ADDENDUM 02 TO 52.212-2 – SBIR PHASE III
SBIR Topic: AF181-038 Requirement: 12 Month Subscription to Supply Chain AI Technology (SCAIT) Direct Award to Continue Work: Mitek Analytics LLC (CAGE 464Y1), Palo Alto, CA 94306 Reference: DFARS Subpart 212.70 – Defense Commercial Solutions Opening
A. FAR 12.102, Applicability
(b) “Contracting officers shall use the policies in this part in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in part 13, Simplified Acquisition Procedures; part 14, Sealed Bidding; or part 15, Contracting by Negotiation, as appropriate for the particular acquisition.” A combination of FAR Part 12, 13, and 15 shall be used for the solicitation, evaluation and award.
B. DFARS 212.7004, Procedures.
This section prescribes procedures for the use of a CSO.
(a) The CSO shall—
(1) Describe the agency's interest for an individual program requirement or for broadly defined areas of interest covering the full range of the agency's requirements;

• U, User support and app availability for selected AFSC users.15 users interactive analyses, 3 days response, Est. $1.7M
CLIN 0002, Engineering Services Est. $1.25M
• B, Business Case Analyses (BCA) and Success Stories for the operational use of SCAIT, non-reoccurring engineering services includes kick-off meeting.
CLIN 0003, CDRLs (NSP), Engineering Services
• Includes monthly, quarterly, and final reports CDRLs NSP (not separately priced).
(2) Specify the technical data required that may be necessary to meet DoD’s minimum requirements (see
227.7102 and 227.7202); See solicitation terms and conditions.

(i) Technical proposal to evaluate if it meets the agency requirement is the primary evaluation factor. The technical proposal shall be evaluated by the USAF engineering team to determine if it meets the agency’s requirement described in the solicitation;
(ii) Price to the extent appropriate shall be technically evaluated but, at a minimum, to determine that the price is fair and reasonable; and
(iii) Relative importance of the factors is: Acceptable technical proposal is significantly more important than price.
(4) Specify the period of time during which proposals submitted in response to the CSO will be accepted:
Within two weeks after the solicitation opening date; and
(5) Contain instructions for the preparation and submission of proposals: See 52.212-1, Instructions to Offeror and Addendum 01.
(b) The contracting officer shall publicize the CSO through the Governmentwide point of entry.
(c) Proposals received in response to the CSO shall be evaluated in accordance with evaluation factors specified therein through a scientific, technological, or other subject-matter expert peer review process and documented on a written evaluation report(s).
(d) Synopsis of proposed contract actions under FAR subpart 5.2 of individual contract actions based upon proposals received in response to the CSO is not required. The notice published pursuant to paragraph (b) of this section fulfills the synopsis requirement.
(e) When a small business concern would otherwise be selected for award but is considered not responsible, follow the Small Business Administration Certificate of Competency procedure (see FAR subpart 19.6).
(f) The contracting officer shall document the decision that the requirements of this subpart have been met and include the documentation in the contract file.
