Statement of Work (SOW) For
Clear Lake Sewage Pumping
Fairchild AFB, WA
1. BACKGROUND. Washington State Department of Ecology determined that sewage from the RV sites going to the septic system was introducing too many nitrates into the soils. Two above ground sewage storage tanks were installed to collect RV wastewater. These tanks need to be pumped, and sewage removed regularly to comply with Department of Ecology requirements.
2. SCOPE OF WORK. The Contractor shall provide sewage pumping and removal services at Fairchild AFB Clear Lake Resort. All service must comply with federal, state, and county rules and regulations to ensure environmentally compliant handling and proper disposal of the contents of the above ground sewage tanks at Clear Lake.
3. OBJECTIVES. To remove RV wastewater sewage and mitigate high nitrate introduction into the surrounding soils.
4. REQUIREMENTS. There are two 5,000-gallon tanks that are connected by a “Y” valve located at Clear Lake Resort (see Appendix). Both tanks must be pumped during every service. The contractor is responsible for providing a monthly invoice to Clear Lake Resort that, at a minimum, includes total gallons of sewage pumped, cost per gallon, per CLIN, and total amount invoiced as well as all service charges associated with the contractor’s service. The Government estimates approximately 77,777 gallons of sewage may be pumped annually. The contractor is required to leave the work area around the tanks in a neat and orderly condition. The contractor is responsible for cleaning up any spillage and notify Clear Lake management immediately.
5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES. None
6. SECURITY REQUIREMENTS. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. The contractor will be provided a code to access the facility if after hours access is required.
7. PLACE OF PERFORMANCE.

8. ORDERING PERIOD. Ordering periods will be used to determine the per-gallon price on subsequent Task Order issued by the government to purchase services against this contract. The following is the projected ordering period breakdown.
Ordering Period 1 – 1 Oct 2025 - 30 September 2026 Ordering Period 2 – 1 Oct 2026 - 30 September 2027
The overall performance period shall be between the period of 1 Oct 2025 to 30 September 2027.
9. GENERAL INFORMATION.
9.1 QUALITY CONTROL/ASSURANCE. The contractor shall utilize their own internal Quality Control (QC) processes to ensure the government receives a quality product that meets all requirements of this SOW, prior to acceptance. The government will periodically evaluate the contractor’s performance in accordance with this Statement of Work.
9.2 DISPOSAL CHARGES. In the event the contractor incurs additional or increased dumping charges, at the municipal dumping site, the contractor will be allowed to request an equitable adjustment in the unit price per gallon on this contract. The contractor shall provide all necessary documentation detailing the

change in the incurred rate. The government shall review the documentation and determine the acceptability of any and all increases.
9.3. HOURS OF OPERATION. Sewage pumping will normally be scheduled on every Monday and Friday, but the contractor must be able to respond within 24 hours if emergency service is required. In addition, during peak facility usage the contractor may be required to provide service on a more frequent basis. As noted above, the contractor will have a minimum of 24-hour notice if unscheduled service is required and shall be coordinated with the government POC. Normal operating hours are 7:30 AM – 4:30 PM, excluding Federal holidays. If the contractor wants to work other than normal operating hours, approval from the Contracting Officer must be obtained via a written request (email is acceptable) submitted at least two days prior to the date the work is to occur.
