About this file

This Statement of Work (SOW) details a carpet removal and installation project for Building 2071 at Fairchild Air Force Base (FAFB), Washington. The contractor will remove approximately 3,900 square feet of existing carpet and 3,900 linear feet of cove base, and install new carpet and cove base in accordance with the 2018 FAFB Installation Facilities Standards. The project involves removing and replacing carpet in multiple rooms, including office spaces and a training room, with careful coordination required with the 92nd Security Forces Squadron to minimize disruption to building occupants.

The SOW specifies detailed requirements for carpet and cove base materials, including color options (black, charcoal, or gray), size (4-4.5 inches tall), and material (rubber). The contractor must prepare floor surfaces, move furniture, and ensure a professional finish. An asbestos survey conducted in December 2023 confirmed the materials are asbestos-free. The project will be executed under the Air Force Carpet II Program, which mandates using Tier I carpet manufacturers and requires local base contracting offices to compete the installation among small business installers. The carpet will be procured through one of seven pre-approved manufacturers, with specific installation guidelines and quality control requirements.

1.0 Introduction

1.1 Background

Carpet II is a two-tiered mandatory-use program. Tier 1 refers to carpet manufacturers and Tier II is used to refer to carpet installers.

Tier I Carpet Contracts were awarded through full and open competition to 7carpet manufacturer vendors that meet the established technical requirements and evaluation criteria. These contracts lock in not-to-exceed (NTE) pricing for carpet, terms and conditions, and reporting requirements.

Tier II Carpet Contracts requires local base contracting offices to compete the requirement among small business installers, dealers, and contractors who shall purchase and install carpet from one of the awarded Tier I contractors. All terms and conditions, including the NTE pricing established in the Tier

I Contracts, shall be incorporated into all subsequent Tier II contracts.

Carpet II is a follow on to Carpet I. Changes have been made to address the issues experienced with

Carpet I. Adjustments to CLIN structure requirements were established to provide a way to track funds between instillation cost and carpet prices. By segregating material cost from instillation, tracking spend will be much improved from Carpet I.

Carpet II also has a larger selection of carpet and patterns in comparison to Carpet I by allowing more carpet manufacturers to participate. This will help decrease the number of waivers necessary in the

Carpet I contract.

1.2 Purpose

The purpose of this ordering guide is to provide customers and ordering contracting offices with guidance for ordering carpet using 7 C-Type (Tier I) Carpet Manufacture Contracts.

NOTE: Only use Air Force Catalog for quotes/orders.

Bldg 2071 Carpet

2.0 Scope

The AFCEC was charged with strategically sourcing office furnishings across seventy-one AF CONUS installations. The Air Force Civil Engineering Center (AFCEC) has an approved set of carpet requirements that positions the AF to strategically source carpet. The AFCEC determined there is an opportunity to reduce cost, standardize requirements, and reduce acquisition lead time, ultimately delivering products at a lower cost through negotiated discounts.

The 7 selected vendors offer a variety of high quality and durable carpet tiles, planks, roll goods, and walk off carpet in Organic, Geometric, Solid, and Heathered patterns as well as approved adhesives. The

Carpet II program is covered under North American Industry Classification System (NAICS) code

314110 (Carpet and Rug Mills) and Product Service Code (PSC) 7220 (Floor Coverings).

2.1 Mandatory Use

Based upon the recommendation of the USAF Carpet project team and authority of the Air Force

Category Manager for 4.0 Facilities and Construction, which includes 6.3 Office Furniture, a mandatory use policy is warranted and shall be implemented for the procurement of carpet for AF installations located within CONUS. Deviation from this policy is only authorized by receiving an approved waiver from the AFCEC/CCL approval authority. Tier I vendors are instructed to notify the

Administering Contracting Officer of all orders for Air Force bases that are not in compliance with the mandatory use Air Force Carpet Program.

The awarded Tier I contracts are estimated to deliver 10 percent savings across the Department of the

Air Force by leveraging approximately $32M of spend over five years and will provide a flexible solution for carpet acquisition across the Air Force.

The two-tier acquisition strategy utilized for carpet will deliver cost savings and take full advantage of small business participation at the local installation level. Furthermore, this unique acquisition strategy reduces the total cost of ownership, limits the number of suppliers, and improves process efficiencies Air Force-wide.

The Tier I Contracts were awarded to 7 manufacturers that meet the established technical requirements and evaluation criteria. These contracts locked in not-to-exceed (NTE) pricing for carpet, terms and conditions, and reporting requirements- throughout the five-year period of performance.

