SUBJECT: Scope of Work (SOW) for El Paso Service Processing Center Heating Ventilation and Air Conditioning (HVAC) Replacement.
1. Intent
Replace existing HVAC Rooftop Units (RTUs), Wall Mount Units and Split System Units that have passed their 15-year useful life expectancy and to upgrade to new systems that will be more energy efficient, environmentally friendly, and improve the quality of air distribution.
2. Purpose
Some HVAC units that have passed their 15-year useful life expectancy still use the refrigerant R-22. The refrigerant R-22 is being phased out worldwide and R-22 supply prices have increased dramatically. R-22 can no longer be imported or manufactured in the United States. Older HVAC unit parts are becoming obsolete. Availability of repair parts, aging wiring and refrigerant leaks can lead to unnecessary breakdowns, downtime, and costly repairs.
3. Summary
The Contractor shall provide all required designs, parts, materials, qualified labor, equipment, tools, training, transportation, and supervision necessary to complete the required work at the U.S. Immigration and Customs Enforcement (ICE), El Paso Service Processing Center (EPSPC) as described and instructed in this Scope of Work (SOW). The EPSPC is located at 8915 Montana Avenue within the City and County of El Paso, Texas 79925.

4. Contractor Tasks
4.1 General
The work to be performed includes but is not limited to:
A. Removal and Installation of New HVAC RTUs
The new RTUs shall be of current year and shall come from a well know manufacturer who has a solid reputation with an outstanding track record for products, service, and dependability. The description and location of the existing RTUs are as follows:

Removal:
Remove existing RTUs and any existing hardware or duct transitions. Disconnect unit from gas, electrical power, drain line, control wiring, and duct work. Cap gas connection to all removed RTUs.

• Bldg. L Law Library - remove existing furnace in mechanical room. Disconnect unit from gas, electrical power, and control wiring. Cap gas line per National Gas Code, cap exposed duct and flue pipe, secure unused electrical in accordance with the National Electrical Code and remove all control wiring and thermostat. Lay new 5/8-in plywood over existing furnace floor.
New Rooftop Packaged Units:
New RTUs shall have a Seasonal Energy Efficiency Ratio (SEER) rating of 15 or better and be provided with direct expansion coils (410A for refrigerant) and natural gas furnace. Heat pumps are acceptable in order to increase Coefficient of Performance (COP) and Energy Efficiency Ratio (EER). R-22 refrigerant is not allowed.
• Bldg. E Maintenance Breakroom - unit AHU-2 cooling only.
New Rooftop Packaged Units shall be equipped with the following:
1) Plastic or rubber bushings or tooled openings to prevent wire abrasion wherever wiring runs through sheet metal.
2) Hard start kits.
3) Low ambient head pressure controls.
4) Economizer with barometric relief dampers and motorized intake dampers. Outdoor air hood shall be furnished with cleanable aluminum mesh outdoor air filters.
5) Compressor safeties - overcurrent and high-temperature protection, high pressure (manual reset), low pressure (automatic reset), low charge, overload protection, and short cycle protection.
6) Crankcase heaters.
7) Unit shall have a non-corroding condensate drain pan under evaporator coil pitched for proper drainage at any orientation.
8) Condenser coil hail guard for protection of new equipment.
Indoor Air Quality:
New Rooftop Packaged Units shall be equipped with anti-microbial UV light installed in the supply duct as per manufacturer’s recommendations.
Electrical:
Contractor shall field verify electrical information. New Rooftop Packaged Units must be installed with new breakers and new disconnects rated for outdoor service. New disconnects, breakers, conduits, and wiring from breaker panel shall meet the requirements from new Rooftop Packaged Unit equipment manufacturer ratings and in accordance with the National Electrical Code.

