Scientific & Technical (S&T) Subject Matter Expertise (SME)

Performance Work Statement (PWS)

1.0 OBJECTIVE

The objective of this requirement is to acquire Scientific & Technical (S&T) Advisory &

Assistance Services (A&AS) expertise for the Defense Threat Reduction Agency (DTRA)

Research and Development (RD) Directorate, called RD in this performance work statement

(PWS). The S&T A&AS requires scientific and technical expertise across the Chemical, Biological, Radiological, Nuclear and Improvised Explosives (CBRNE) spectrum along with countering weapons of mass destruction (CWMD), countering improvised threats (CIT) and countering improvised threat networks (CTN) mission domains in support of the RD objectives.

2.0 BACKGROUND

DTRA RD is the DTRA focal point for research, development, test, and evaluation

(RDT&E) relevant to the mission domain of CWMD, CIT, and CTN which flows across the

CBRNE spectrum. This specialized mission space and highly scientific and technical spectrum requires scientific, technical and operational expertise in support of RD’s highly scientific and technical management issues and responsibilities. Following guidance and operational concepts of senior Department of Defense (DoD) officials, RD provides expertise across the full range of the CBRNE spectrum and the CWMD, CIT and CTN mission domain technologies to encompass understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

RD’s activities include all possible RDT&E funding and management activities and tasks, from 6.1 to 6.5 funding. RD’s RDT&E activities, however, mainly focus on basic research through advanced component development and prototypes. RD’s activities beyond the advanced component development and prototype activities include system development and demonstration activities such as the Nuclear Arms Control Technologies (NACT) and other programs. In addition, RD directs and manages the Joint Science and Technology Office

(JSTO) component of DoD’s Chemical and Biological Defense Program (CBDP), along with engaging in operational activities that are complementary to its R&D activities in order to support CCMD and customer requirements. Examples of these operational activities include Technical Reachback, various RD-CX activities, and NACT operations and maintenance of Comprehensive Nuclear Test Ban Treaty (CTBT) operation and maintenance (O&M) of CTBT internal monitoring stations, which use O&M funding. RD’s portfolio includes integration of technologies, Advanced Technology Demonstrations

(ATDs), Joint Capabilities Technology Demonstrations (JCTDs), small business innovative research (SBIR), Combatant Command (CCMD) engagement, Service support, Service support of Joint Urgent Operational Needs (JUON) and Joint Emerging Operational Needs

(JEON) tasks, and international collaborative efforts. Rapid development and demonstration of specialized CWMD, CIT, and CTN mission capabilities, to include their end-to-end support planning and activities, may also occur.

RD is DTRA’s lead in evaluating the potential for integration and/or synergy effects from all DTRA RDT&E activities among multiple Directorates. RD provides RDT&E, ranging from basic research through demonstration and validation, to providing unique testing and evaluation facilities; rapid and deliberate capability delivery; and inter-organizational cooperation to counter, combat, protect and mitigate against improvised threats, WMD, and threat networks. RD performs all scientific, technical and staff functions required to plan, program, budget, and execute a comprehensive and integrated research and development program covering the research spectrum from basic research to transition and to support scientific & technical efforts for the DTRA Director to the customer. Performing this mission requires coordinating and managing extensive and complex RDT&E activities performed by, DoD and National Laboratories, industry, academia, Services, other

Government agencies, and foreign Governments.

DTRA, writ-large, is implementing changes with the incorporation of the former-Joint

Improvised Threat Defeat Organization (JIDO) mission into the DTRA mission space. In addition, the Defense Wide Review is also impacting DTRA missions. These changes include expansion and contraction in mission spaces as well as organizational changes.

Within the RD Directorate, these changes include continuing support to ongoing countering improvised explosive device (C-IED) activities during the Army’s stand-up of that portfolio as they assume the role of Executive Agent for C-IED missions. We are also incorporating

CTN capability development efforts into the RD portfolio. Due to these changes, the RD

Directorate is going through organizational changes in the CY2020. The former JIDO research and development portfolio, realigned to the RD Directorate (as the Counter-

Improvised Threat Technologies Department (RD-TT)), will sunset and its capabilities be aligned with like technical areas within the Directorate. The current intent is to take the two technical capability development divisions and organizationally align to the CWMD

Technologies Department (RD-CX) with an Initial Operational Capability of 1 September

2020 and a Fully Operational Capability of 1 October 2020. The remainder of the original

RD-TT activities will be assigned to the Enabling Capabilities (RD-EC) and Operations

(RD-OP) Departments.

DTRA enables Special Operations Command (USSOCOM), as the Unified Command

CWMD Coordinator, the DoD, the U.S. Government, and International Partners to counter and deter weapons of mass destruction, improvised threats, and improvised threat networks.