At the Tier II level, local base contracting offices will compete the requirement among small business installers, dealers, and contractors who shall purchase and install carpet from one of the Tier I awardees. All terms and conditions, including the NTE pricing established in the Tier I Contracts, shall be incorporated into all subsequent Tier II contracts. Tier II contracts shall not add any cost over or above the NTE pricing for the materials from the Tier I manufacturer.

All information supporting this program including the Mandatory Use Policy Letter, Carpet Ordering

Guide, NTE Price Lists, Waiver Request Form, and other information can be located on the USAF

Carpet SharePoint website at:

2.2 Authorized Customers

Bldg 2071 Carpet

Bldg 2071 Carpet

Please utilize the AF Launchpad for questions regarding current PM information.

2.6 Existing Manufacturers’ Warranties

Prior to replacing existing carpet, the customer is required to review all existing warranties associated with the proposed requirement to verify whether those warranties will fund and/or partially fund any existing needs to repair or remove/recycle carpet prior to the commitment of funds.

If there are warranties for the existing carpet, the customer is required to contact the existing carpet provider for repair or replacement of the materials covered by the existing warranties in accordance with

(IAW) established protocols. If the existing carpet is not under any warranty, continue with the next step in the ordering process.

2.7 Existing BPAs or IDIQs

At the end of the period of performance of a currently locally managed BPA, IDIQ, or other contracting vehicle, local contracting offices must use the Tier I contracts or modify the existing contract vehicle to comply with the Tier I contracts. For example, if a local contracting office has an IDIQ established with local carpet installers, at the end of the ordering period, the option may be renewed to continue the IDIQ;

however, the IDIQ must be modified to use only vendors and materials from the Tier I contracts.

2.8 Waiver Process

If there is a required item that is not part of the pre-priced list a waiver shall be submitted. For example, if there is a need to match a tile or two to existing carpet and none of the vendors on the program are the manufacturer, a waiver must be provided to the AFCEC/CCL PM and AFICC/KA PM for coordination up to the AFCEC/CCL approval authority to be approved before proceeding on your project task order.

In addition, do not list carpet selections outside of our 7 manufacturers, or others, in your flooring installation services vehicles (i.e., BPA, IDIQ, etc.) that are not listed in the AF Carpet catalogs. Do not share prices with other 7 manufactures. These base specific items will require an approved waiver before you insert them, and they may also require separate waiver requests and approvals at the order level, or you will need to remove them altogether. The buyer will have to re-submit and modify if there are any manufacturer product changes in the future.

All waivers should be submitted to: fcc.flooring@us.af.mil.

• When submitting a waiver, provide a detailed explanation that includes any supporting documentation such as room scenes, existing carpet type/manufacturer, specific needs (water resistant or some other requirement, etc.).

• Waivers will be scrutinized to determine why existing, pre-priced items do not fulfill the need.

• Waiver data is critical to the success of follow-on programs and will determine what items should be included or excluded in the next iteration of the carpet project.

• “Match existing” waiver requests will be reviewed on a case-by-case basis.

• If a waiver is approved, it shall be included with the documentation for that contract action.

2.9 Shipping Information

Shipping information or cost does not apply at the Tier I level for this contract. The carpet shall be purchased by the local installers and shipping costs shall be included in the overall installation pricing at the Tier II level.

3.0 Ordering Process (Guidance for Local Contracting Office)

Use Commercial procedures (FAR Part 12) / Simplified Acquisition (FAR Part 13).

4.0 Procurement Desktop (PD2), ConWrite, CON-IT Instructions

There are no special instructions for software use. Process the Tier II contract in accordance with your local procedures.

1. Include a section where the Tier II contractor can input the price for the carpet and adhesives being utilized from the Tier I contractor so that the CONS can verify that the pricing is at or below the NTE price. See CLIN structure below:

CLIN 0001 – Carpet Cost

CLIN 0002 – Adhesive Cost

CLIN 0003 – Installer Cost (including shipping)

*NOTE: Contractor mark-up/profit are not allowable on items purchased via the Tier I contracts.

4.1 Administration of Orders (Order Closeout)

6.0 Large Projects

The Carpet Program may be incorporated into larger projects such as building construction, small and large remodels, and renovation of base facilities. The mandatory use rules for the Carpet II program, along with the Seating II and Office Workplace furniture enterprise-wide vehicles, can be met without having to split the efforts into separate solicitations. PCOs would insert language utilizing clauses

52.251-1 GOVERNMENT SUPPLY SOURCES and 252.251-7000 ORDERING FROM

GOVERNMENT SUPPLY SOURCES.

