About this file

This document is a Bidder Certifications and Assurances attachment for RFP# 26-DCYF-OJJ-102, issued by the Washington Department of Children, Youth, and Families (DCYF) to solicit a contractor to provide Credible Messengers Transition and Re-Entry Services to youth and young adults exiting Juvenile Rehabilitation facilities east of the Cascades. The certification form requires bidders to affirm the truthfulness of their bid submissions, declare that bids remain firm for 90 days following receipt, and certify that pricing was determined independently without collusion or consultation with competitors. Bidders must also confirm they have not received assistance from current or former state employees whose duties relate to the bid, are not currently bankrupt or in bankruptcy proceedings, understand that DCYF will not reimburse bid preparation costs, and accept the solicitation contents and sample contract terms as presented.

The certifications further require bidders to comply with applicable state and federal civil rights laws, authorize DCYF to conduct background checks and contact references, and certify they have not been convicted of criminal offenses or debarred from public contracts. Bidders must specifically certify regarding wage law violations under Washington RCW chapters 49.46, 49.48, and 49.52, as well as confirm compliance with Executive Order 18-03 regarding worker's rights and the absence of mandatory individual arbitration clauses or class action waivers for employees. Bidders must also certify compliance with statutory nondiscrimination requirements under RCW 49.60.530(3) and notify DCYF of any changes to certifications prior to contract award. The completed certification document, signed under penalty of perjury by an authorized representative, must be returned with the bid response; failure to submit this attachment will result in bidder disqualification.