1) A Ground-Fault Circuit Interrupter (GFCI) receptacle shall be installed at the new Rooftop Packaged Units. Provide a 120 volt, 2-receptacle GFCI outlet at the electrical penetration with a separate disconnect switch and powered from the line side of the main unit disconnect switch. Provide label near GFCI receptacle stating “WARNING: Circuit feeding GFCI receptacle is energized when unit disconnect is in OFF position”
2) Use wire ties to keep wires grouped together.
3) Sheet metal knockouts used for wiring shall have nonmetallic grommets installed to protect wire insulation from abrasion.
4) Provide a laminated wiring diagram attached to the inside of the compartment door that contains the following:
a) The ladder schematic shall read left to right, top to bottom. The diagram shall accurately reflect the wire numbers or colors used throughout the unit and shall have a picture of the physical layout of the electrical system of the unit including the unit components and the wiring between them.
b) Display a fully explained, legible, legend at the bottom.
c) Provide a diagram of the actual component locations (Acceptable location of layout is in the Installation Manual)
d) Components shall have labels matching wiring diagram.
Gas Piping:
New gas connections and piping to Rooftop Units shall be installed per manufacturer’s recommendations and the National Gas Code. Gas connections and piping shall be connected to unit with sufficient clearance for burner removal and service. Do not block access to any of the unit panels with the gas piping. Install all factory grommets so that all unit piping penetrations are watertight.
• Bldg. L Law Library - install new gas line, shut-off valve, connections, and Dura-Blok or similar pipe supports to new RTU in accordance with the National Gas Code.
Connections:
Units shall be installed on the existing foot print of the current unit and use the existing roof curbs.
New curb adaptors shall be provided and installed as required per manufacturer’s recommendations. New roof curbs shall be level and secure. Sealing materials shall be used to make air and rain tight connection for existing roof curbs, new curb adaptors, and new RTUs.
Units with horizontal connections to duct work shall be connected to duct with new U.L. rated fabric boots to prevent the transmission of vibration through the duct system. New RTU support stands shall be installed to accommodate the new RTU foot print and horizontal duct connections.
Proper sealing materials shall be used to make air and rain tight connection for duct connections and new RTU. New duct insulation shall be provided and properly sealed as per manufacturer’s recommendations.
Install condensate drain line per International Mechanical Code and manufacturer’s recommendations, with trap and indirect connection to nearest roof drain or area drain.

Smoke Detectors and Fire Safety:
Rooftop Package Units with supply airflows greater than 2,000 cfm shall be installed with smoke detectors in the supply duct and connected to the existing fire alarm panel. Smoke detectors must send a signal to the fire alarm panel to shutdown Heating Ventilation and Air Conditioning (HVAC) systems.
• Bldg. E Maintenance Breakroom - unit AHU-2 must be connected to the HFC-125 extinguishing system.
B. Removal and Installation of New HVAC Wall Mount Units
The new Wall Mount Units shall be of current year and shall come from a well know manufacturer who has a solid reputation with an outstanding track record for products, service, and dependability. The description and location of the existing Wall Mount Units are as follows:

Removal:
Remove existing Wall Mount Units and any existing hardware or duct transitions. Disconnect unit from electrical power, duct work, and control wiring.
New Wall Mount Units:
New Wall Mount Units shall be heat pumps with a two stage, high efficiency compressor having an Energy Efficiency Ratio (EER) rating of 11 or better with Integrated Part Load Performance Values (IPLV) of 13.6 - 15.0 and be provided with direct expansion coils (410A for refrigerant).
R-22 refrigerant is not allowed.

New Wall Mount Units shall be equipped with the following:
2) Cold climate option.
4) Economizer with barometric relief dampers and motorized intake dampers.
5) Compressor safeties - overcurrent and high-temperature protection, high pressure, low pressure, low charge, overload protection, hard start kits, and short cycle protection.
6) Defrost control, electric heat during defrost.
7) Emergency electric heat.
8) Crankcase heaters.
9) Condenser coil hail guard for protection of new equipment.
New Wall Mount Units shall be equipped with anti-microbial UV light option installed as per manufacturer’s recommendations.
Electrical:
Contractor shall field verify electrical information. New Wall Mount Units must be installed with new breakers and new disconnects rated for outdoor service. New disconnects, breakers, conduits, and wiring from breaker panel shall meet the requirements from new Wall Mount Unit equipment manufacturer ratings and in accordance with the National Electrical Code.