3.0 APPLICABLE DOCUMENTS

4.0 SCOPE

The RD Directorate has a far-ranging scope in the types of roles, missions, functions, operations, and tasks it supports. This acquisition requires dedicated and unbiased

Scientific & Technical Subject Matter Expertise (S&T SME) A&AS support to act as a scientific and technical expert “trusted agent” for the agency both internally and externally in the course of daily execution of RD’s specified and implied missions. This requires close coordination within RD to effectively execute its programs, as well as across the agency’s Directorates. RD efforts are generally organized within five elements:

Chemical and Biological Technologies Department (RD-CB), Counter Weapons of Mass Destruction (WMD) Technologies Department (RD-CX), Enabling Capabilities Department (RD-EC), Operations Department (RD-OP), Nuclear Technologies Department (RD-NT).

The Scientific & Technical (S&T) Subject Matter Expertise (SME) A&AS contractor, hereafter referred to as the contractor, will work closely with the S&T Program

Management Office (S&T PMO) A&AS contractor as an associate contractor. Any question or issue regarding interaction with the S&T PMO A&AS contractor should be brought to the attention of the Contracting Officer (CO).

There is a planned minimum 120 day transition phase from contract award to program activity start date on 7 April 2021.

4.1 DISCIPLINES

The contractor shall provide personnel possessing the following disciplines, with appropriate security clearances to allow application of those disciplines:

4.2 PLACE OF PERFORMANCE

The government will contractually provide office space for up to 39 S&T SME positions where performance is located at the listed locations. Any overflow will reside at contractor facilities.

The table below provides the number of contractual office space allocations by location and provides the historical number of personnel per department.

Remote support from another location, temporary duty travel, or other means may be required occasionally for (but not limited to) Dugway Proving Ground, UT; White Sands Missile Range, NM; the Nevada National Security Site, NV; Yuma Proving Grounds, AZ and Naval Air Warfare

Contractor staffs using Government provided office spaces shall support security activities in

DTRA workspaces, if directed by the COR, as per DTRA security standard operating procedures.

5.0 TASKS

5.1 DTRA RDT&E

The contractor shall perform the following RDT&E tasks for all RD Departments, excluding the

Chemical & Biological Department (RD-CB).

5.1.1 The contractor shall provide personnel with the required scientific and technical expertise concentrated on the radiological, nuclear and high explosives (RNE) portion of the CBRNE spectrum and the CWMD, CIT or CTN mission domains, as required to fulfill their assigned mission domain and duties. The contractor shall perform as an associate contractor to the S&T

PMO A&AS contractor who shall be in an associate contractor role to the S&T SME contractor via an Associate Contractor Agreement (ACA). The contractor shall work closely with the S&T

PMO A&AS contractor to ensure all scientific and technical analyses, studies, reviews, requirements, etc., are correctly captured and tracked within the S&T PMO tracking and status mechanisms, processes and procedures in the performance of their assigned tasks. As required to execute these tasks, the contractor shall provide tools to complete these tasks, to include any source, installation packages, licenses or other technical documentation required to support tools.

The contractor shall perform the RD scientific and technical activities described below for all the organizations, departments and divisions within the RD Directorate:

5.1.2 Subject Matter Expertise (SME) Transition Support: The contractor shall ensure a smooth transition of support services with no degradation in capabilities during transition.

Transition shall begin immediately at time of award with the transition date ending on 6 April

2021. PWS requirements shall be available and ready not later than 7 April 2021.The (Incoming)

Management Plan and its execution shall ensure that all required PWS timelines and requirements are met.

Execute the approved Transition In plan to ensure all PWS requirements are available and ready for program start date, 7 April 2021. Any changes to this baseline during the transition phase must be approved by the RD Contracting Officer Representative (COR).

Develop a SME Transition-Out Plan for transitioning and delivering all material and information from this contract to the Government. The plan shall identify all Government

Furnished and contractor Furnished Material (GFM/CFM) as well as information and tools developed during the contract that was used in the execution of this contract. A draft plan shall be submitted for Government approval 120 calendar days after notification that the government is not exercising an option and letting the contract expire or 120 days before the end of the contract after all options have been exercised. Upon incorporation of comments and Government acceptance, the contractor shall follow the plan to transfer all material, information, and rights thereto to the Government.

