Response to Question and Answers: 18 August 2021
1. Who will do the connections to the HFC-125 extinguishing system panel in Bldg. E?
Response: The Contractor shall connect the HVAC units to the HFC-125 extinguishing system panel in Bldg. E.
2. Do you want fused disconnects on all the units?
Response: Yes, fused disconnects are required on all units.
3. Given the request for the GFI to be on the line of the disconnect, and the line side does not have a neutral. Since one is normally connected for a dedicated circuit for a convenience outlet, do you require the neutral?
Response: Yes, GFCIs shall be installed in accordance with the National Electrical Code.
4. Given that trim will have to be removed for the swap of the wall mounts, and the current breaks, we can get close for a replacement and the associated paint - is this acceptable?
Response: Yes, so long as the trim and associated paint and materials being removed are replaced with like trim and associated paint and materials.
5. Please confirm if the fire suppression system in Building E connected to the shutdown for the existing Bard unit?
Response: Unit is currently not connected to fire suppression system.
6. Do any of the current units have a smoke detector in the supply duct?
Response: No, please refer to the section 4.1 Contractor Tasks, subtitles, Smoke Detectors and Fire Safety, in the SOW.
7. Do the existing units currently have fire alarm shutdown relays installed?
Response: No, please refer to the section 4.1 Contractor Tasks, subtitles, Smoke Detectors and Fire Safety, in the SOW.
8. If the current fire alarm panels do not have room to add points that may be requested, how do you want to proceed?
Response: The Contractor is responsible for HVAC unit and smoke detector connections, see section 4.1 Contractor Tasks, subtitles, Smoke Detectors and Fire Safety, in the SOW.
9. How many stories is the building where the RTU'S are located?
Response: Single story.
10. Are all of the RTU’s on the same roof or separate building?
Response: The RTU’s are on separate buildings.
11. Can multiple units be replaced at the same time? Or will we have to replace one unit at a time?
Response: Multiple units may be replaced at the same time; however, the Contractor shall follow Section 6.7.a. in the SOW.
12. Would you happen to know the scale wage for HVAC contractor on that facility?
If so, can you please send me the scale or guide me where to go?
Response: The Wage Determination for this action is WD TX20210245 Dated 05/07/2021 – See Attachment 2 Davis Bacon Wage Rate within the solicitation documents.
13. If new circuit breakers are no longer available, are you good with refurbished used breakers?
Response: Yes, the refurbished breakers are allowed for the breaker panel in Building B and must have documentation that are refurbished by a vendor regularly engaged in refurbishing breakers and that they are refurbished in accordance with the National Electrical Code. No used breakers will be allowed. The government will require new circuit breakers on all other breaker panels.
NOTE: The government also is including three (3) photos that reference Building D breaker panel to identify the manufacture and type of breakers for the panel. This location was not accessible during site visit.
