During the intensive cultural resources inventory, one new cultural resource (25TM76), a historic General Land Survey Office section marker, was identified within the Area of Potential Effect (APE) but determined ineligible for the National Register of Historic Properties (NRHP). The project received a "no historic properties affected" determination, which the Nebraska SHPO concurred with on October 4, 2023. The letter stipulates that project work will be temporarily halted if bones, artifacts, or other indications of past human occupation are discovered during implementation, requiring consultation with the SHPO and interested Tribal Preservation programs. Additionally, if project plans are modified, additional survey and review may be required. Per stipulations outlined in the existing Programmatic Agreement (PA) between the Nebraska National Forests and Grasslands (NNFG) and the Nebraska State Historic Preservation Officer (SHPO), the following cultural resources inventory report has been submitted to the SHPO and the appropriate Tribal Historic Preservation Officers (THPOs):

An Intensive Cultural Resources Inventory of the Whitetail Road EA Project, Bessey Ranger District, Nebraska National Forests and Grasslands, Thomas and Blaine Counties, Nebraska, USFS Report #R2022020701042

This project covers the new alignment for FR224, the closure of 1.2 miles of FR227, a temporary 4.3-acre material stockpile and staging area at the intersection of FR224 and FR227, and 220 feet of temporary fence line at the southern entrance to whitetail campground.

During the inventory, one new cultural resource (25TM76) was located within the project’s Area of Potential Effect (APE). 25TM76 consists of a historic General Land Survey Office section marker which is not eligible for the NRHP. The project was determined to have “no historic properties affected.” The Nebraska SHPO concurred with the determination of “No historic properties affected” on October 4th, 2023.

NHPA Section 106 compliance is complete. You now have cultural resources clearance to proceed with the project.

Please remember that the project will be temporarily stopped if bones, artifacts, or other indications of past human occupation are encountered during the project implementation. In that instance, the SHPO and interested Tribal Preservation programs will be consulted.

If project plans are changed, additional survey and review may need to occur.