The contractor shall facilitate and conduct transition-out activities. The contractor shall prepare a final Technical Report documenting the status of all ongoing technical and scientific efforts and projects, including a Smart Book/Turnover Binder containing copies of all plans, policies, procedures, points of contact, and other information required by the

Government. A draft of the Technical Report is due NLT 120 calendar days prior to the end of the initial period of performance (Base Period) and an update NLT 120 days prior to the end of each Option Year. The contractor shall provide full cooperation to providing necessary operational knowledge transfer to the in-coming contractor. All documentation shall be provided to Government personnel. Transition out shall include the following types of services:

o Project management processes, o Points of contact, o Location of technical and project management documentation, o Status of ongoing technical initiatives, o Contractor to contractor coordination with Government oversight to ensure a seamless transition, o Transition of key personnel functions and information, o Identify schedules and milestones, o Identify actions required of the Government, o Establish and maintain effective communication with the incoming and contractor/Government personnel for the period of the transition via weekly status meetings.

5.1.3 Scientific and Technical Expertise: The contractor shall provide scientific and technical expertise as defined in PWS 4.1, and support in-depth scientific analyses and technology assessments and activities across the spectrum of RD’s existing and emerging RNE portion of the CBRNE spectrum and CWMD, CIT and CTN, CIT mission domains, to include assessing the soundness of alternative evolving scientific and technological approaches and evaluating research results. The contractor shall collaborate and engage with the S&T PMO A&AS contractor to ensure all required scientific and technical recommendations, analyses, assessments, activities, etc., are fully integrated into all required programmatic documentation to ensure logical, defendable and executable plans. These activities include:

Plan, prepare and review basic and fundamental research, applied research, experiments, investigations, observations, and related research studies into the phenomena associated with

CWMD, CTN or CIT mission domains and assist with the development of theories for understanding, characterizing, and organizing natural phenomena into systematic and meaningful patterns for advancement of emerging CWMD, CTN or CIT technologies.

Design and plan systems focusing on integration of cross-cutting technologies and systems of systems; and support planning, preparation, definition, and execution of S&T programs.

Using operations research and modeling and simulation capabilities, support development, dissemination, and successful execution of computational predictive physics-based models and tools that address a variety of CWMD, CTN, or CIT mission domain related needs and challenges. Activities include:

o Develop and analyze concepts; explore alternative architectures; demonstrate systems and innovative components in exercise environments; and verify and validate system requirements, concepts, and designs.

o Plan, support the execution, and document results of war games, modeling, and experimentation to assist Government validation and prioritization of requirements, definition of operational concepts, identification of capability gaps, and to provide alternative solutions.

o Support development of data, methods, and tools for risk-based planning and decision making. Enable research and analysis on operational effects capabilities to better focus

S&T efforts.

Support scientific and technical review, analysis, and implementation of the Assistant

Secretary of Defense for Research and Engineering [ASD(R&E)] S&T Plan, to include all required inputs, recommendations and rationales from RD. Support includes Reliance 21

Executive Committee activities and processes, systems engineering methodologies and tools, modeling and simulation, and war gaming to develop requirements and conduct trade studies for candidate projects, assist in the establishing of S&T priorities for investment, using RD decision making processes, integrating and coordinating approved projects with DTRA internal and external customers through DTRA’s CCMD liaison officers and area desks, and supporting preparation of the RD S&T Plan consistent with the DTRA and other higher authority strategic plans.

Provide scientific and technical expertise to support RD leadership in the development and integration of ASD(R&E) Communities of interest (COI). This task includes coordination of

DTRA S&T with S&T activities in OSD, academia, other Government agencies, laboratories, universities, corporations, international symposia and the Interagency for the

CWMD COI. Activities included in this effort include:

o Evaluate scientific and technical compliance with higher-level guidance regarding Global

Nuclear Threat and other priority missions as it relates to RD’s S&T function.

o Support needed scientific or technical interfaces, as required, with the State Department to facilitate foreign military sales, and define treaty verification technology needs that benefit from RD collaboration. Develop and recommend specific coordinating actions.

o Assist in identification and nurturing of fundamental and early applied science projects.

In addition, the contractor shall provide advice on metrics and success criteria, evaluate and document research results and assist with transition planning and transition execution of projects.

o Provide strategic and technical expertise to assist with the development and management of the S&T portfolio. These activities will include assisting RD leadership to establish and maintain connections to the S&T community for WMD matters to identify program synergies, including universities, corporations, laboratories, international symposia, and

Federal agencies.

o Assist in outreach across the Agency, other Government agencies, industry, academia, and international S&T partners to identify programs to use for RD objectives.

Provide scientific and technical expertise to the RD Small Business Innovative Research

(SBIR), Small Business Technology Transfer (STTR), Rapid Innovation Funding (RIF), and

RD Broad Area Announcement (BAA) programs, to include:

o Provide scientific and technical expertise to assist in proposal assessments and evaluations written by all Technical Evaluation Team members.

o Provide scientific and technical expertise during the execution of SBIR, STTR, RIF and

RD BAA projects managed by RD.

o Assist in identifying and developing new SBIR, STTR, RIF and RD BAA program topics.