Duct Work:
Units shall be installed on the existing foot print of the current unit. Follow applicable standards and accepted installation practices, and manufacture’s recommendations. Duct extensions shall be added and cut flush with the inside for wall for applications without duct work. When connecting to duct work, U.L. rated fabric boots will be used to prevent the transmission of vibration through the duct system. Seal duct extensions or wall sleeves and check for leaks. Do not use duct liner on inside of supply duct within four feet of the unit.
Note: Do not use an insulating foam seal between the duct extensions or sleeves and the frame for the wall openings on any units with electric resistant heaters.
New Wall Mount Units must match existing fire alarm connections.
Bldg. E Maintenance Breakroom - unit AHU-3 must be connected to the HFC-125 extinguishing system.
C. Removal and Installation of New HVAC Split System Units The new Split System Units shall be of current year and shall come from a well know manufacturer who has a solid reputation with an outstanding track record for products, service, and dependability. The description and location of the existing Split System Units are as follows:

Removal:
Remove existing Split System Units and any existing hardware and piping. Disconnect unit from gas, electrical power, drain line, duct work, and control wiring. Cap gas connection to all removed furnaces.
Refrigerant shall be evacuated to EPA-specified levels, using a certified recovery and/or recycling machine, prior to equipment removal.
New Split System Units:
New Split System Units shall have a Seasonal Energy Efficiency Ratio (SEER) rating of 15 or better and be provided with direct expansion coils (410A for refrigerant) and high efficiency gas furnace. Duct Work:
Units shall be installed on the existing foot print of the current unit. Follow applicable standards and accepted installation practices, and manufacture’s recommendations. Duct extensions and/or transitions shall be added to connect to existing duct work. Seal duct extensions and/or transitions and check for leaks. Proper sealing materials shall be used to make air tight connection for duct connections and new furnace. New duct insulation shall be provided and properly sealed as per manufacturer’s recommendations.
Install new flue pipe per manufacture’s recommendations and National Fuel Gas Code (NFGC).
Connections:
New refrigerant lines shall be installed with liquid line and suction line filter driers to include new insulation, brackets, straps, and clamps. New evaporator coils shall be installed with a condensate drain overflow safety switch.
Install condensate drain line per International Mechanical Code and manufacturer’s recommendations, with trap and indirect connection to nearest roof drain or area drain.
All refrigerant lines, electrical conduits, and condensate drains shall be properly fastened and secured to prevent accidental movement and sag.
New Split System Units must match existing fire alarm connections. Units with supply airflows greater than 2,000 cfm shall be installed with smoke detectors in the supply duct and connected to the existing fire alarm panel. Smoke detectors must send a signal to the fire alarm panel to shutdown Heating Ventilation and Air Conditioning (HVAC) systems.
D. New low voltage thermostats shall have a Liquid Crystal Display (LCD), 7-day programmable with auto changeover, separate programming for each day of the week with 4 periods per day, key pad lockout. New control wiring shall be per manufacturer's recommendations.

