About this file
This is a Statement of Work (SOW) for the Crystal Lakes Work Center Waterline Improvements project for the USDA Forest Service's Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands, Leadville Ranger District. The project involves installing a 2-inch HDPE waterline to transmit clean drinking water from the water treatment system in Dwelling 1 to the water distribution system on the east side of Colorado Highway 24, connecting two previously separate water systems.
The key scope of work includes: obtaining a CDOT permit for directional boring under Highway 24, installing approximately 900 feet of water pipe, connecting to existing water treatment and distribution systems, decommissioning the east side well, installing a new well pump to achieve 15 GPM supply, and performing static pressure tests and disinfection. The contract period of performance is from the date of award until May 30, 2026, with anticipated winter work limitations from October to April. Deliverables include a construction schedule, material submittals, quality control reports, operations and maintenance manual, and as-built drawings. A site visit is planned, with contact information provided for Landon Wigton and Phillip Krieble from the USDA Forest Service.

Statement of Work
Project Crystal Lakes Work Center Waterline Improvements Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands Leadville Ranger District
General Information
1.0 Project Location
The Crystal Lakes Work Center on the Leadville Ranger District supports mission critical activities and houses up to 11 Forest Service employees. The Crystal Lakes Work Center is located approximately 6 miles south of Leadville, CO on US Hwy 24. The work center consists of an eight-person bunkhouse, a shop/garage, a two-person dwelling and a one-person dwelling. Please see figure 1 below for reference.
2.0 Scope of Work
2.0 Background
Currently (February 2025) there exist two separate water systems. One water system on the West side of Colorado Highway 24 serves Dwelling 1 and Dwelling 2. There is another well and water distribution system that serves drinking water to the shop/garage and the bunkhouse on the east side of HWY 24.
The water quality on the East side of the highway is poor compared with the West side of the highway.
This project will include the installation of a water treatment system in the basement of dwelling one located on the West side of Colorado highway 24. The east side well (permit # 117217) will be decommissioned. This project will include directional boring underneath HWY 24 to connect the west side water distribution with the east side water distribution. The west side well (permit 268119) will ultimately serve clean drinking water to the entire work center (both sides of HWY 24).
