Statement of Work
El Portal Design-Build Sidewalk Ext. Project
EL PORTAL DESIGN-BUILD SIDEWALK EXTENSION PROJECT
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
This project is a Design-Build (DB) which consists of constructing approximately 880 linear feet x 5-feet wide of new ADA concrete sidewalk to enable and provide safer pedestrian access to El
Portal de El Yunque’s Visitor Center. The proposed sidewalk is located within the Administrative
Site footprint of El Portal that was analyzed for the El Portal Revitalization Project in 2019/2020.
The proposed sidewalk to be constructed will run parallel and adjacent to an existing asphalt surfaced road and shall connect to an existing 5-feet wide sidewalk, located at the fee booth. The proposed sidewalk shall then continue to the egress off El Portal (see Appendix 2).
Installation of the proposed ADA sidewalk shall include all erosion control measures and BMPs, temporary traffic control measures, removal of topsoil, removal and re-planting of shrubs, removal and resetting of boulders, removal of two (2) existing trees, removal and resetting signs, sidewalk drainages, sidewalk construction around existing trees near El Portal’s entrance, new curb and gutter in specified area, ADA curb ramp(s) with detectable warning surface, installation and paintings of two (2) street crossings, and turf establishment.
During the duration of construction, the Contractor shall preserve and protect all existing structures, existing asphalt surfaced road, and protect vegetation (such as trees, shrubs, and grass) adjacent to the work site not found within the clearing limits, which are not to be removed and which do not unreasonably interfere with the work required under this solicitation.
Operations shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).
The DB contractor shall consider using rubber tire equipment to prevent damage to existing asphalt surfaced road. At no cost to the Government, the contractor shall be responsible and repair any damage to the existing asphalt surfaced road that deemed at fault by DB contractor.
The DB Contractor will be responsible for furnishing a 35%, 85% and 100% professional engineered design deliverable planset drawings for the Contracting Officer’s (C.O.) approval with finalized construction cost as reflected in the Schedule of Items. The 100% design deliverable shall be stamped and/or sealed by a certified Professional Engineer licensed in Puerto
Rico. Government final acceptance of the 100% design deliverable shall be approved in writing only by the C.O. before commencing of any construction work or activities.
The proposed ADA sidewalk design shall be designed and constructed to Forest Service
Supplemental Specification (FSSS), Standard Specifications for Construction of Roads and
Bridges on Federal Highway Projects per FP-14 Specifications, and USFS Standard Drawings.
All specifications, concrete design strength etc shall be reflected into the DB contractor’s design package as a submittal for government approval. The proposed sidewalk shall match the existing sidewalk in color and finished surface. Proposed sidewalk expansion and contraction joints shall be reflected in finished design and construction.
Prior to beginning work, the Contractor is responsible for identifying all appropriate commercial sources of material and equipment.
At all times during the performance of this contract and until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the commencement of work. This individual shall be able to read, speak, and understand
English.

WORKING HOURS
Normal operational hours are approximately from 06:30 am to 5:30 PM Eastern Standard Time, Monday through Friday (Federal Holidays excluded). Weekend work may be permitted with written approval from the Contracting Officer (C.O.) at a minimum of 7 business prior.

DESIGN-BUILD REQUIREMENTS
Existing and Proposed Conditions and Requirements
• Remove and Reset:
o (9) - 6 to 8 feet diameter boulders o (1) Stop sign o (1) Speed Limit sign o (1) Do Not Enter sign o (1) One Way sign o (1) Parking orientation sign o (8) Hedges & Shrubs o (1) – 3 feet diameter log
Requires Removal and Disposal From Project Location into an Approved Landfill o (1) - 20” dbh Palm Tree w/ Rootwad o (1) - 8” dbh Yagrumo Tree w/ Rootwad o Excessive excavation material
Design and Construction Requirements o Mow and brush vegetation in proposed sidewalk prism prior to beginning the topographic survey. Mowing shall be done to a minimum of 4-inches and maximum of 6-inches in height… Mowing and brushing width shall include a minimum and maximum of 5-feet On-Center of proposed sidewalk centerline alignment (on both sides).
o Do not cut the Hedges & Shrubs. Hedges and shrubs shall be removed and reset before and after construction o Furnish a topographic survey of proposed sidewalk. Survey shall include the below at minimum:
➢ Proposed sidewalk centerline alignment and a minimum of 20-feet offset shots from proposed sidewalk centerline alignment (20’ offset shots on both sides of sidewalk centerline).
