About this file

The document is a Bidder Response Form for Request for Application (RFA) 25-DCYF-CW 090 issued by the Washington State Department of Children, Youth & Families (DCYF), seeking contractors to provide caregiver support services across six geographical regions (Areas 9-14). The contract aims to assist caregivers in supporting children and youth by helping them access medical, social, educational, and other necessary services. Bidders must select one or more service catchment areas and submit a comprehensive proposal addressing multiple evaluation criteria, including organizational mission, service continuity, staff recruitment, data protection, cultural responsiveness, trauma-informed approaches, and tribal collaboration.

The response form requires detailed submissions on key areas such as prior experience working with caregiver support services, emergency response capabilities, and plans to serve between 15-25% of the catchment population during a ramp-up period. Proposals will be evaluated on specific point-based criteria, with significant emphasis on cultural competency (totaling 75 points across questions related to racial equity, LGBTQ+ affirmation, tribal relationships, and understanding of historical trauma). The document indicates that successful bidders will need to demonstrate extensive knowledge of local resources, tribal engagement strategies, and the ability to support children and youth with complex needs, particularly those impacted by trauma or under tribal jurisdiction.