E. The buildings shall be left in a safe and usable condition when the contractor is not actively working on the HVAC Replacements.
F. Include Commissioning Services Cost and Test and Balance (TAB) cost (for balancing airflows and adjusting motor sheaves).
G. Remove and dispose of in accordance with all associated Local, State and Federal Regulations all demolition material, waste, and existing Air Conditioning Unit at no cost to the Government.
EPSPC refuse and recycling containers will not be utilized at any time by the Contractor or its employees for any type of construction or demolition materials and waste associated with the
SOW.
4.2 Access to Site and Facilities
The Contractor shall coordinate all onsite activities through the Office of Asset and Facility Management’s (OAFM) Technical Representative who will arrange for the required clearance and access to the facility and areas work is required.
4.3 Security Requirements
a. A Criminal Records Check shall be conducted on all Contractor employees who will be required to work at as well as in the EPSPC. All Contractor employees requiring access at and as well as in the EPSPC shall complete an EPC-PBNDS-Form 0184 (Facility Access Request Form). A color copy of a valid State issued Driver’s License or State issued Identification Card will also be required with this form. This documentation must be submitted through the OAFM Technical Representative no later than (NLT) 10 business days prior to access to the site is required. Failure to do so could result in project delays.
Approved access is valid for 120-calendar days.
Employees who do not successfully pass a Criminal Records Check shall be denied access to the entire facility and grounds. The results of the Criminal Records Check are final, and a secondary check will not be conducted.
For projects with a scheduled timeline more than 120-calendar days a new EPC-PBNDS-Form 0184 and Valid Photo Identification will need to be submitted through the OAFM Technical Representative 10 business days prior to the 120-calendar day expiration. Failure to do so could result in project delays.
b. Security escorts shall always be provided for all Contractor employees while within the secure perimeter of the EPSPC. Contractor employees shall follow all instructions and direction from security and facility staff while inside the secure perimeter as well as on the facility grounds.
c. All vehicles, equipment, toolboxes, tools, materials, packages, etc., brought into the EPSPC are subject to inspection and search.
d. All tools and equipment being brought into the secure perimeter of the EPSPC will be inventoried on entry and exit of the secure perimeter and a copy of the inventory will be turned into and reviewed by the OAFM Technical Representative at the close of business (COB) daily.

e. All materials being brought into the secure perimeter of the EPSPC will are subject to inspection.
Prior to entry a materials list showing all materials that will be entering the facility will be provided to the OAFM Technical Representative.
f. Daily at the close of business a material consumption report needs to be provided to and reviewed by the OAFM Technical Representative.
4.4 Working Hours
a. Work will only be conducted Monday-Friday from 0700-1530 without prior written authorization from the OAFM Technical Representative. Any required nonemergency work outside of the above-mentioned hours must be requested in writing NLT 72 hours prior to the requested change.
b. When requesting alternate working hours, the request must state the duration of the request, proposed schedule as well as justification as to why the change is needed. The Contractor will be notified in writing if the request is approved or denied and if denied will be given a reason for the denial.
c. Alternate work hours that are not factored into the Contractors original quote are to be at no cost to the Government.
4.5 Contractor Use of Premises
The Contractor shall limit the use of the premises to the work indicated to allow for maximum Government occupancy and use.
a. Confine Contractor operations at the EPSPC to only areas permitted under the contract. Portions of the EPSPC that are not part of, or within the SOW are not authorized for use and the Contractor nor its employees shall enter said areas without approval from the OAFM Technical Representative.
b. The Contractor shall be solely responsible for any damages, fines or penalties from incidents resulting from non-compliance relating to regulatory violations and or negligence on the part of the Contractor including but not limited to environmental damage, personal injury or property damage, spills, leaks, and alarms.
c. The Contractor shall take all precautions necessary to protect the facilities and their occupants during all phases of the project. The Contractor shall be responsible for all repair costs associated with any damages to the facilities and the surrounding areas caused by the Contractor or its employees. The Contractor is responsible to restore any damaged areas back to its previous condition at no additional cost to the Government.
d. The Contractor is responsible for the loss or theft of any items or equipment, public or private that are left in the workplace and whose loss or theft are attributed to the Contractor or its employees conduct, negligence or inattention.
e. The Contractor may utilize Government owned property for staging of construction equipment and materials. The Contractor will request this space in advance and the area will be designated by the OAFM Technical Representative. Any materials and equipment stored in the staging area are the responsibility of the Contractor and any loss, left, damage or defect that occurs while in the staging area falls on the Contractor.

