Project Title
CATALINA ENTRANCE ACCESSIBILITY
1.0 Purpose
Furnish all labor, materials, supplies, equipment, transportation, supervision, tools, safety incidentals, ancillary services, bonding, and all other necessary items and incidentals to bring the Catalina Supervisor’s Office main entrance into Architectural Barr iers Act
Accessibility Standard (ABAAS) code compliance. All work shall meet the requirements noted in the attached design drawings, construction specifications, and following Statement of Work.
2.0 Scope or Mission
A. All work shall conform to the latest version of the Architectural Barriers Act Accessibility Standard (ABAAS) and the International Building Code (IBC).
B. Remove all existing handrails and guardrails from the main entrance.
C. At the mid-level landing, demolish the (approximately 10’ wide; 42” high) concrete/stucco wall that is inboard of the required 5’-0” clearance. It is assumed that this wall is constructed of concrete block, with filled cells. Saw-cut the concrete/stucco wall level with the landing, existing column, and building exterior wall. Refinish the entire landing for smooth, level floor and wall surfaces.
D. Provide surface treatment on affected floor to match existing. Existing crack sealant is Sherwin-Williams Loxon smooth polyurethane sealant. Existing floor coating is Sherwin-Williams Armorseal TreadPlex EX White;
Coordinate with Contracting Officer’s Representative for exact color and sheen. Provide paint manufacturer's standard color chart.
E. Finish walls to match existing cement stucco. Prime and paint (2 coats) all re-finished surfaces to match existing color and sheen.
F. Furnish and install new handrails and guardrails as shown on the attached drawing and specifications. Paint rails per Specifications. Contracting Officer to select color from manufacturer's standard color chart.
G. Contractor shall present documentation showing handrail manufacturer and installer each have at least 3 years of experience regularly performing this type of work.
3.0 Period and Place of Performance
A. Work site is the Catalina Supervisor’s Office, located at PR 191, Rio Grande, Puerto Rico 00987, in El Yunque
National Forest.
B. See solicitation for period of performance.
4.0 Background
Prospective bidders are strongly encouraged to inspect the site prior to submitting a proposal. Bidders should familiarize themselves with all existing conditions prior to submitting bid. Coordinate site visit with Contracting Officer or designated representative.
5.0 Performance Objectives
A. Bring the Catalina Supervisor’s Office main entrance into Architectural Barriers Act Accessibility Standard (ABAAS) code compliance.
B. New railings shall meet all requirements of the ABA (Federal) Standards, for handrails.
C. Guardrails are required where there is a difference in elevation of more than 30”.
D. There is a 1-1/2” minimum clearance required between handrails and any obstruction, which will have to carefully checked at the upper ramp between the rail and the wall (where the storm shutters where installed).
E. The guardrail components’ spacing must not allow a 4” diameter sphere to pass between them, as well as between the lower railing and the walking surface. On stairs, spacing must not allow a 6” diameter sphere to pass between the lower railing and the walking surface.
6.0 Deliverables / Schedule
A. Submit proposed products, installation methods, detailed shop drawings for Contracting Officer review and approval prior to fabrication/installation.
B. Contractor must designate a field representative to coordinate with the Contracting Officer’s Representative (COR) and Government Technical Monitor (GTM).
C. Proceed with fabrication after submittals, shop drawings, etc. are approved by the Contracting Officer.
7.0 Operating Constraints
Work shall be performed only during times when the Office is open for business, typically weekdays between 7:30 AM and 3:30 PM, local time. Work on weekends and federal holidays is only permitted with prior written approval from the Contracting Officer (C.O.). The contract shall anticipate not working on the weekends and federal holidays.
