About this file

This document is an Asbestos Analysis Report prepared by SHOKAIHATSU CO., LTD. for NIHON MECCS CO., LTD., detailing asbestos sampling conducted on fence concrete posts at various locations on Kadena Air Base in Okinawa, Japan on April 20, 2022. The inspection involved collecting material samples from six different sites: Marek Park, Washington Heights, Beeson, Terrace Heights, Sebille Manor, and Stillwell Park, with each location having a concrete fence post sampled and analyzed.

The laboratory analysis was performed by INALAB JAPAN, INC., an NVLAP-accredited facility, using EPA Method 600/R-93/116 for asbestos determination in bulk building materials. Using polarized light microscopy (PLM), the lab examined the gray cementitious material from each sample location. The conclusive results showed no asbestos detected in any of the samples, with all materials containing less than 0.1% asbestos according to Japan Environmental Governing Standards (JEGS). The report includes photographic documentation, analytical summaries, and laboratory accreditation certificates to validate the testing process and findings.

1.0 INTRODUCTION

SHOKAIHATSU CO., LTD. was retained by NIHON MECCS CO., LTD. to collect material samples for presence of asbestos. The purpose of these inspections was to identify suspected

Asbestos Containing Building Materials (ACBMs) components which may be impacted by disposal.

The general scope of work for this project is to sample and test components for fence repair work at various locations on Kadena Air Base.

On 20 April 2022, SHOKAIHATSU CO., LTD.s certified Asbestos Building Inspector, Mr.

Tomonori Nomura completed the site inspection and upon completion, material samples were collected from the suspected ACBMs.

SAMPLING METHODOLOGY ASBESTOS

The method described in 40 CFR Part 763.86, Sampling (for asbestos) for collecting bulk asbestos samples protocol were used.

ASBESTOS ANALYSIS

Suspected ACM of the bulk samples collected were analyzed by INALAB JAPAN, INC., who are accredited for bulk sampling analysis through successful participation in the National

Voluntary Laboratory Accreditation Program (NVLAP).

The method of analysis was based on Bulk Asbestos Analysis (PLM) EPA 600/R-93/116:

Method for the Determination of Asbestos in Bulk Building Materials and the provisions of the

Japan Environmental Governing Standards (JEGS). Identification was made using polarized light microscopy (PLM). For non-detect or ND PLM results, the material was considered less than 0.1% asbestos. For trace, or less than one (1) percent, PLM results was further analyzed by appropriate quantification methods using the PLM 1000 point count method.

An analytical summary, photographic documentation, and laboratory analytical report detecting

Asbestos Containing Material (ACM) can be found in Appendix A.

3.0 CONCLUSION

No ACM was detected.
