About this file

This is a Performance Work Statement (PWS) for mold remediation and reconstruction services at the USDA Forest Service Lake City Airtanker Base Administrative Operations building located at 475 SE County Road 245, Lake City, FL 32025. The project consists of two phases: Phase 1 involves complete mold remediation of affected areas, selective demolition and removal of mold-impacted materials, HVAC system and ductwork cleaning, facility-wide cleaning, and post-remediation clearance testing. Phase 2 requires reconstruction of all remediated areas to pre-loss condition or better, including installation of moisture-resistant wall assemblies, commercial luxury vinyl tile (LVT) flooring, cabinetry and millwork, and new appliances. The affected building is approximately 3,000 square feet with CMU block exterior, metal roof, and conventional lumber framing interior with existing HVAC split systems and electrical services.

The contractor must comply with 2024 International Building Codes, IICRC S520 mold remediation standards, EPA guidelines, OSHA regulations, and Florida mold remediation licensing requirements. All work must be completed within a 60-day base period of performance beginning no later than 10 calendar days after Notice to Proceed, with substantial completion required by day 45 and final acceptance by day 60. The contractor must provide a Florida mold remediation license, minimum 10 years of commercial mold remediation and construction experience, and furnish all materials, labor, equipment, and disposal services. Key submittals include project schedules, site-specific safety plans, and pre-work documentation due within 5-10 days of Notice to Proceed. Post-remediation verification reports must be completed by a licensed Florida mold assessor before reconstruction commences. This is a firm-fixed-price contract with estimated construction magnitude between $25,000 and $100,000, set-aside for small business concerns under NAICS 236220, with quotes due July 6, 2026 by 5:00 PM ET.

USDA Forest Service – Region 8 | Lake City Airtanker Base – Mold Remediation & Reconstruction | PWS | May 2026

US Department of Agriculture (USDA) USDA Forest Service – Region 8 Southern Region Performance Work Statement Lake City Airtanker Base Mold Remediation and Reconstruction Osceola National Forest, Lake City, FL 32025 May 2026

Project Project Name: Lake City Airtanker Base Mold Remediation and Reconstruction Location: Osceola National Forest, 475 SE County RD 245, Lake City, FL 32025 General Information

1.0 Scope of Work

The USDA Forest Service (the “Government”) requires mold remediation and reconstruction at the Lake City Airtanker Base Administrative Operations building located on federally leased land at the Lake City Gateway Airport, 475 SE County RD 245, Lake City, FL 32025. This work includes two (2) phases:

Phase 1 – Mold Remediation and Selective Demolition The Contractor will perform complete mold remediation of all affected areas, selective demolition, removal, and proper disposal of mold-impacted building materials, HVAC system and ductwork cleaning, facility-wide cleaning, and comprehensive post-remediation clearance testing to confirm remediation has been successfully completed prior to initiating reconstruction. Work shall include at a minimum wood framing and sill plates, sheathing, vapor barrier, insulation, flooring (VCT and Carpet Tile), cabinetry and millwork, and MEP incidentals.

Phase 2 – Reconstruction Upon successful completion and clearance of Phase 1, the Contractor shall reconstruct all remediated areas to pre-loss condition or better. Work shall include at a minimum wood framing and sill plates, sheathing, vapor barrier (wall assemblies shall be moisture-resistant), insulation, flooring (LVP), cabinetry and millwork, and MEP incidentals.

1.1 Project Location

This project is located on the Osceola National Forest, at the Lake City Airtanker Base, 475 SE County RD 245, Lake City, FL 32025.

1.2 Background

The Lake City Airtanker Base is an integral part of the National Forests in Florida’s wildland firefighting capabilities and serves as a national asset for wildfire fighting. The facility specializes in fire retardant operations for large air tankers and facilitates rapid aerial firefighting response to wildfires across the Southeastern United States. The base is a key component of the National Interagency Aviation Committee’s efforts to ensure standardized, safe, and efficient aerial firefighting operations.

The Lake City Airtanker Base (ATB) Operations Building is the affected facility. It is an administrative building where site aviation operations including dispatch are managed. A facility inspection by the Government in August 2025 found mold growth in the kitchen area, which was then contracted to a specialist (H2H Indoor Air Solutions Report, 08/10/2025) to complete an assessment of the water damage, mold contamination, and mold type.

The building is an approximately 3,000 sf CMU block exterior, metal roof, and concrete slab on grade. The interior is conventional lumber framing and drywall with paint finish. Interior wall assembly is assumed to be fiberglass insulation and vapor barrier. The MEP systems consist of an HVAC system with ceiling-mounted vents, 5-ton and 3-ton split system air conditioner with a high-efficiency gas heater, and typical electrical services from a 400-amp main panel.

The Government contracted previous mold remediation services based on the 08/06/2025 H2H Indoor Air Solutions Report. A Post-Remediation Assessment was completed on 01/22/2026. The 01/22/2026 Report identified the post-remediation result as “FAIL – Needs Further Remediation.” The building was vacated during the initial discovery and assessment. Building systems remained operational, but the facility has been and will remain unoccupied until the building passes the testing requirements. The objective of this work is to re-complete mold remediation and selective demolition work and perform facility-wide white-glove cleaning to achieve a post-remediation assessment pass result. This will be followed by reconstruction of all impacted areas to make the building fully operational and safely re-occupiable by employees.
