1. DESCRIPTION OF SERVICES.
The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform on-site hoist and crane inspection, maintenance and certification services at Cannon Air Force Base (CAFB), New Mexico in accordance with (IAW) this PWS, industry standards, manufacturer specifications, and Federal, State, and local laws and regulations.
1.1. BASIC SERVICES.
The Contractor shall inspect, test and maintain the hoists and cranes listed in Appendix A to meet manufacturer’s specifications, this PWS, and publications listed in Appendix B.
1.1.1. Services include annual proof load tests, annual capacity certifications, inspection, and preventive maintenance to ensure all hoists and cranes remain in continuous and safe operation.
The Contractor shall perform this work and provide these services during two scheduled semi-annual visits during the months of April and September. Unscheduled repairs may be required at other times.
1.2. INSPECTION, TESTING, AND MAINTENANCE.
1.2.1. During the months of April and September, the Contractor shall notify the Contracting Officer’s Representative (COR), in writing, no later than 14 calendar days prior to the scheduled visits, and provide the COR with on-site service dates. The Contractor shall provide a projected schedule of buildings to be inspected, tested and maintained during the specified service dates.
The COR will review the schedule, and coordinate with the Contracting Officer (CO) for acceptance. The schedule must be acceptable to the Government no later than seven calendar days before the scheduled visit to allow time for the COR to notify facility managers or equipment custodians of the scheduled visits.
1.2.1.1. The Contractor shall be aware that not all buildings are equally accessible, and the projected schedule may be adjusted, subject to CO acceptance. Each day of the visit, the Contractor shall notify the COR where the Contractor will be working during the day. If the Contractor is unable to gain access into a building, the Contractor shall contact the COR. The Contractor shall also contact the COR if other problems arise during the course of the required work.
1.2.1.2. During the April visit, the Contractor shall perform required inspection, testing and proof load testing of not less than 100% but not more than 125% of each hoist or crane’s rated capacity. Exception: unit A-10's (mobile crane) proof load test shall be not less than 100% but not more than 110% of the crane’s rated capacity. The Contractor shall provide written and individual certification confirming the rated capacity for each hoist and crane that has been proof load tested.
1.2.1.3. During the September visit, the Contractor shall perform required inspection and testing of each hoist or crane. The Contractor shall perform inspection of the complete length of lifting chains, to include length measurement comparison of used vs. slack chain portions for all applicable units listed in Appendix A. The Contractor shall perform inspection covering the surface of the entire length of wire ropes, to include rope diameter measurement for all applicable units listed in Appendix A.
1.2.2. During the semi-annual visits, the Contractor shall notify the COR in writing, within one working day, of any equipment decertified (or found to be not certifiable). This also includes certifiable equipment that the Contractor determines repairs are justifiable for safety or preventive maintenance reasons. The Contractor shall determine the extent of repairs required to bring the unit to a certifiable status, to include performing diagnoses of electrical, mechanical or structural problems, and provide a written cost proposal to the COR for approval (see paragraph 1.2.2.2). When feasible, approved repairs shall be made during the same visit. For repairs, the Contractor shall submit the proposal to the CO. If the repair proposal is determined to be acceptable, work request approval will be processed through the Government Purchase Card program, or through contract modification. The Contractor shall not begin work prior to approval.
1.2.2.1. The Contractor may recommend repairs that will improve safety, reduce maintenance, extend the hoist or crane’s lifespan, etc. The Contractor shall provide a written cost proposal to the COR for approval (see paragraph 1.2.2.2). If the COR approves the repair proposal, approved repairs shall be made during the same visit.
1.2.2.2. The Contractor shall submit a cost proposal to the COR, for all needed repairs, parts and equipment required to restore any hoist or crane unit to a certifiable condition. The Contractor shall use the Unscheduled Maintenance Worksheet (see Appendix C) to submit the proposal.
