About this file
This document is an attachment outlining the requirements for a District Plan, which is a comprehensive planning document for a federal installation. The plan must be structured in six major sections: an introduction with vicinity graphics describing the district's purpose and characteristics; alignment with the overall Installation Development Plan; district analysis covering planning strategies, constraints and opportunities (utilizing a red, yellow, green measurable analysis with supporting graphics), developable areas, and a regulating plan; program analysis including capacity plans, condition/configuration assessments, and requirements prioritization; alternative analysis; and findings and recommendations with a detailed illustrative graphic. The final illustrative graphic must show sufficient detail regarding building footprints, setbacks, new construction, demolition, renovation, transportation arrangements, parking, pedestrian circulation, landscaping, open space, and utility requirements.
The document specifies that the Architect-Engineer (A-E) contractor must incorporate hypertext links to relevant plan sections, obtain and include digital photographs from the installation photo lab, take additional site photographs, and obtain installation POC approval for all photographs. Government-furnished items include GIS Mission Data Sets, Sustainment Management System data, Mission Dependency Index information, real property inventory, stakeholder and facility manager lists, unit manning documents or facility space authorizations, organizational charts, open work orders, programmed projects (funded, approved, and future), life/health/safety violations, planning waivers, cultural resource and historic building listings, and Transportation Management Plan improvements. The contractor must review these materials and other planning documents to incorporate specific recommendations and identify concerns.