➢ All trees (no matter dbh tree size)
➢ All features (drainages, utility boxes, light poles, logs, signs etc)
➢ Main Entry Roadway (edge of roadway on both sides and centerline of roadway)
➢ Existing curb and gutter in proposed sidewalk prism o Design of existing and proposed sidewalk
➢ Erosion Control and BMPs drawings
➢ Temporary Traffic Control
➢ Existing sidewalk ground profile
➢ Proposed sidewalk horizontal alignment which shall go around existing tree and shall be designed for entire length (beginning to ending of project).. No trees shall be removed except the two trees identified in this SOW
➢ Proposed sidewalk ground vertical profile (ADA Compliant) for entire length (beginning to ending of project).
➢ Sidewalk ending point design and construction shall conform to ADA accessibility requirements (the existing ground has a steep gradient at the ending area location. This may require a switchback and/or shallow retaining wall design and construction as deemed necessary by the P.E.
design engineer and construction contractor).
➢ Proposed sidewalk horizontal alignment and vertical profile geometry for entire length (beginning to ending of project).
➢ All detectable warning surfaces in its entirety
➢ Proposed new curb and gutter with supporting detail drawings
➢ Existing and proposed drainages w/ riprap energy dissipation
➢ Include all existing drainages and proposed new multiple drainages with elevations
➢ Proposed concrete sidewalk w/ supporting detail drawings. Sidewalk shall be 5-feet wide and have a minimum thickness of 4-inches with reinforcement or mesh wire.
➢ This project requires aggregate base beneath proposed sidewalk (required).
The proposed aggregate shall be a minimum of 4-inches in compacted thickness and shall be placed beneath new proposed concrete sidewalk for entire length of new sidewalk. This requirement shall also be supported in detail drawings.
➢ Proposed drainage(s) w/ supporting detail drawings
➢ Repair of (1) existing damaged concrete utility box
➢ Balancing of all cuts and fills
➢ Proposed crosswalks with painting detail and type of reflective paint with beads per FP-14 Specifications
➢ Existing ground and finished ground contours
➢ The proposed sidewalk horizontal alignment and vertical profile shall be construction surveyed and staked out for construction before construction can commence (required). Finished design drawings shall reflect a minimum of 5’ on center centerline stakeout nodes and coordinates around all curbs and point of curvatures and a minimum of 20-feet on center centerline construction stakeout nodes on all additional sidewalk horizontal alignment in its entirety. Construction stakeout in the field shall reflect the design information listed above with all cuts and fills and finished grade elevations (required).
➢ Turf establishment
I. Design and Construction shall include furnishing and placement of topsoil at a minimum depth of 6-inches.
II. Design and Construction shall include furnishing and placement of sod. At minimum the design and construction shall include furnishing, prepping, and placement of sodding a minimum of 3-feet on each side of new sidewalk.
III. Sod type shall be Zoysia Manila Sod. Submittal of sod type is required for government approval before contractor’s purchasing of sod.
IV. DB contractor shall be responsible for preparing the disturbed areas, cultivating, disk, or harrow and grading to a depth of 4-inches before placement of topsoil and before furnishing and placement of new sod.
V. Design and construction shall include Sod Watering. Watering requirements shall include DB contractor watering newly placed sod. This work will require the contractor watering the newly placed sod a minimum of four (4) times per week pending rainy weather to a depth of 3-4-inches per supplier’s recommendation for approximately two (2) weeks.
VI. All listed turf establishment requirements in its entirety shall be incidental to the design and construction.
o Construction of proposed sidewalk
➢ Construction shall adhere and conform to the USFS’s approved final drawings which shall reflect all design requirements listed above.
