no authority to render a decision that binds the agency.

(End Clause)
ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS)

Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.
