About this file

This is a Statement of Work (SOW) for monthly maintenance and cleaning services of a Shooting Range Industries ReadyRange Model TQFT-R-120-C mobile firing range operated by the 57th Rescue Squadron. The contract period is one year from execution with four option years.

The Contractor shall provide comprehensive monthly maintenance including general cleaning and debris removal (refuse collection, brass casing collection, surface wiping), comprehensive firing range cleaning (spark mitigation pre-wetting, industrial-grade HEPA vacuuming, and decontamination with heavy-metal specific cleaning solutions), ventilation and filtration system maintenance (quarterly replacement of four 24"x24"x2" pre-filters and annual replacement of four 24"x24"x12" HEPA filters rated 99.97% at 0.3-micron, with system inspection and airflow validation), and target system and ballistic component inspection (including monthly replacement of 7'x7' self-healing natural rubber ballistic curtains with minimum 90% natural rubber content and Shore A hardness of 35-40). The Contractor must comply with OSHA regulations for copper and zinc exposure, provide NIOSH-approved N95 or P100 respirators and PPE for personnel, furnish all static-dissipative HEPA vacuums and certified equipment, and securely bag and containerize all waste for deposit into designated on-site receptacles. The Client (57 RQS) provides range access, ensures clearance of personnel and weapons prior to service, and supplies designated storage receptacles. Services are performed once monthly on mutually agreed dates to minimize operational disruption. The Contractor delivers a digital Service Report within one week following each visit, detailing date/time of service, task completion checklist, static pressure readings, filter condition notes, and any identified deficiencies. Acceptance criteria include visual confirmation of range cleanliness and receipt of complete and accurate Service Reports.

57th RESCUE SQUADRON

STATEMENT OF WORK FOR:

Mobile Firing Range Maintenance

Date: 7 May 2026

57 RQS Mobile Firing Range Maintenance

1. Background and Introduction

This Statement of Work defines the requirements for comprehensive, monthly cleaning, maintenance, and frangible heavy metal dust (e.g., copper, zinc) mitigation for a Shooting Range Industries ReadyRange, Model TQFT-R-120-C. The unit is a self-contained, two-lane, 40-foot live-fire training facility equipped with a target retrieval system, ballistic protection, and a HEPA-filtered ventilation system. This system is considered 57 RQS unit-owned equipment and is a U.S. Personnel-only facility. The only authorized munitions within the facility are 9mm frangible and 5.56mm frangible rounds. The objective is to ensure the facility remains operationally safe, compliant with environmental and occupational health standards, and ready for use.

2. Objective

The primary objective of this SOW is to contract a qualified vendor to perform all necessary tasks to mitigate frangible dust and unburnt propellant accumulation, ensure the proper functioning of key range systems, and safely collect and transfer potentially hazardous waste to a designated on-site receptacle in accordance with all applicable safety and environmental regulations.

3. Scope of Work

The Contractor shall provide all necessary labor, supervision, materials, equipment, and transportation to perform the following services on a monthly basis.

3.1 General Cleaning and Debris Removal

Task Requirement

Refuse Removal

Collect and remove all non-hazardous waste, including paper targets, ammunition packaging, and other refuse from the firing lanes and control room.

Brass Collection

Collect all spent brass casings. Dry sweeping is strictly prohibited. Casings shall be placed in a designated container provided by the Client for recycling.

Surface Wiping

Wipe down all non-porous surfaces in the control room and observation areas (windows, consoles, countertops) with a general-purpose cleaning solution.

3.2 Comprehensive Firing Range Cleaning

Task Procedure & Compliance

Spark Mitigation Pre-Wet Down: Wet down the target area and bullet trap with an ignition-suppressing compound or water prior to mechanical cleaning or vacuuming to eliminate spark risks from unburnt propellant.

HEPA

Vacuuming

Perform thorough vacuuming of all interior surfaces (floors, walls, ballistic panels, ceiling baffles, shooting stalls, exterior face of bullet trap). Equipment Constraint: Must use an industrial-grade, explosion-proof/static-dissipative HEPA vacuum rated for combustible metal dust.

Decontamination Wet-wipe or mop all non-porous surfaces with a heavy-metal specific cleaning solution (e.g., TSP or equivalent) to capture residual copper/zinc frangible dust.

3.3 Ventilation and Filtration System Maintenance

Component Maintenance Action

System Inspection

Visually inspect the ventilation system to ensure it maintains laminar airflow away from the firing line. If repairs are required, perform maintenance. Annual repair costs shall be included in the service fee.

Airflow Validation

Record static pressure readings before and after filter maintenance to ensure the system is operating within manufacturer airflow specifications.

Pre-Filters Inspect and replace four (4) 24”x24”x2” pleated pre-filters quarterly. Replacement costs shall be included in the service fee.

HEPA Filters Inspect and document main HEPA filter condition monthly. Replace four (4) 99.97% 0.3-micron 24”x24”x12” HEPA filters annually. Replacement costs shall be included in the service fee.

Filter Extraction

All exhausted filters must be bagged and sealed inside heavy-duty impermeable plastic within the range enclosure prior to transport to prevent airborne cross-contamination.

3.4 Target System and Ballistic Component Inspection

Component Inspection Action

Target Retrieval

Visually inspect the target retrieval system for signs of damage or malfunction.

Ballistic Materials

Visually inspect the bullet trap, ballistic rubber, steel, and composite materials for excessive wear or ricochet risks. Document and immediately report deficiencies to the Client.

Rubber Curtain

Replace 7’x7’ self-healing, high-elasticity natural rubber ballistic curtain (minimum 90% natural rubber content, Shore A hardness of 35-40) at each monthly maintenance visit.

4. Schedule of Services

Requirement Detail

Frequency Services shall be performed once a month on a recurring basis.

Timing Specific day and time shall be mutually agreed upon by the Contractor and Client to minimize disruption to 57 RQS range operations.

5. Period of Performance

The period of performance shall be for one (1) year from the date of contract execution, with four option years (OY).

6. Contractor Responsibilities

Category Requirement

Personnel Safety

Contractor must comply with OSHA 29 CFR 1910.1000 (Copper/Zinc Exposure) and

1910.134. Personnel performing deep cleaning must wear NIOSH-approved N95 or P100 half-face respirators and disposable protective coveralls (e.g., Tyvek).

Equipment Contractor shall provide all necessary certified equipment, including static-dissipative HEPA vacuums, PPE, and cleaning solutions.

Waste Handoff

Contractor shall securely bag, seal, and containerize all collected frangible dust, filters, wipes, and PPE. The sealed waste must be deposited into the designated on-site collection receptacle. The Contractor is not responsible for TCLP testing, manifesting, or final disposal. (Testing and removal are handled by 31 CES/CEIEC).

Brass Processing

Spent brass collected during cleaning shall be placed in a designated container. 57 CATM will manage delivery to DLA with AF Form 1348, Appointment Letter, and MDAS for transport to Germany via TMO.
