About this file

This document contains Questions and Answers for Solicitation 36C26326B0002, a steam coil replacement project at the Minneapolis VA Medical Center (VAMC), with questions due November 6. Key details include logistics for accessing Building 70's penthouse, which has a freight elevator with 96" tall and 96" wide door opening, interior dimensions of 138" x 120", and a gantry with a 108" x 84" access hatch and 3,000 lb weight limit. Crane delivery of equipment requires careful planning to ensure patient and staff safety, with potential use of a louver panel for coil placement.

PIV badging is mandatory for onsite staff, with documentation submission required soon after award notice. The badging process can take up to two months and must be factored into the construction schedule. There are no fees for obtaining PIV cards, but a $50 charge applies for unreturned badges. The project involves replacing Coil MAU #3 and #38, with contractors expected to coordinate access and delivery methods with the VA Contracting Officer Representative (COR) and include details in the Pre-Construction Risk Assessment (PCRA) documents.

Questions due November 6. 618-24-115 Replace Coil MAU #3 and #38

-Is there a freight elevator to building 70's penthouse? If there is, can dimension of it be provided? Access to the penthouse via the freight elevator located near Building 70’s loading dock is available for contractors. Use to be coordinated with VA COR. The door opening is 96” tall & 96” wide. The inside of the freight elevator has a depth of 138” and height of 120”. Note the elevator only extends to level 4. A gantry is available for use to hoist material to the penthouse level via an access hatch. The hatch has approximate dimensions of 108” x 84” and a weight limit of 3,000 lbs.

-Any special considerations to be aware of regarding possible crane work to get new coil up to the roof if needed? Proposed crane location and swing path will require thorough review to ensure the safety of patients and VA staff, continuation of facility services, and prevent damage to campus roadways and green spaces. The penthouse also does not have an access hatch/panel to receive coil via crane pick. Louvers or similar equipment could be considered for temporary removal for coil delivery. This includes a louver with blank-off panels located in the penthouse. This is located on the Northeast main entrance side of Building 70. This solution is not confirmed but serves as a potential method to deliver the AH-38 coil via crane pick. This would likely require off-hours work to utilize main entrance drive lane and minimize safety concerns and facility impact. Contractor to notify COR of method of coil delivery for inclusion in Pre-Construction Risk Assessment (PCRA) documents.

-Is badging required? If so, if there a fee?

Yes, PIV badging will be required. Contractor shall submit PIV documentation for proposed onsite staff as soon as possible following notice of award. This process could take 2 months or more and this timeframe should be considered during development of the construction schedule. There are no associated fees for obtaining PIV cards. However, there is a charge for badges not returned after the period of performance of $50 per badge.

Refer to scope of work section 8.a. for more details.