Assist in RD-related or required information technology (IT) development, integration and test, along with assisting in obtaining CIO approval, integration and transition of architectures, hardware, and software systems for the S&T program. Activities included within this are:

Assess state-of-the-art Information Technology (IT) capabilities for applicability into

CWMD, CTN and CIT S&T programs to improve, innovate and maintain state-of-the-art capabilities.

Support software integration, network systems development, test and evaluation, software verification and validation, and version control for these activities.

Support development, integration, and transition of CTN, CIT and CWMD threat reduction concepts.

Support efforts to solicit, evaluate, and award innovative projects and assist in the management and control of those projects.

Assist in transition of RNE-oriented developmental tools to operational application(s) for

Technical Reachback applications. Assist with coordination and integration of plans and capabilities with the DTRA Operations Center.

Support verification and validation of WMD lethality and vulnerability models and integrate them with computational tools. Activities include:

Assist in identifying, defining, and integrating appropriate tests; to include parametric sensitivity analyses and other tools to improve test design.

Assist in the coordination and evaluation of the high-fidelity analysis and precision test program for validating lethality and vulnerability models.

Use validated tools such as Response Surface Mapping, IMEA, Warfighter Wizard, Portable Flight Planning Software, VAPO, and Conventional Weapons to provide independent verification of developer work, predict system performance, and inform test planning.

Prepare documentation and coordinate with Government staff at Service labs, National laboratories, and operational organizations to streamline accreditation of planning tools.

Use high-fidelity analysis results and results from tests to validate lethality and vulnerability models. Examples of acceptable tools include Paraview to perform large test data analyses.

Assist with development and integration of WMD battlespace awareness programs such as

Advanced Materials and Advanced Energetics.

Provide scientific and technical expertise and support in-depth scientific analyses and technology assessments across the RNE spectrum of innovative translational S&T products to counter the threat of radiological, nuclear and high explosive threats.

Support agent defeat modeling and simulation, and technology development, including new agent defeat weapon concepts, such as Kinetic Fireballs and Agent Defeat Penetrator.

Support the development of operational concept and implementation options, along with execution of approved plans to constitute a nuclear weapons effects network, to include support to the Urban Thermal Environment first principles and 3-D model development projects.

Support advancing electromagnetic pulse (EMP) and high-altitude nuclear effects technology and high-power micro- wave effects and protection using industry standard tools such as

Satellite Toolkit, Systems Engineering Analysis, and Testable Hardware Toolkit to provide independent verification of developer work, predict system performance, and inform program planning for the Radiation Hardened Microelectronics program. Assess technology development to produce radiation-tolerant, high-performance, high-reliability dual-use microelectronics and photonics. Review and evaluate hardening methodologies.

Assist Nuclear Weapons Effects (NWE) experimental capabilities programs, help develop

RD experimental capabilities, assist with improving Department of Energy and National

Nuclear Security Agency coordination, and support the development of capability roadmaps.

Support nuclear threat detection research efforts to develop innovative or new capabilities in standoff detection, location, and identification of radiological materials and nuclear targets of interest, and instrumentation requirements for operations in contaminated environments.

Support the development of cutting edge radiation detection capabilities for search, isolation, threat characterization and mapping, combat maneuvering and contamination avoidance.

Assist RD-NT in identifying and developing new materials and radiation sensors that address a wide range of operational requirements for interdiction and consequence management.

Support helium-3 alternative technologies, nuclear forensics, arms control, monitoring and verification, and other related efforts as identified or directed.

Support the identification and development of novel military capabilities to find, identify, track, and provide situational awareness of nuclear threats and networks with exceptional precision and confidence while not relying upon radiation detection.

Advise and assist in the development, test, integration and transition of system architectures where cross functional technologies or applications are required. Provide recommendations and rationale for system architecture implementations to ensure cloud-ready capabilities for the user. Assist in planning, and execution to transition RD projects to development, integration and test, and operational cloud environments.

Provide computer science, data science and information science expertise and support in managing RD programs and projects, to include developing, interfacing, integrating, testing artificial and evaluating artificial intelligence methodologies and capabilities. Activities include determining, verifying and validating the performance increase of the computer science and data science improvements. In addition, provide recommendations and rationale where artificial intelligence methodologies and capabilities should be targeting to improve performance of RD programs and projects, to include supporting the development of capability roadmaps.

Support program planning activities consistent with high-level guidance and the Hard and

Deeply Buried Target Defeat Science and Technology Master Plan. Assist in identifying, defining, integrating, and scheduling appropriate tests and analyze data resulting from these tests.

