About this file

This is a mandatory administrative template (Attachment D Volume 2) for the DARPA Young Faculty Award (YFA) 2027 program that must be completed and submitted as part of all proposal submissions. The template requires proposers to provide comprehensive administrative and compliance information across six primary sections: Team Member Identification (listing all prime organization, subawardees, and consultants with non-U.S. individual designations); Organizational Conflict of Interest (OCI) affirmations regarding current or recent SETA/A&AS support to DARPA and mitigation plans); Intellectual Property declarations covering technical data, computer software, and patents with restrictions; Human Subjects Research and Animal Use certifications with IRB and IACUC review documentation; and representations regarding unpaid Federal tax liability and felony convictions. All submissions must use this template in .pdf, .docx, .doc, or .odx format, formatted for 8.5 by 11-inch paper with 1-inch margins and 11-point minimum font size, with no page limit specified. Failure to use the template or follow its instructions may result in a non-conforming determination.

The underlying YFA 2027 program, administered by DARPA under CFDA 12.910 (Research and Technology Development), targets junior faculty and researchers at academic institutions and nonprofit research organizations to expose rising stars to Department of Defense needs and develop the next generation of national security-focused researchers. The program provides high-impact funding through cooperative agreements to support innovative, transformative research. Typical evaluation criteria for DARPA awards emphasize overall scientific and technical merit, mission relevance, performer capability, technology transition plans, and cost realism, with award processing generally requiring 60 to 90 days.
