STATEMENT OF WORK (SOW) 1- CONSTRUCTION SURVEY FOR THE “REFURBISH AND

IMPROVE LOWER LEHMAN CAMPGROUND” PROJECT, PMIS 311594, SNPLMA FUNDING

1.0- BACKGROUND

Project Location: Great Basin National Park (GRBA), Lower Lehman Campground, Nevada.

Located off of the Wheeler Peak Scenic Drive; at the south end of the park and accessed from US 50/6, CR 487, and CR488/Lehman Caves Road. The closest town is Baker, Nevada.

2.0- SCOPE

The work under this contract consists of hiring a professional land surveying contractor experienced in construction surveying to use park provided Final Construction drawings to survey and layout the new addition to the Lower Lehman Campground so that NPS staff can complete all the earthwork tasks associated with this project using NPS day labor. Survey work will require contractor to completely layout all the new construction boundary locations as needed for the proper grades, elevations and setbacks for the overall campground boundaries, limit of construction boundaries, location of paved roadways, culverts, new back-in campsites, restroom facilities, campground host site, and potable water system mainline.

Elevation grade stakes will identify all locations needed by the park maintenance staff to remove, fill, and backfill the different project areas to their respective final grades as needed for the proper drainage, and leveling for newly installed facility assets.

If any part of scope is unclear, the Contractor shall contact the Contracting Officers Representative (COR), Project Inspector, and/or Chief of Maintenance for clarification prior to contract award. Any changes to the scope must be immediately communicated to the COR and approved by the Contracting Officer before executing any changes.

The estimated period of performance time for this contract is 20-30 calendar days from the contract award date.

The project shall be referred to as “Refurbish and Improve Lower Lehman Campground” Project, PMIS 311594, SNPLMA Funding.

3.0- SPECIFICATIONS

Contractor shall use industry standard staking, flagging, environmentally friendly marking paint, or an approved equal to survey/layout all work at the Lower Lehman Campground site.

4.0- SAFETY AND SECURITY

The Contractor is responsible for the construction site security of their equipment, materials, and supplies. PPE shall be always utilized during construction activities, and an accident prevention plan/site specific safety and health plan for all field work shall be submitted prior to Preconstruction/Survey meeting. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel and environmental management during the execution of work and shall hold the Government harmless for any action on his/her part or that of his/her employees or subcontractors, which results in illness, injury, or death. Any hazards that would pose a danger to Contractor’s personnel or operating equipment must be identified and mitigated or avoided by the Contractor.

5.0- GENERAL

All contract work shall be completed and performed in accordance with the best practices of the trade and in compliance with all applicable federal, state, and local codes and standards.

In case of conflict with various standards, the more restrictive standard applies.

All construction debris shall be removed at least weekly, and the work site shall be kept neat, clean, and free of hazards.

Provide accessories, industry standard materials, equipment, and tools as required to provide a complete project, even though not every item or material is specifically shown, mentioned, or described.

6.0- SCHEDULING

All work shall be scheduled and coordinated with the COR, NPS technical representative, or CO. Scheduling of work between the NPS staff and Contractor’s staff will be necessary during various stages of the project work as NPS staff and Contractor staff may have overlapping work areas. This shall be discussed at a Pre-Construction meeting prior to the beginning of work.