Provide subject matter expertise in all technical matters regarding the counter and defeat improvised threat applications of the following scientific and technology efforts:

o For directed energy and device neutralization technologies. These applications include traditional and state of the art methods for emitting electromagnetic (EM) radiation in all regions of the EM spectrum, energy absorption and emission modeling and simulation, the use and development of electronic warfare systems, and size, weight and power analyses and optimizations.

o For systems utilized for the point, stand-off, and remote detection of explosives, explosive devices, electronic emissions from explosive devices and chemicals associated with their manufacture (i.e., homemade explosives and their precursors). Expertise should include knowledge of detection system application toward the various counter and defeat improvised threat subsets, including ground-based detection, air-based detection, and threat network detection, imaging and video analysis.

Provide expertise in all matters regarding the applications of nuclear forensics activities to include forensics processes and forensic DNA analysis methodologies for the exploitation of the improvised threats. The contractor will assist in planning, coordinating, and directing forensic science activities and maintain an awareness of current scientific developments within the national and international forensic science and technical communities. This includes identifying top scientists in the forensics and DNA community. Other duties include researching and providing professional analysis of systems currently fielded or in development within the forensics and biometrics communities.

Provide subject matter expertise in all scientific and technical matters in support of System

Survivability, the Nuclear Test Personnel Review, Nuclear Detection Technology, and

Sensor Applications programs and activities.

Provide technical support in development and management of integrated and advanced technology demonstrations to operationally assess and transition RNE technologies. Assist in early CCMD coordination and approval of technology demonstrations. Support planning and execution of demonstrations in CONUS and OCONUS. Provide demonstration technologies in support of events and contingencies on request. Assist in development of CONOPS that integrate advanced demonstration systems and technologies and concepts into theater campaign and support plans, enhance interoperability, and address the foreign policy objective of building partner capacity.

5.1.4 Requirements Analysis Support: The contractor shall provide scientific and technical analysis and assessment support to the DTRA and RD Directorate Requirements Program, processes and procedures. The contractor shall work closely with the S&T PMO A&AS contractor to ensure all required scientific and technical recommendations, analyses, assessments, activities, etc., are fully integrated into all required programmatic documentation to ensure logical, defendable and executable plans. Activities include:

Develop and document technical methodologies and models to determine priorities for identified threats, operational needs, and requirements using existing data repository, requirements management and decision support tools in support of the requirements management and decision support activities.

Support international collaboration, including investigating, analyzing, assessing, and identifying potential areas for future R&D collaboration; support to cooperative research and/or technology development; and support to existing and future information exchange agreements and project agreements.

Enhance operational utility of the RD portfolios through proactive engagement in operational events.

Support the development of an interactive CBRNE, CWMD, CIT and CTN threat and disruptive technology catalogue that is customer facing and can be used by the Joint Force in determining required solutions where demand exists, supported closely by the CB S&T SME to ensure the tool operates across the CBRNE spectrum and mission space. Familiarization with Combatant Commands (CCMD) Integrated Priority Lists (IPLs)/Science & Technology

Integrated Priority required.

Analyze, assess, and identify the most critical RNE, CWMD, CIT and CTN technologies, threats, disruptive capabilities, initiatives, potential innovations and gaps in support of the

RD Requirements Program in a structured, methodical, repeatable technical process. Provide rationale and proposed recommendations to manage and mitigate these results. Assess soundness of scientific and technological recommendations.

• As required, coordinate with the Joint Staff (JS) and Services to develop requirement documents, to include requirement documents and staff Knowledge Management

Decision Support (KMDS) documents.

Monitor ongoing technical requirements documentation efforts across the DoD (via the

KMDS) ensuring RD’s interests are incorporated into relevant requirements documents.

Coordinate, prepare, and conduct analysis of RD requirements for validation, as required to meet the DTRA Requirements Management process and procedures.

Identify and support the development, analysis and assessment of warfighter requirements in support of the DTRA Requirements Management process and procedures. The contractor shall recommend potential requirements to the Government for approval, understand capability gaps, and assist the CCMDs with drafting Joint

Urgent Operational Need (JUON), Joint Emergent Operational Need (JEON), or Request for Support (RFS) memorandums.

Perform the following activities in support of RNE, CWMD, CIT and CTN gap identification and vulnerability assessments:

o Collect and assess RNE, CWMD, CIT and CTN threats and disruptive technology threshold and objective minimum values to assess performance of these programs and coordinate capability development goals with key stakeholders.

o Establish a view of the current state of the DoD portfolio of RNE, CWMD, CIT and CTN threats and disruptive technology enablers, and assess the performance of the enablers against the objective minimum values.