f. 120-volt single phase electricity and water is available at no cost to the Contractor. Use of these utilities may be limited and the day to day operations of the EPSPC will take priority over any contractor work being performed.
Natural gas, refuse and recycling are not available for Contractor use at the EPSPC.
Latrine facilities are available for Contractor use both outside and inside the secure perimeter of the EPSPC, however inside the secure perimeter they are limited.
5. Government Occupancy
The Government will occupy the site as well as all existing structures during the entire period of construction. The exception to this would only be if the work to be performed would create an unnecessary health and safety risk to the occupants. The Contractor shall fully cooperate with the Government and its Representatives during all phases of construction to minimize conflicts and to facilitate Government use of the facility. The Contractor will put forth its best effort to allow designated Government operations to occur without Contractor interference throughout the course of the project.
6. Execution
6.1 Site Inspection
a. The Contractor will perform a pre-construction site visit with the OAFM Technical Representative prior to the commencement of any work.
b. The Contractor is responsible for verification of all the requirements for the work to be performed.
Building plans, schematics, and schedules will be viewed during Contractor site visit.
c. The Contractor shall not commence any of the work to be performed prior to agreeing that the conditions of the working environment are acceptable and if any unacceptable work conditions may exist that they are corrected.
6.2 Reclamation, Disassembly and Demolition
a. The Contractor will use only new products, materials, and components during all phases of construction. The use of reclaimed or refurbished materials unless specifically stated in the SOW or without prior written approval from the OAFM Technical Representative is not authorized.
b. Disassembly and demolition will be done in a manner that minimizes the impact and risk of unnecessary damage to the surrounding areas and grounds not associated with project. All disassembled materials and demolition waste will be maintained within the confines of the construction area until it can properly be removed or disposed of. In areas that disassembled materials and demolition waste will be maintained the Contractor will cordon off the area utilizing construction fencing, caution tape, cones, or any combination of the three to prevent access to the area.
c. The Contractor shall evacuate refrigerant to EPA-specified levels, using a certified recovery and/or recycling machine, prior to disposing of refrigeration and air conditioning equipment.

d. The Contractor is responsible for the removal, haul off and disposal of all removed, disassembled, and demolished materials associated with the work prescribed in the SOW.
6.3 Construction and Installation Work
a. The Contractor and its employees shall perform all work in compliance with Local, State and
Federal Codes, Regulations and Policies. The Contractor is responsible to provide employees who are trained, certified, and licensed as required to perform the work that they are assigned to perform.
b. The Contractor shall perform the installation of all products, materials, and components in accordance with the manufacture’s recommendations and specifications. Any damage to materials or products resulting from the Contractor or its employee’s failure to adhere to manufacturer’s recommendations or specifications will be the responsibility of the Contractor to repair or replace at no cost to the Government.
c. While performing work, the Contractor shall comply with the latest applicable versions of the following:
1. International Family of Codes, primarily the IMC (International Mechanical Code) and IBC (International Building Code).
2. NFPA 101 (National Fire Protection Association's Life Safety Code).
3. Local codes only if required by utility companies for service connections.
4. National Electrical Code (NEC).
5. American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE).
6. NFPA 54 (National Fire Protection Association's National Fuel Gas Code (NFGC))
6.4 Health and Safety
a. The Contractor shall always comply with all pertinent provisions in the latest version of the U.S.
Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1 in effect on the contract award date. EM 385-1-1 and its changes are available at http://publications.usace.army.mil/publications by selecting Engineer Manuals, EM 385-1-1 “Safety and Occupational Health”. The Contractor will also comply with all Occupational Safety and Health Act (OSHA) standards. OSHA standards are subject to change and it is the Contractors responsibility to maintain familiarity with current OSHA standards.
b. It is the responsibility of the Contractor to provide all required Personal Protective Equipment
(PPE) to its employees. The Contractor will provide a list of all PPE by activity required to be worn by its employees and ensure that this is always adhered to.
c. The Contractor is responsible to provide, post and emplace all required warning signs barriers and tape in and around all work areas to minimize access and exposure to the hazards associated with the work being performed.
d. The Contractor and its employees shall always keep the work areas reasonably clean to minimize the risk of injury or damage and allow for a safe working environment. Work areas shall be left clean and organized at the close of business (COB) each day. All tools, equipment and materials will be secured and left in a way to prevent unintentional injury or damage.

