About this file

This document is Section M (Basis for Award) from a 5-Year Indefinite Delivery Indefinite Quantity (IDIQ) contract solicitation.

Award will be made to a single responsible qualified offeror on an all-or-none basis with the lowest Total Evaluated Price (TEP) that meets all solicitation requirements and delivery times. The evaluation uses two factors: Factor 1 (Quality, non-cost) and Factor 2 (Price). Quality is rated as Meet/Does Not Meet based on the manufacturer's ability to produce quality parts, meeting Manufacturer Qualification Requirements (MQR), and USAF engineer qualification as a qualified source. Price is rated as Reasonable/Not Reasonable. Quality is significantly more important than price. The TEP is calculated by adding total prices for all priced Contract Line Items (CLINs) across all five ordering years, including option quantities identified as Best Estimated Quantity (BEQ). The Government will evaluate pricing balance among CLINs for the same or like items and may reject proposals with significantly unbalanced and unreasonable unit pricing. If only one bid meets Factor 1, the offeror must provide price justification within 10 calendar days demonstrating fair and reasonable pricing, and the Government may conduct negotiations to determine price reasonableness. Award will be made without discussions, though limited clarifications are permitted. The Contracting Officer will notify unsuccessful offerors within 3 days of award with the number of offerors solicited, proposals received, awardee information, items, quantities, and unit prices (or total contract price if listing unit prices is impracticable), and general reasons for non-selection. Award is scheduled within 60 days after solicitation closure.

SECTION M

BASIS FOR AWARD

5 YEAR IDIQ

1.0 BASIS OF AWARD.

1.1. The Government shall purchase quality supplies at a fair and reasonable price.

1.2. Factors: The award will be based on the lowest Total Evaluated Price (TEP) (Factor 2, Price) from a responsible qualified offeror(s) that meets the solicitation’s requirement and required delivery times, (Factor 1, Quality). If the offer fails to meet all of the solicitation requirements by the closing date and time of the solicitation, the offer shall be rejected.

Factor 1- Quality (Non-Cost Evaluation Factor). The manufacturer’s ability to produce quality parts shall be evaluated by meeting the Manufacturer Qualification Requirements (MQR) attached to the solicitation and being selected as a qualified source by the USAF engineer and by meeting all of the solicitation requirements. (Rated: Meet/ Does Not Meet)

Factor 2- Price. (Rated: Reasonable/Not Reasonable)

Factor importance. Evaluation factors are Factor 1, Quality and Factor 2, Price. The relative importance of each evaluation factor (other than cost or price) - Quality is significantly more important than cost or price.

1.3. Award shall be made on All or None basis.

1.4. Award a single 5-year IDIQ

1.5. Award will be made without discussions; however, clarifications are allowed. Clarifications are limited exchanges between the agency and offerors that may occur when contract award without discussions is contemplated; an agency may, but is not required to, engage in clarifications that give offerors an opportunity to clarify certain aspects of proposals or to resolve minor or clerical errors IAW FAR 15.202(a)(2). The agency has broad discretion to decide whether to engage in clarifications with an offeror. Clarifications cannot be used to cure deficiencies or omissions in a proposal or otherwise revise a proposal.

2.0 PRICE EVALUATION PROCEDURES – PRICE REASONABLENESS.

2.1. Price Reasonableness. The proposed Total Evaluated Price (TEP) shall be evaluated for price reasonableness.

Normally, price reasonableness is established through adequate price competition; however, if only one (1) bid is received that meets Factor 1, the offeror must provide price information on how they determined their price is fair and reasonable within 10 calendar days from the date of the request by the Contracting Officer or Contracting Specialist.

With only one offeror, the Government may determine that negotiations are necessary in order to determine the price is fair and reasonable. See provisions DFARS 252.215-7992, Only One Offeror and provision 252.215-7994, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data.

2.2. Total Evaluated Price (TEP). In SECTION B of the solicitation, the offeror shall provide the proposed unit price(s) and total price(s) for all priced Contract Line Items (CLINs) to include all of the CLINs for option quantities identified as Best Estimated Quantity (BEQ) for each of the ordering years (5 years total). The TEP shall be determined by adding the total prices for all of the priced CLINs. The responsible offeror that meets Factor 1, Quality, with the lowest TEP shall receive the award.

2.3. Balance. The CLINs’ proposed unit prices shall be evaluated for balance among the CLINs. The Government may determine whether a proposal is unacceptable if the unit prices are unbalanced and unreasonable among the CLINs for the same or like item(s). Unbalanced pricing exists when the unit price for the same or like item is significantly higher or lower than other CLIN(s) for the same or like item(s).