Identify and support the development, analysis and assessment of warfighter requirements in support of the DTRA Requirements Management process and procedures. The contractor shall review, assess and provide recommendations with rationale for potential requirements to the Government for approval; understand capability gaps; and assist the CCMDs with drafting Joint Urgent Operational Need (JUON), Joint Emergent Operational Need (JEON), or Request for Support (RFS) memorandums.

Rapidly respond to and anticipate emerging operational requirements by providing scientific and technical expertise and support in-depth scientific analyses and technology assessments across the spectrum of RD’s RNE spectrum and the CWMD, CIT, and CTN mission domain

S&T-related responsibilities, including assessing the soundness of alternative scientific and technological approaches and evaluating research results.

The contractor shall provide RNE scientific and scientific expertise to perform the following activities in support of CWMD, CIT and CTN mission domain threat technical analysis:

o Perform research and analysis of all-source data derived from, but not limited to, multiple and specialized databases, and prepare issue papers and recommendations based on analysis. Prepare input for inclusion Red Team products supporting emulative and task/concept analysis.

o Identify analyses, assessments and studies and in support of the S&T PMO A&AS contractor, perform the following activities:

Coordinate and archive DoD, Joint, Service, Federally Funded Research Facilities, industry and academic studies and assessments conducted in support of RD efforts.

Maintain a catalog of studies and assessments, and archive reports of techniques and procedures against known technology capabilities.

o Work closely with the S&T PMO A&AS contractor to schedule scientific and technical meetings and briefings, to include tracking and reporting on action item close-out, as needed.

o Provide required RNE scientific and technical expertise to S&T PMO A&AS contractor to maintain a database to track threat devices as well as red and blue teaming system progress and coordinate with RD.

o Ensure all proposed RD CWMD, CIT and CTN countermeasure systems are considered for Technical Red/Blue Team analysis.

o Support reverse engineering, building and validation of electronic and mechanical devices efforts to be used in the CWMD, CIT and CTN threat fight, and ensure such devices meet varying technical specifications required for the construction and delivery of such devices and systems.

o Coordinate the overall development of prototyping of possible future CWMD, CIT and

CTN mission domain threat arming and triggering devices based on adaptations of commercial-off-the-shelf (COTS) technology.

o Serve as technical meeting coordinator, as required, to support proper scientific and technical communication between stakeholders.

o Prepare documents, as required in collaboration with the S&T PMO A&AS contractor, supporting the Senior Integration Group (SIG) working groups and meetings.

o Assess counter improvised threat requirements based on their scientific and technical basis and provide recommendations to required leadership.

o Maintain regular communication with Service and key stakeholders on scientific and technical issues in support of the RD Requirements Program.

Provide technical & scientific requirement inputs into battle rhythm events as required, including the Global-Counter Improvised Threat Action Review (GCAR), Iraq/Afghanistan

OPS Support. Maintain counter CWMD, CIT and CTN mission threat knowledge base through field evaluations, industry visits, and conference attendance.

o Develop and document methodologies and models to determine priorities for identified threats, operational needs, and requirements.

o For each area of operations, prioritize the respective requirements for validation or re-validation.

As required by the Government design and perform CWMD, CIT and CTN mission domain threat related experiments, and data collection, to ensure the integrity, quality control and protocol compliance of offered solutions.

Provide following support to CIT acquisition efforts:

o Support technical Red Team analysis efforts for counter-improvised threat acquisition efforts for other elements of DoD as well as other Government agencies such as the following: Department Homeland Security (DHS), Transportation Security Administration

(TSA), Federal Bureau Investigation (FBI), Border Patrol (BP), Immigration and Customs

Enforcement (ICE), and United States Coast Guard (USCG) as directed by the

Government.

Support the technical vulnerability assessment/coordination efforts, to include:

o Support the Technical Red (enemy forces) and Blue (own forces) Team analysis of RD initiatives to identify potential risks, vulnerabilities and the validity/effectiveness of potential enemy responses to RD initiatives, mitigate system vulnerabilities, and provide methods to increase CWMD, CIT and CTN threat system performance.

o Maintain a comprehensive list of emerging ideas, concepts, strategies, and technologies and provide analytical analysis and provide support services in the development of papers and briefings defining options for future operations.

o Support the initial vetting of technologies introduced to RD, the evaluation of prospective technologies and the assessment and development of current technologies. Utilize fundamental concepts, practices and procedures of the specialty scientific fields to perform research tasks evaluating emerging technologies which may be applicable to counter and defeat improvised threat operations. Efforts by other Government entities may be analyzed and evaluated for recommendation to the RD COR regarding applicability to RD initiatives.

