About this file

This document is Amendment 0002 for Solicitation 1240LT25R0025, a waterline improvement project for the Crystal Lakes Work Center located in the Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands. The amendment changes the proposal due date from July 31, 2025, to August 12, 2025, at 10:00 a.m. Central Time, and provides a comprehensive set of questions and answers addressing technical specifications for the horizontal directional drilling (HDD) waterline installation.

Key technical details include requirements for a 2-inch HDPE waterline with AWWA certification, a maximum drilling depth of 15 feet below grade, and specific CDOT utility permit requirements. The project involves installing a new waterline to provide potable water, with contractors responsible for tasks such as utility locates, potholing, environmental clearances, seeding, restoration, and erosion control. Proposals must be submitted via email to Janice King, Contract Specialist, and Lucas Dahlman, Contracting Officer, with the project period of performance spanning from September 30, 2025, to May 30, 2026.

QUESTIONS and ANSWERS

1. Spec 330524 Utility Horizontal Directional Drilling - 3.1.A.1 – “Follow the grade of the ground surface”, this spec does not follow HDD industry guidelines (b. is acceptable “no high points will be created in the profile.”) Can NASTT Good Practice Guidelines for HDD installation/design be followed for HDD Pilot Hole Operations as referenced in plan sheet 03?

Yes, we do not want to create high points in the water line. The 2-inch HDPE line should be at least 10 feet below grade and shall not have high points.

2. Due to the lack of sufficient separation of the bore alignment and the existing septic leach field, this creates risk of contamination by drilling fluids seeping into the leach field. Would it be acceptable to change the alignment to allow for more vertical and horizontal separation from the leach field?

Yes.

3. Will there be a requirement for the bidding contractor to submit a Plan & Profile Drawing and downhole calculations that have been stamped by a Colorado PE?

The contractor will be responsible to provide all necessary survey, utility locates, potholing, and documentation including any necessary professional seals and certifications for the CDOT Utility

Permit including the Subsurface Utility Engineering investigation.

4. What is the anticipated peak operating pressure for the waterline?

125 psig

5. In order to maximize efficiencies, would crews be permitted to work M-S 7am to 6pm, if the

CDOT permit allows?

All noise producing construction shall be conducted from 8:00am to 5:00pm Monday through

Friday. Transportation, mobilization and material coordination can take place on Saturdays, early mornings and late afternoons.

6. Will it be acceptable to install the 2” HDPE waterline inside of a 4” HDPE casing?

There’s a high probability that the 2” pipe will be compromised if it is pulled back without it being placed inside the 4” casing. We believe that a secondary containment will be required for a pressurized waterline under the CDOT ROW. Additionally, there could be a requirement for a minimum of 25’ of cover for a wet bore under the CDOT ROW.

Forest Service would not object to sleeving; it’s not required by CDOT.

7. Does the 2” HDPE need to be AWWA?

Yes.

8. Is there a maximum depth for the HDD installation? Shallow installations in the known subsurface formations could results in IFRs (Inadvertent Fluid Release) or Environmental Spills.

The maximum allowable depth is 15 feet below grade.

9. What testing is required for the 2” HDPE water pipe?

Refer to specification section 331116 for pressure testing requirements.

10. If HDD what permits would be required?

A Colorado Department of Transportation (CDOT) Utility Permit is required as described in the specifications.

11. Is there any Geotech third party testing required for this project? What are the requirements if so?

No.

12. Is there any Geotech third party testing required for this project? What are the requirements if so?

There is a high probability the CDOT permit requires the direction bore deeper than the profile shows to go underneath the road. Will a change order pricing request be allowed if that is the case? Bid pricing should be representative of the design included in the contract documents as amended by any questions/clarifications included herein. If differing conditions are encountered due to feedback from CDOT then that change in conditions would be evaluated at that time.

13. Does the GC need to self-perform a % of the work.

No.

14. The foundation of the building is less than 10’ minimum bury. Can the pipe penetrate the building wall less than 10’ to not undermine the foundation of the building?

Yes. The waterline can penetrate the building wall less than 10 feet deep. The waterline will need to be insulated anywhere it is less than 10 feet below grade.

15. What type of environmental study needs to be submitted with amount with a LF amount of piping that is trenched in lieu of directional bored?

Environmental clearances have been completed for the design as indicated in the construction drawings.

16. Could you please provide a map or indicate the location of the wells mentioned in the documents, as well as the direction in which they are connected to the waterline system?

Please see the attached Well Permit Number 268119 MAP

17. Regarding the note in the specifications: "Decommission and abandon pressure tank and water distribution system from the well located on the East side of Colorado HWY 24", could you please provide the dimensions or capacity of the pressure tank to be decommissioned?

WellXtroll 119-gallon tank (WX-350)

18. Could you also confirm the approximate distance from both the existing wells to be removed and the new well to be installed to the buildings they are intended to serve, on both the west and east side of Colorado HWY 24?

Well Permit Number 268119 is located approximately 50 feet from Dwelling 1 where the treatment system will be located. This well will be maintained and a new well pump will be installed to increase the flow to 15 GPM.

Well permit number 117217 is located approximately 200 feet from the Shop. This well is to be abandoned per State of Colorado regs.

19. Will seeding and restoration be by others?

Seeding and restoration will be completed by the contractor.

20. Will we be responsible for hauling excess spoils to area designated by the CO? If so, do we have an idea of where this is located?

The contractor is responsible for hauling excess spoils to an area within the existing work center site to be designated by the CO.

21. Who is responsible for erosion control?

The contractor is responsible for erosion control.

22. How many geotechnical investigations will be required?

None, unless required by CDOT for the Utility Permit.

23. In order to maximize efficiencies, would crews be permitted to work Monday -Saturday 7am to

6pm, if the CDOT permit allows?

Repeat question (please see response to question 5)

What permits will be required for an HDD operation under CDOT ROW?

A Colorado Department of Transportation (CDOT) Utility Permit is required. This includes a

Subsurface Utility Engineering investigation. The following also need to be included in the CDOT

Utility Permit Application:

1) COI from the contractor physically doing the work, naming CDOT as an additional insured, using the address below my name.

2) Site specific TCP.

3) A detailed cover letter telling us what you are doing, how you intend on doing it and why you are doing it.

4) Print of the project.

5) If directional boring, a Plan & Profile (existing and new utilities) is required. This includes the

Subsurface Utility Engineering investigation.