The wooden cases goods program, or items that fall under Executive Officer and Conference Furniture strategic vehicle (EOCF3), would have to be purchased separately and provided as GFP if there is a desire for a General Contractor to incorporate those items into a project and work the installation.

Contracting Officers must refer to the ordering guides for each program ordering must occur from and include all appropriate procedures from each into the solicitation for their project.

1.0 INTRODUCTION

The 92nd Security Forces Squadron of Fairchild Air Force Base (FAFB), Washington, contracted Mountain Consulting Services (Mountain Consulting) to conduct a Limited Asbestos Survey for the suspect interior carpeted flooring systems/materials present throughout the interior of Building 2071 (Security Forces) located on Fairchild Air Force Base (FAFB), Washington.

This survey project was conducted to facilitate the replacement of all interior carpeted floorings and associated vinyl cove base materials.

Mr. Samuel W. Bailey Jr., EPA-AHERA Building Inspector BIR20230907-05, Expiration 9/7/2024 conducted the field survey activities for this project on December 21st of 2023. [Refer to Appendix A for inspector certifications & laboratory accreditations].

SITE DESCRIPTION

Building 2071 is a single-story, masonry and steel framed structure used for base Security Force operations. For this survey the interior carpeted flooring systems (carpeting squares, vinyl-cove bases & adhesives) present sporadically throughout the structure interior were surveyed to facilitate replacement.

The suspect materials to be impacted for this project were identified by the 92nd Security Forces representative. Building 2071 included for this limited survey project is located within the northern central main building’s corridor area of Fairchild Air Force Base. The structure resides on the corner of Arnold Street and Hansell Avenue.

FAFB is located west of the City of Airway Heights, Washington in Spokane County. The Air Force Base is bordered by Highway 2 to the north, Rambo Road to the east, Medical Lake Road to the south, and Graham Road to the west.

2.0 SCOPE OF WORK

The scope of work was designed to meet the requirements for asbestos inspection and due diligence notification as defined within the Occupational Safety & Health Administration (OSHA) Asbestos Standard (29 CFR 1926.1101); Washington Industrial Safety & Health Act (WISHA) standard (WAC 296-62-077); National Emission Standards for Hazardous Air Pollutants (NESHAP 40 CFR 61);

applicable portions of the Asbestos Hazardous Emergency Response Act (AHERA 40 CFR 763);

and, the Spokane Regional Clean Air Agency (SRCAA) Regulation I, Article IX.

Bldg 2071 Carpet

The survey was conducted through visual evaluation, classification and analysis of suspected asbestos-containing materials (ACMs) used in the construction or remodeling of the surveyed targeted interior carpeted flooring systems present throughout Building 2071.

The survey included the following tasks:

Visual survey and assessment of the location and condition of suspected materials.

Collection and analysis of bulk samples from suspected asbestos containing materials.

Preparation of a report summarizing the identification and assessment of any asbestos containing materials and material found not to contain asbestos.

3.0 ASSESSMENT SURVEY PARAMETERS

3.1 HOMOGENEOUS AREAS

Homogeneous materials are those considered to be consistent throughout an area based on color, texture, and construction era. For the purpose of this survey, homogeneous areas were delineated using the construction era, material composition, and material location as the primary considerations.

Material appearance, texture, size, color, and analytical results may support assumptions about each material’s homogeneity.

3.2 BULK SAMPLING

Suspected ACMs were collected according to guidelines in 40 CFR 763.85 and were sampled to determine the type and percentage of asbestos by volume. At least Two (2) Samples were collected from each selected miscellaneous material type; at least Three (3) Samples from each thermal system insulation (TSI) materials; and suspect surfacing materials were sampled according to the AHERA “3/5/7 rule” for spray or trowel applied materials.

For other types of suspect materials, or materials assumed to be non-ACM, regulations require the on-site AHERA building inspector to determine the appropriate number of samples. The quantity of material present, manufacturer’s labels, appearance, construction or renovation era, and inspector’s expertise were used to determine the number of samples.

A homogeneous material is considered to be a Regulated ACM if one or more sample results produce greater than 1% asbestos. The EPA recommends that at least three samples be analyzed by polarized-light microscopy (PLM) for the following types of materials in order to prevent false negative results (less then <1% asbestos):

Materials that contain low concentrations of asbestos fibers (less than 10%);

Materials with asbestos fibers tightly bound in a matrix;

Materials with milled asbestos fibers (fine fibers);

Materials with hand-mixed asbestos fibers; and Materials with a combination of these characteristics.

Bldg 2071 Carpet

All bulk samples must have results below 1% asbestos before the material may be classified in accordance with AHERA rule as not being Regulated ACM. If asbestos is detected in the material at less than <1%, WISHA worker health and safety due diligence regulations still apply.