5.1.5 Technical & Scientific Interfaces: The contractor shall establish and maintain technical interfaces with recognized technical experts and professional contacts with leaders in industry, academia, and Government arenas pertinent to the RNE spectrum, and the CWMD, CTN, and

CIT mission domain technologies. As needed, the contractor shall work closely with the S&T

PMO A&AS contractor to ensure all required technical interface planning and execution information is fully integrated into all required programmatic documentation to ensure logical, defendable and executable plans. Such interface activities include:

Developing professional relationships with recognized experts and technology leaders in technologies pertinent to RD’s mission.

Support S&T engagements across the RNE spectrum and the, CWMD, CIT and CTN domain mission space to maintain cognizant of innovative and successful scientific and technical activities being performed within the federal government, academia, private contractors and allies. Such engagements include:

o Attendance at meetings, conferences, and symposia and maintaining a professional contact database pertinent to RD’s mission. Sources of these interfaces may also include presenting papers at symposia; organizing symposia for RD; planning RD-sponsored national conferences; visiting customer and performer sites in Government, industry, and academia, including internationally; supporting international collaborations such as the U.S.-U.K. Joint Working Groups (JOWOG Panels 6, 36, and 43) and international

S&T partners; and organizing modeling and simulation workshops and exercises for RD.

o Provide S&T PMO A&AS contractor with results and activities from science and technical international collaboration efforts, including investigating, analyzing, assessing, and identifying potential scientific and technical areas for future R&D collaboration; support to cooperative research and/or technology development; and support to existing and future scientific and technical information exchange agreements and project agreements.

o Support the S&T PMO A&AS contractor in identifying, coordinating and managing

S&T engagements with the CCMDs and Services (requirement development, strategic planning, projects), to include the OP Area Desks/Regional Working Groups/Liaison

Officers

Support Foreign Disclosure Office (FDO) coordination approval of all required S&T materials and meeting classification requirements.

Providing strategic and technical expertise to assist with the development and management of the S&T portfolio. Assisting RD leadership to establish and maintain connections to the S&T community for WMD matters to identify program synergies, including universities, corporations, laboratories, international symposia, and Federal agencies.

Assist the test planning, coordinating, executing, and reporting support to RD support to the

IC activities. Support includes targeting, testing and IC technology, the Hard Target Research and Analysis Center (HTRAC), Counter WMD Analysis Cell (CWAC), and classified special projects.

Provide strategic and technical advice and assistance to RD senior leadership for long-range

S&T activities to demonstrate innovative technologies and capabilities that mitigate the threat and/or effects of RNE events.

Support development, integration, and transition of WMD threat reduction concepts, including support to efforts to solicit, evaluate, and award innovative projects, and assist in the management and control of those projects.

5.1.6 Technical Integration: The contractor shall identify related efforts within RD, DTRA, the

IC, DoD, and other parts of the Federal Government, and the larger RNE, CTN, CIT and CWMD communities that would benefit from integration with RD’s programs and provide scientific and technical synergies; and recommend appropriate coordinating and integrating actions (all departments). The contractor shall work closely with the S&T PMO A&AS contractor to ensure all required technical integration plans and execution data are fully integrated into all required programmatic documentation to ensure logical, defendable and executable plans. Activities include:

Support the planning, integration and execution of the DTRA Experimental Laboratory capability, to include supporting software capability integration and test planning and execution, as required.

Review, analyze, and assess RD programs to identify and recommend scientific and technical integration and synergy opportunities within the RD Directorate and across portfolios.

Support OCONUS TDYs in the CENTCOM area of responsibility for up to 6 months in support of CIT and CTN missions, as required.

Support the planning, integrating, and executing of a comprehensive and integrated research and development program to meet DoD requirements. Review and assess the National

Defense Strategy, OSD policy and guidance, Joint Capabilities Integration and Development

System products, and other guidance documents to identify potential scientific and technical integration and synergy opportunities with potential positive impact on DTRA’s mission and resources.

o Provide assistance with development and execution of JCTDs, ATDs, operational deployments, and field trials; supporting projects throughout the acquisition life cycle.

Perform the following activities in support of Electronic Attack Clearance Modeling Support:

o Provide engineering support to the Federal Aviation Administration (FAA) Technical

Center in support of the continued testing and electromagnetic compatibility of Counter

Radio Improvised Explosive Device Electronic Warfare (CREW) systems vs FAA commercial airborne receivers and ground-based facilities.

o Facilitate the integration of new/modified interference threshold criteria into Builder's

FAA Wizard while working in close conjunction with the Naval Research Laboratory.

o Support the Lead Spectrum Protection/Coordination Manager for CREW and Electronic

Warfare (EW) in the FAA’s Office of Spectrum Engineering Services.

o Conduct in-depth engineering analysis of DoD CREW requests using a variety of modeling and simulation tools.

o Perform interagency coordination of CREW requests and information gathering with a variety of DoD entities.

o Develop concurrence documents demonstrating the results of CREW analyses and transmit the documents to the appropriate Military Spectrum Office.

o Prepare and review briefings, papers, and other administrative duties as necessary to accomplish required duties in support of the DoD.