The proposal is due the same day of reported deficiency (see para 1.2.2.), if the repair is intended to be performed while the Contractor is already present at CAFB. The proposal is due within five business days of reported deficiency for repairs that must be scheduled. The proposal shall show part number, quantity, item description, model number (if applicable), manufacturer, item cost, shipping cost and total cost to the Government for each hoist or crane needing repair. If requested by the CO or COR, the Contractor shall provide additional price verification information, including vendor price lists and quotes. For any repair cost over $500.00, the Contractor shall obtain quotes from not less than three competitive sources, or provide justification for non-availability of competitive source.
1.2.3. This PWS requires each item listed in Appendix A to be certified for use by the Contractor prior to completion of each semi-annual visit. At the COR’s discretion, the Contractor shall perform an operational test to ensure proper functioning of the hoist or crane after completion of preventive maintenance.
1.2.4. The Contractor shall also determine the feasibility of repairs as compared to providing a proposal for replacement with a new unit.
1.2.5. For repairs that cannot be accomplished during semi-annual visits, the Contractor shall be authorized travel to/from CAFB for the purpose of identifying the problem and preparing a work estimate of needed repairs to include parts and labor. Repairs shall begin immediately upon COR approval of the work request.
1.2.5.1. If the repair is approved by the COR, the Contractor is authorized Per Diem (e.g.
mileage, lodging, and food), for no more than two (2) persons, for travel, as determined by the Joint Travel Regulation (JTR), https://www.defensetravel.dod.mil/site/travelreg.cfm.
1.2.5.2. The Contractor shall arrive at CAFB within 24 hours of notification. Upon arrival at CAFB, the Contractor shall notify the COR before proceeding to the job site.
1.2.6. The Government will not be responsible for calls placed by individuals other than the CO or COR, or any cost or loss incurred by the Contractor in response to unauthorized calls.
1.3. TESTING.
1.3.1. Routine testing of full function and range of motion, structural integrity, electrical systems, hydraulics, mechanical systems, limit switches, pendant operating buttons, and other components is part of regular inspection. Weight certifications (proof load testing) shall be accomplished IAW manufacturer’s specifications, this PWS, and publications listed in Appendix B. Proof load testing shall be accomplished whenever the structural integrity of a lifting device has been altered.
1.3.2. During proof load testing, the Contractor shall report to the COR any observed defects that require testing separate from the proof test. If it is not safe to continue the proof test, testing shall be suspended and the affected crane or hoist shall be taken out of service until the deficiency is corrected. Repair work shall be handled in accordance with the procedures stated in Paragraph 1.2.2 and 1.2.2.2.
1.4. REPORTS.
1.4.1. Upon completion of each inspection, testing and proof load test visit, the Contractor shall complete and deliver a comprehensive written report, per applicable crane/hoist unit (listed in Appendix A), of all items checked, inspected, cleaned, lubricated, measured, tested or adjusted.
The reports shall be signed, and certify to all parties involved that the hoist or crane is in certifiable condition, properly labeled, and safe to operate within the rated capacity. All reports shall be in English and shall become property of the Government.
1.4.1.1. Written reports shall contain the following, at a minimum:
(1) Crane/hoist unit number (listed in Appendix A)
(2) Building number and unit location
(3) Crane/hoist type and capacity
(4) Manufacturer's name
(5) Model and serial number
(6) Components/parts inspected/serviced, and their condition
(7) Hook throat opening measurement and maximum allowable opening measurement
(8) Wire rope: diameter measurement, and validation of inspection covering the surface of the entire length of the wire rope https://www.defensetravel.dod.mil/site/travelreg.cfm
(9) Chain: measurement of test length portion (e.g. used end vs. slack end), and validation of inspection covering the entire length of chain
(10) Load test weight
(11) Contractor's (company) name and contact information

1.4.2. IAW paragraph 1.4.1:
The Contractor shall provide April's initial inspection and load test result reports to the CO before departing CAFB. Formalized reports (April and September visits) and April's annual load test certificates shall be submitted electronically to the CO no later than 10 business days after completion of visit. The electronic reports and certificates shall be separate documents, per building.
