About this file

This document outlines the Salient Characteristics for a federal procurement of customized Snap-On tool kits and toolboxes. The Contractor shall procure all required Snap-On tools and toolboxes based on a Government-provided unique tool kit list (Exhibits A and B), design custom cut two-color tool shadow trays to fit the specified toolboxes, and obtain Government approval of the tool layout prior to manufacture. The Contractor must apply laser etchings with nine-digit Worldwide Identification (WWID) numbers to all tools requiring identification, with etchings legible without magnification and formatted on two lines only when tools are too small for single-line marking. Certain items designated as "Too Small to Etch" are exempt from individual etching requirements. The Contractor is responsible for all shipping to the Government-designated delivery point.

All tool kits require custom cut two-color toolbox drawer inserts that securely hold tools in place during transport with sufficient depth to prevent tools from falling and relief cuts for easy retrieval. Each insert must consist of a minimum of two layers, with the top layer(s) holding tools in place and a contrasting bottom layer for quick identification of missing tools. The foam tray design shall optimize tool capacity to the maximum extent possible to accommodate potential future tool additions. The Contractor must coordinate with the Government after award to finalize foam tray layouts, with all layouts requiring Government approval prior to production and shipment.

Salient Characteristics

(1) Description: The Contractor shall procure all required Snap-On tools and Snap-On toolboxes based on the Government provided unique tool kit list (Exhibit A and B). The Contractor will provide custom cut two color tool shadow trays cut to fit the toolboxes listed in the unique tool lists. The tray layout shall be designed by the contractor and will require a Government approved tool layout prior to manufacture. The Contractor will provide tool ID laser etchings on every tool requiring an etching based on the government provided ID numbers in the tool list associated to this solicitation. If multiple identical tool kits are required, they will all have identical tool layouts and have sequential tool etchings for each kit. The Contractor will be responsible for shipping to the Government delivery point listed in the solicitation.

(2) Tool Etching Requirements: All tools will have a laser marking that will consist of a nine

(9) Digit Worldwide Identification number (WWID) in accordance with the associated tool list. These etchings must be legible without magnification. If the tool is too small to be etched with one line of text, it may be etched with 2 lines; the first line will consist of the first four characters and the second line will consist of the remaining five characters. Some tools will have specific marking requirements as specified in the Unique Tool Listing. Some tools fall under a “Too Small to Etch” category and do not require an individual etching. These items will be identified on the Unique Tool Listing.

(3) Foam Tray Requirements: All the tool kits will require custom cut two color toolbox drawer inserts. These inserts will be cut to fit the designated toolboxes listed in the solicitation. Each insert will be cut to securely hold all tools in place during transport. There shall be sufficient tray depth to prevent tools from falling out of their designated spots. Relief cuts will be made to allow easy retrieval of tools. Each tray will consist of a minimum of two (2) layers of material. The first layer or layers will securely hold the tools in place, and the bottom layer will be of a different color used to quickly identify tools that are not in their required positions. Due to potential future additions of tools not included in this requirement, foam cutouts shall optimize the number of tools for each tray to the maximum extent possible. Coordination with the government will occur after award to finalize foam tray layout. All layouts will be approved by the government prior to production and shipment.