Support technical assessments to include:

o Analyze counter and defeat improvised threat capabilities, initiatives, and tactics, techniques, and procedures (TTPs) from our adversary's perspective in order to identify the inherent weaknesses within those solutions that would minimize their impact once deployed.

o Conduct Red Team and Threat Device analytical efforts that are adaptive, realistic, and culturally informed in order to support RD in assessing and anticipating adversary operational and tactical adaptations to current and proposed force tactics, techniques, capabilities, and procedures.

o Support the execution, documentation and and publish through test activities and technical analysis, the results of technical Red (enemy forces) and Blue (own forces) assessments of specific, selected counter and defeat improvised threat initiatives to identify potential technical adversary adaptations and to effect changes on the system under development, as well as, recommend force options and enhancements.

o Coordinate and support the execution of the development of potential future threats by investigation of commercial consumer technology in order to identify potential options to be used by potential adversaries in the construction of improvised explosive devices both in the immediate future and within a more extended time horizon, as identified by the

Government.

o Support the acquiring agency in the procurement and management of threat devices to the test ranges, as well as provide the technical expertise to ensure that all testing and evaluation of proposed counter and defeat improvised threat initiatives is conducted in an environment that provides an appropriate representation of current threats and operational environment in theater, as identified by the Government.

5.1.7 State-of-the-Art, Emerging Technology and Innovation Assessments: The contractor shall identify, assess and provide recommendations for innovative, state-of-the-art, emerging and innovative technology in terms of utility, maturity and risk, and applicability for meeting RNE, CWMD, CTN, and CIT requirements.

Support the DTRA Requirements Office, the RD Requirements Office and the S&T PMO

A&AS contractor by providing documented and approved continuous scientific and technical evaluations of RD initiatives by providing early and continuing assessments of system performance and potential, to include developing the scientific and technical evaluation plan processes and criteria, to ensure all required scientific and technical documents in captured, tracked and maintained in support of the programmatic documentation.

Over-the-horizon technology watch assessments shall consider technology utility, maturity, and risk. Utility assessments shall include the degree to which the operator’s mission benefits from the technology as well as the incremental value of additional investments.

Subject matter experts shall be maintained to:

o Assess critical RD technologies and provide flexibility to transition this expertise across the entire directorate. These skills include the capability to perform integration and exploit synergies across the RNE technologies.

o Present organized analytical assessments to the RD government responsible for scientific and technical domain area.

The contractor shall track approved RNE WMD S&T objectives; and use incorporated risk management and mitigation processes to assess technical, cost and schedule risk.

5.1.8 Scientific & Technical Strategic Planning/Strategic Communications Support: The contractor shall perform the following activities in close collaboration with the S&T PMO

A&AS contractor to ensure all required S&T strategic planning an strategic communication support activities are fully integrated into the overall RD Directorate strategic planning and strategic communications activities and plans to ensure a coordinated, synergistic RD

Directorate strategic planning and strategic communications plan. Activities include:

Provide senior-level scientific and technical advice and assistance to the RD Director, RD

Department Chiefs, and to members of the Director’s office staff. To accomplish this task, the contractor shall provide the following services:

o Provide dedicated strategic scientific and technical expertise to assist in long-range S&T activities to demonstrate innovative, state-of-the-art and emerging technologies and capabilities that prevent or mitigate the threat of RNE, CWMD, CIT or CTN events.

o Identify opportunities in R&D and the external RNE community to apply efforts of others and provide synergy; recommend coordination and integration opportunities.

Assist the S&T PMO A&AS contractor with inputs, as required in support of the rapid acquisition assessment framework to include, but not limited to the following:

o Generate and maintain RNE, CWMD, CIT and CTN Initiative scientific and technical data, analyses and reports in support of systemic analysis reports for DTRA Leadership to provide portfolio level views for decision-making and reporting.

Provide RD leadership with RNE-oriented scientific and technical tools, as required, to make informed, strategic decisions regarding the development and influence of ongoing requirements documentation across the DoD, in close collaboration with the S&T PMO

A&AS contractor.

Provide commanders with an understanding of which CWMD, CIT and CTN threat and disruptive technology scientific and technical enablers are necessary to meet threat and geographic challenges supporting specific missions.

As requested by RD and Joint Staff leadership, analyze consequences of the Joint Force programmatic decisions in light of enduring CWMD, CIT and CTN threat and disruptive technology capability areas.