1.4.3. The Contractor shall place a durable label or tag at each hoist/crane location to signify certification and suitability for use. At a minimum, the label or tag shall show the Contractor’s (Company) name, date proof load tested, hoist/crane load rating, serial number and Inspector/Tester names. The label or tag shall be placed in a location where it is easily seen and read while standing at ground level, such as on the controls pendant assembly.
2. SERVICES SUMMARY.
The Contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that Contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by Government personnel; however, inspection of any contract requirement is authorized.

3. GOVERNMENT FURNISHED SERVICES.
3.1. Water and electricity are typically available at job sites and may be utilized by the Contractor, at no cost, in reasonable quantities necessary to perform the work herein. The Contractor shall be responsible for all temporary connections (e.g. threaded hose, extension cord plug) and for their removal prior to final acceptance of work. Exception: the Contractor shall not use CAFB sourced water as a weight device for use in proof testing.
4. GENERAL INFORMATION.
4.1 CONTRACTOR PERSONNEL.
4.1.1. Contract Manager: the Contractor shall provide a Contract Manager who shall be responsible for the performance of the services. The name and contact information of the Contract Manager and alternate (if assigned) shall be provided to the CO in writing prior to the beginning of the first performance period. The Contract Manager and alternate(s) must be able to read, write, speak, and understand English. The Contract Manager and alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. The Contractor shall ensure the Contract Manager is available via telephone at all times in order to communicate with the CO and COR while onsite at CAFB. The Contract Manager shall be able to communicate with onsite contract employees at all times.
4.1.2. Contractor Employees: the Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
4.1.2.1. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English. Contractor employees must be able to read, write, speak, and understand English.
4.1.2.2. Contractor shall obtain all required identification data and/ or documents for themselves and their personnel to be permitted access to CAFB. Contractor shall provide a complete list of all personnel that will require access to CAFB in performance of this contract. Contractor must notify the Contracting Officer of any changes to this list at least 48 hours before personnel arrive at CAFB for performance of work under this contract. The Contractor personnel shall not enter any restricted areas without prior approval of the COR or CO and obtaining the proper security escort.
4.1.3. CONTRACTOR AND CONTRACTOR PERSONNEL QUALIFICATIONS.
4.1.3.1. The Contractor shall have been in the business of hoist and crane inspection, maintenance, testing and repair, for a period of not less than two years. The Contractor, or Contractor’s employees actually performing the hoist and crane inspection, maintenance, testing, proof load testing, and repairs shall be a fully qualified technician, or a journeyman mechanic working under the direct and physically present supervision of a fully qualified technician. A fully qualified technician shall have a current certificate of professional standing, such as an “Overhead Crane Inspector Certification” issued by a reputable and qualified inspector training agency, such as the Crane Institute of America, and a satisfactory experience record of working on, repairing, and maintaining hoists and cranes having characteristics equivalent to the range of hoists and cranes listed in Appendix A. The Contractor shall provide to the CO a copy of the certification or license for each qualified technician prior to performing any work on any hoist or crane.
4.1.4. CONTRACTOR MANPOWER REPORTING REQUIREMENTS.
The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the help desk at: http://www.ecmra.mil.
4.2. QUALITY CONTROL.
The Contractor shall develop and maintain a Quality Control Program (QCP) to ensure services are performed IAW this PWS, industry standards, manufacturer specifications, and Federal, State, and local laws and regulations. The Contractor shall develop and implement procedures to eliminate reoccurrence of once identified/repaired defects. As a minimum, the Contractor shall develop quality control procedures that address the areas identified in Paragraph 2, Services Summary and Appendix D. The QCP shall demonstrate how the Contractor ensures quality performance during the contract period of performance. The Contractor shall maintain the QCP throughout the period of performance of the contract. The CO shall be provided updates to the QCP as they occur during the period of performance. The QCP shall identify the procedures in writing for inspections, individual responsible and the location of all inspection records which shall always be available to the Government upon request. The QCP shall have the inspection forms and records which shall be used for the service. The Contractor shall identify to the CO or COR the responsible quality control inspector to notify in case of customer complaints.