Note: In the event of a Local, State and Federal code or regulation violation as well as any violation of OSHA regulations all work will cease, and all project stake holders will be brought in to discuss the violation and decide on a mutually agreed upon course of action (COA).
6.5 Permits, Testing and Performance Requirements
a. It is the Contractors responsibility to ensure that all any required Local, State and Federal permits are applied for and received prior to the commencement of work. Any permits that are required with be at the Contractors expense. All original copies of any required permits will be provided to the OAFM Technical Representative NLT 24 hours to commencement of work and will be filed and maintained by the Building Manager.
b. It is the responsibility of the Contractor to schedule and coordinate any tests or inspections required for the work being performed at no cost to the Government. Any test or inspection failure is the responsibility of the Contractor and the Contractor is responsible for all related corrections and any required retesting or reinspection will be provided at no cost to the Government.
c. Testing and inspections will only be conducted by currently certified, licensed and or qualified individuals or agencies. Operational test of the new equipment shall be witnessed and approved by the OAFM Technical Representative.
d. The HVAC units shall be operated for a period of time long enough to determine whether the units are in suitable condition to conduct the start-up and installation check list as per manufacturers specifications. The Contractor shall check new plumbing, electrical, and duct connections.
e. The Contractor will provide all original copies as well as a digital copy of all required test and inspection results pass or fail pertaining to the work being conducted to the OAFM Technical Representative within 24 hours of the required test or inspection.
6.6 Training
a. The Contractor shall provide familiarization training on the operation and general maintenance of all products installed according to the SOW and manufacturer’s recommendations to the Facility Maintenance Staff.
b. Technical training on the use, repair and maintenance of certain systems or products may be required. If required, it is the Contractors responsibility to provide a currently qualified representative to provide such training at no cost to the Government.
6.7 Submittals
a. Project Timeline:
The Contractor will submit a detailed Project Timeline to the OAFM Technical Representative NLT 30 days after project award date. The project timeline will include at a minimum but not limited to the following information.
- Any additional pre-construction site visit/surveys needed
- Proposed pre-construction briefing date, time, and location
- Early start date and time

- Late start date and time (Will not exceed 60 days from Project Timeline submission)
- Earliest possible completion date
- Latest possible completion date
- Any key dates such as but not limited to major milestones, material delivery dates, pre-planned work disruption, etc.
- Critical events that would cause the need to disrupt normal everyday Medical Facility operations such as but not limited to (the need to disconnect or disrupt electrical, water, sewage, or gas service)
- Contractor scheduled QA/QC dates and times
The Contractor shall work on one building at a time and submit a schedule. Once completed, demolition and installation can continue onto the next building.
Note: If for any reason something should arise that would result in a need to change the Latest possible completion date a request needs to be submitted by the Contractor in writing to the OAFM Technical Representative within three business days of the Contractor being made aware of the need for the change. This request must state the reason for the requested change as well as any changes to the above listed requirements.
b. Contractor Devised SOW
The Contractor SOW will be provided to the OAFM Technical Representative for review NLT 10 business days prior to the scheduled “Early start date”. The Contractor provided SOW will consist of at a minimum but not limited to all tasks and sub-tasks associated with the work to be performed.
c. Material, Product and Component Data
The Contractor will provide a detailed list of all materials, products, and components to be used on the awarded project for review NLT 10 business days prior to the scheduled “Early start date” to the OAFM Technical Representative. This list will contain at a minimum but not limited to type, quantity, manufacturer and will also include any manufacturer and Contractor included warranties associated with the materials, products, components, and labor.
d. Drawings and Design Specifications
The Contractor shall submit digital and paper copies as required of any Contractor made drawings and design specifications for review NLT 10 business days prior to the scheduled “Early start date” to the OAFM Technical Representative.
e. Job Site Safety Plan
The Contractor will submit a Job Site Safety Plan for review to the OAFM Technical Representative NLT 10 business days prior to the “Early start date”. The Job Site Safety Plan will include at a minimum but not limited to the following information.
- Site layout with marked work areas and designated egress points
- Employee PPE requirements
- Location and types of signs, fencing, barriers, tape, and any other items to be used designating the work area and hazards associated with the work being conducted

