About this file

This file is a basic pricing data template in Excel format for the Submarine Rescue Vessel Extended Time Charter solicitation. The pricing document establishes the framework for bidders to submit cost proposals for the time charter of one Jones Act qualified, U.S. flag Offshore Supply Vessel (OSV) to support submarine rescue operations and Fleet mission support in the vicinity of Norfolk, Virginia. The charter period consists of a one-year base period beginning with anticipated lay days from February 18 through March 28, 2027, followed by three optional one-year periods and one optional eleven-month period, for a potential maximum charter duration of approximately four years and eleven months.

The template is designed to capture daily or periodic rate structures and associated costs that bidders must complete as part of their fixed-price time charter proposal. As this is a pricing data attachment to the pre-solicitation notice, the specific pricing fields, rate structures, and detailed instructions for completion would be populated in the full Request for Proposal (RFP) N3220526R6077. The solicitation is being issued by the Department of the Navy Military Sealift Command and represents a competitive procurement for a critical naval support vessel asset.