4.2.1. QUALITY ASSURANCE.
The Government will periodically evaluate the Contractor’s performance by appointing a COR to ensure services are received. The COR will evaluate the Contractor’s performance through periodic on-site inspections and customer complaints from base personnel. The COR shall be responsible for initially validating customer complaints. However, the CO will make final determination of the validity of customer complaint(s).
4.2.2. Subsequent to contract award, the identity of the COR, with a letter defining their duties and authority will be furnished to the successful bidder/offeror.
4.2.3. The COR will inform the Contract Manager in person when discrepancies occur and will request corrective action. The COR will make a notation of the discrepancy on their surveillance http://www.ecmra.mil/ http://www.ecmra.mil/ checklist with the date and time the discrepancy was noted and will request the Contract Manager (or authorized representative) to initial the entry on the checklist for acknowledgment of the contractors awareness of the discrepancy.
4.2.4. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO and not to the COR.
4.3. SECURITY REQUIREMENTS.
The Contractor shall be responsible for all passes issued to their employees under this contract.
Applications shall be coordinated through the CO. At the time of application, the 27th Special Operations Security Forces Squadron may conduct a background check on employees. Upon termination of employment, the Contractor shall be responsible for returning identification cards and base passes to Security Forces within 24 hours.
4.4. PHYSICAL SECURITY.
The Contractor shall safeguard all government property. At the close of each work period, facilities shall be secured, normally by the Facility Manager, or his designee. If required, related to approve work outside normal work hours, the Contractor shall designate a custodian(s) and alternate(s) to receive for and account for government facilities. The Contractor shall be responsible for safeguarding Government property within the Contractor's control. At the close of each work period, Government facilities, property, and materials shall be secured.
4.4.1. Vehicles. The Contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition. Vehicle repairs, other than emergency repairs, shall not be accomplished on CAFB. Equipment failure shall not alleviate the Contractor for performing any requirement contained in this contract.
4.4.2. Only qualified operators shall be permitted to operate the vehicles or equipment required by the PWS. Vehicles/equipment operators shall possess a valid driver’s license.
4.4.3. Traffic Laws. Contractor employees shall comply with all base traffic regulations. The Contractor is not permitted to use cell phones on CAFB while operating a moving vehicle, unless the devise is hands-free.
4.4.4. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicles or privately-owned vehicle while on CAFB.
4.5. HOURS OF OPERATION.
The Contractor shall perform the services required under this contract during the following hours: 7:00 AM to 4:00 PM (MST/MDT), Monday through Friday, except for Federal Holidays.
The Contractor may request permission to work outside of these hours by obtaining approval from the COR or CO at no additional cost to the Government (includes weekends and extended daily work hours). Observed Federal Holidays:

4.6. Medical Care. The Cannon AFB Medical Clinic will respond in the event of an emergency (life or limb) during normal hours of operation, and will transport a contractor employee, if necessary, to one of the local hospitals. The contractor shall reimburse the government for these services.
4.7. CONSERVATION OF UTILITIES.
The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions which prevent the waste of utilities which include the following:
(1) Lights shall be used only in areas where and when work is actually being performed.
(2) Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the Contractor or by Contractor employees unless authorized.
(3) Water faucets or valves shall be turned off after the required use has been accomplished.
(4) Government telephones shall be used only for official Government business.
4.8. ENVIRONMENTAL REQUIREMENTS.
4.8.1. The Contractor shall comply with all federal, state and local laws and regulations concerning the obtaining, use, storage, reporting, control and disposal of Hazardous Materials (HM) and Hazardous Wastes (HW). In performance of this contract, the Contractor shall comply with the requirements of the CAFB and Melrose Air Force Range (MAFR) Civilian Contractor Environmental Guide (See Appendix E). In complying with the CAFB and MAFR Civilian Contractor Environmental Guide, the Contractor shall continue to primarily communicate with the CO or COR.
4.8.2. Focus areas of the CAFB and MAFR Civilian Contractor Environmental Guide include, but are not limited to:
4.8.2.1. The Contractor shall not bring HM onto CAFB, nor use HM on CAFB until the Contractor receives required authorizations.