3.3 LABORATORY AND ANALYTICAL METHODS

Mountain Consulting submitted for analysis Twelve (12) bulk asbestos material samples collected from Six (6) different homogeneous suspect miscellaneous-type carpeted flooring materials targeted for asbestos-content characterization testing.

All bulk samples were submitted for analysis to Mountain Laboratories of Spokane Valley Washington using chain of custody procedures. Mountain Laboratories participates in the national voluntary laboratory accreditation program (NVLAP) and is a NVLAP accredited asbestos testing laboratory, NVLAP code: 101890-0.

All samples were analyzed to determine asbestos type and content using PLM with dispersion staining in accordance with the following methods:

EPA EPA 623/R-93/116, “Method for the Determination of Asbestos in Bulk Building Materials” (July 1993).

EPA “Interim Method for the Determination of Asbestos in Bulk Insulation Samples” (40 CFR Part 763, Subpart F, Appendix A; May 27, 1982).

ASTM Draft “Standard Method of Testing for Asbestos Containing Materials by Polarized Light Microscopy” (ASTM Committee D22.05; January 14, 1988).

4.0 RESULTS

This section describes the results of bulk testing & analysis for the suspect asbestos materials include with this limited survey project. [Refer to the bulk sampling analysis report in Appendix B for testing results and Appendix C for the bulk sampling locations site drawing].

4.1 MATERIAL CONTAINING 1% OR MORE ASBESTOS

ACMs are materials proven to contain at least 1% asbestos or greater. AHERA and NESHAP regulations distinguish between friable and non-friable forms of ACM. A friable material is defined as one that can be “crumbled, pulverized, or reduced to powder by hand pressure when dry.”

Friability is an indication of a material’s ability to release asbestos fibers into the air.

Regulated ACMs are defined by NESHAP as all friable ACM and non-friable ACM that may be disturbed by renovation or demolition.

REGULATED ACM MATERIAL

All sampled suspect interior carpeting squares, adjacent vinyl-cove bases, and, associated material adhesives included for asbestos content testing for this limited asbestos survey project were all proven to be Asbestos-Free by laboratory analysis. Refer to Section 4.4 for a list of the suspect flooring materials tested.

4.2 MATERIALS ASSUMED TO CONTAIN ASBESTOS

No suspect materials were assumed to contain asbestos during this limited survey activity.

4.3 MATERIALS WITH ASBESTOS CONCENTRATIONS OF LESS THAN <1%

No analyzed materials were proven to contain less than one percent (<1%) asbestos during this limited survey activity.

4.4 ASBESTOS-FREE MATERIALS

Microscopic examination of the bulk material samples collected from the following suspect interior carpeting and wall-base systems present the Security Forces Building 2071, did not detect the presence of asbestos minerals (Asbestos-Free):

• Gray Carpet Squares & Gold Adhesive (majority carpeting throughout building) (samples 01 & 02),

• 4” Blue Vinyl Cove Base & Yellow Adhesives (majority cove-base throughout building) (samples 03 & 04),

• Brown Carpet Squares w/Gold & Green Adhesives (only in Rooms 111, 120, 120A) (samples 05 & 06),

• 4” Dark Gray Vinyl Cove Base & White Adhesive (of brown carpeted rooms) (samples 07 & 08),

• Tan Carpet Squares w/Gold & Yellow Adhesives (only in hallway to Rooms 104 & 107) (samples 09 & 10),

• 4” Cream Vinyl Cove Base & White Adhesive (of tan carpeted hallway) (samples 11 & 12).

5.0 CONCLUSIONS AND RECOMMENDATIONS

Our findings are based strictly on information obtained from our site observations and from sample analysis during survey activities. Consistent with our knowledge and understanding of environmental regulations, particularly as they apply to the potential liabilities associated with asbestos-containing building materials, we present the following conclusions and recommendations.

Bldg 2071 Carpet

5.1 CONCLUSIONS

The tested suspect building materials proven to be free of asbestos content, require no further action in regard to asbestos regulations. These materials may be impacted without any specialized personnel training and disposed of in a landfill that accepts general construction waste.

5.2 RECOMMENDATIONS

If any materials not identified in this survey are uncovered during renovation or demolition, they must be assumed to contain regulated amounts of asbestos and until sampling and analysis prove otherwise.

Regulated ACM must be handled in accordance with OSHA, NESHAP, and local regulations.

The Spokane Regional Clean Air Agency (SRCAA), the local building department and the local fire department should be contacted regarding possible permit requirements.
