STATEMENT OF WORK
MASTER PLANNING SERVICES
Project Title: Industrial District Plan Project Location: Eielson AFB, AK Base Project Number: FTQW261200 04 February 2026
1.0 INTRODUCTION
The Architect-Engineer (A-E) shall conduct master planning support to include services to develop the Industrial District Plan at Eielson Air Force Base (AFB), by collecting the most recent data and working with installation participants, mission partners, and stakeholders in a 4-day site visit and collaborative planning workshop to update the existing Installation Development Pan (IDP) recommendations as required to meet current and future mission requirements. This Statement of Work (SOW) defines the A-E services to provide a district plan, and required supporting documentation, for the Industrial District at Eielson (AFB), Alaska. This SOW defines what is required for this project.
1.1 PROJECT BACKGROUND
The Industrial District is the installation’s primary industrial area encompassing wetlands and floodplains, key infrastructure including cell towers, antenna farms, munitions storage, fuel storage, water and wastewater treatment plants, civil engineering shops, logistics readiness facilities, light manufacturing facilities, and associated administrative offices. The northern edge of the district is adjacent to Anderson-Crawford Elementary School; therefore, land use compatibility and appropriate buffer zones must be considered when evaluating future development within adjacent areas.
The District Plan continues the comprehensive planning process by focusing on the current operations of a district and providing planning at a manageable scale by bridging the gap between the overarching Installation Development Plan (IDP) and the specifics found within individual site plans. By focusing on the district level, the plan provides additional details addressing mission requirements, planning objectives, and command priority changes. The plan presents a summary of existing conditions, existing capacities and the capacity (i.e. mission operations, built infrastructure, mission support, and quality of life) to accommodate future growth within the district. The key outputs of a district planning effort are incorporated into the Comprehensive Planning Platform (CPP), the Air Force’s digital planning environment. The District Plan will review stewardship requirements for natural, recreational, and cultural resources and compliance with environmental laws.
Future construction and development must support the Air Force’s installation planning objectives to:
• Preserve operational requirements (air, ground ranges)
• Ensure a safe and healthy environment for mission accomplishment
• Protect and preserve natural and cultural resources
• Maintain the ability to respond and recover in the face of adversity
• Support and encourage sustainable and energy-efficient development
• Ensure optimum and cost-effective use of real property assets
• Ensure efficient and compatible land uses
• Protect the installation’s long-term viability by providing capacity for growth
• Create a cohesive, visually appealing environment
1.2 SCOPE OF WORK

5.2.1.4 CAPACITY PLAN
The A-E shall develop the Capacity Plan based on the Regulating Plan to inform future investment requirements when planning new facility requirements. The information in the Capacity Plan will be used to inform new mission siting process, to focus future development in the right locations, and preserve valuable land resources for appropriate mission use.
The A-E will estimate the capacity for new facility construction based on developable areas and the ability for existing infrastructure support. The A-E will apply regulating plan parameters to develop notional buildings for Developable Parcels and estimate the capacity of primary facilities using gross square feet primary unit of measure for all buildings and secondary units of measure (PNS for dorms, AC for hangars, etc.). The A-E will estimate capacity for supporting facilities (e.g., spaces for parking lots, SY for ramp) and utility requirements for primary facilities.
Page 10 of 13 Page 10 of 13
The anticipated outcome of this analysis is an estimate of new facility construction based on developable land area; identification of infrastructure upgrades to accompany future development and establishment of boundaries to promote efficient in-fill development and prevent sprawl.
5.3 COST ESTIMATE
The A-E shall prepare a Cost Estimate for each preferred alternative. Cost estimates shall be marked “CONTROLLED UNCLASSIFIED INFORMATION (CUI)”.