4.8.2.2. CAFB tracks HM. The Contractor shall coordinate with the COR prior to purchasing HM; and shall provide usage data, typically monthly.
4.8.2.3. The Contractor's disposal of HW shall be coordinated through the COR, for Government disposal.
4.8.3. In the event federal, state and local environmental laws and regulations change during the term of this contract, to include the CAFB and MAFR Civilian Contractor Environmental Guide, the Contractor is required to comply as such laws and regulations come into effect. The
Contractor shall immediately implement those changes in laws and regulations that result in a decrease or no change in the contract price. Prior to implementing any such laws and regulations that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval of the CO. Said price proposal shall be submitted within 15 calendar days from the date the Contractor receives notice of the laws and regulations giving rise to the increase in cost of performance. If there is an increase or decrease in cost as a result of the change, the Contractor shall inform the CO.
4.8.3.1. Notification of Environmental Spills. If the Contractor spills or releases any HM or HW substance into the environment, the Contractor or its agent shall immediately report the incident to CAFB Fire Dept at 911. The liability for the spill or release of such substances rests solely with the Contractor and its agent.
4.8.4. Green Procurement Program (GPP).
4.8.4.1. The Contractor shall comply with the GPP in accordance with Federal (EO 13423) and DoD and AF (GPP) policies. Green Procurement is the purchase of environmentally preferable products and services. These products are preferred because they conserve resources, create less pollution and waste, or eliminate health and safety risks. The GPP includes these mandatory components:
(1) Recycled content products, also known as Comprehensive Procurement Guideline (CPG) Items http://www.epa.gov/cpg/products.htm
(2) Energy Star® and energy-efficient products; energy efficient standby power devices http://www.eere.energy.gov/
(3) Bio-based products http://www.biobased.oce.usda.gov/fb4p/
(4) Non-ozone depleting substances http://www.epa.gov/ozone/snap/lists/index.html
4.9. SAFETY REQUIREMENTS.
4.9.1. In performing work under this contract, the Contractor shall:
4.9.1.1. Record and report promptly (within one hour) to the CO or COR, all available facts relating to each instance of damage to Government property or injury to either Contractor or Government personnel.
4.9.1.2. In the event of an accident/mishap, the Contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
4.10. TRAINING.
4.10.1. The FPCON level may change for real world events or for exercise scenarios which may prevent Contractor employees from entering or leaving the base until the situation has lessened.
Depending on the situation, Contractor employees shall react to FPCON requirements, and participate based on 27 SOW guidance provided through the CO or COR.
4.10.2. Environmental Management System (EMS). All Contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com/account/login/?ReturnUrl=%2f. The Contractor shall submit the Awareness Training Certificates of Completion to the COR prior to any on-base performance under this contract. Use of Microsoft Edge, Google Chrome or Mozilla Firefox is required to print certificates.
4.11. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE SERVICES
DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR
OVERSEAS COMBATANT COMMANDER.
4.11.1. Performance of Service During Crisis or Heightened Security. In the event of crisis or heightened security caused by a national emergency, natural disaster, or other causes, continue performance as necessary in support of the Air Force mission for emergency repairs for all hoists and cranes listed in Appendix A, as determined by the functional commander or civilian equivalent and as directed by the COR. Subject to CO approval, the contract price and delivery schedule may be adjusted to reflect any change of work that may be directed. The Contractor shall submit a Mission Essential Contractor Services Plan with proposal documents to the CO.
The Contractor shall reference the following in developing the Mission Essential Contractor Services Plan: DFARS 252.237-7023, Continuation of Essential Contractor Services and DFARS 252.237-7024, Notice of Continuation of Essential Contractor Services.
4.11.2. The Mission Essential Contractor Services Plan shall address, at a minimum:
(1) Challenges associated with maintaining essential Contractor services during extended event, such as a pandemic that occurs in repeated waves;
(2) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;
(3) The components, processes, and requirements for the identifications, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;
(4) Any established alert and notification procedures for mobilizing identified "essential Contractor service" personnel; and
(5) The approach for communicating expectations to Contractor employees regarding their roles and responsibilities during a crisis.