f. Contractor QA/QC Plan
The Contractor will submit for review the Contractors internal QA/QC Plan NLT 10 Business days prior to the “Early start date” to the OAFM Technical Representative. The Contractors QA/QC Plan should include as much detail as possible as to how the Contractor is going to ensure that they are providing product and service to the Government and ensure that all standards and specifications are being met by its employees.
Note: There is no standardized format expected due to the countless variations that are available for use based off variations in tasks, products, specifications, requirements, SOW’s, etc.
g. Contractor Warranty
The Contractor shall provide in writing for review NLT 10 business days to the OAFM Technical Representative items covered under the Contractors warranty. The Contractors warranty needs to be at a minimum one year in length and state in detail all items covered by the Contractor during this time. The Contractors warranty is in addition to any equipment manufacturer’s warranty and generally will be one year for labor and parts. Any required warranty repairs shall be mobilized and on-site within a maximum of 24 hours after notification of an equipment service problem.
h. Tool and Equipment List
The Contractor will provide an inventory list of all major tools and equipment that will be utilized on the project for review to the OAFM Technical Representative NLT three business days to the actual scheduled start date.
The Contractor will turn in copies of the daily tool and equipment inventory lists for review to the OAFM Technical Representative at COB daily while working at the EPSPC.
i. Required Contractor Reporting Requirements
The Contractor is required to report the following items to the OAFM Technical Representative.
- Daily time of arrival and departure from the EPSPC for all employees
- Any missing or lost tools and equipment (Immediately upon notice of missing or lost tools and equipment)
- Any property damage to the EPSPC (Immediately upon notice that the damage occurred)
- Any employee injury regardless of severity
7. Place of Performance

8. Project Constraints
a. The Contractor is required to conduct a local site assessment prior to conducting any work at the
EPSPC with the Building Manager or designated representative.
b. The Contractor cannot commence work without at least one pre-construction brief being conducted with all stakeholders or their designated representative.
c. The Contractor shall submit EPC-PBNDS-Form 0184 (Facility Access Request) for all employees who will be working on the awarded project NLT 14 calendar days before the Earliest Proposed Start Date and will need to resubmit EPC-PBNDS-Form 0184 every 106 days for any project that has a scheduled duration of more than 120 days.
d. The final decision of the vetting process that EPC-PBNDS-Form 0184 is used for is final and any employee who is not approved for access will not be allowed to conduct any type of work at the
EPSPC.
e. Contractor work must be conducted during normal business hours Monday-Friday 0700-1530. Requests for exceptions to these hours can be submitted in writing to the OAFM Building Manager, COR or ACEPEX Program Manager. All requests must be submitted NLT 72 hours prior to the requested date of the exception and the request is not considered approved unless it is approved in writing. No verbal requests will occur unless it is due to emergency conditions.
f. Any work being conducted by the Contractor that will disrupt or restrict normal EPSPC operations that involve electrical, water or gas and are not included in project timeline or have changed from the original project timeline need to be submitted for approval NLT 72 hours prior to the disruption.
g. The Contractor nor its employees shall release or publish any type of sketch, photograph, report or other material of any nature in regards to the EPSPC or prepared under this contract without specific written permission from Immigrations and Customs Enforcement (ICE) Technical Representative except as specifically provided for in this SOW.
