SECTION 00 21 00 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. PROJECT DESCRIPTION
1.1. Background: Buildings 260 is an above ground earthen berm covered munitions storage facility. Bldg. 260 was constructed in 1974. The building is divided into 12 storage cells containing 24 sets of exterior blast resistant steel double doors. The existing condition of these doors are beyond repair.
1.2. The project involves the removal and replacement of two existing doors (S & G) in the munitions igloo located inside building 260, and the replacement of the missile shops, “B-1” and “A-1” Bay doors located within bldg. 260.
1.2.1. The scope of work for this project will require the contractor to provide and install all material, equipment, labor, & supervision required for a complete and useable system.
1.2.2. Installation will include the removal and disposal of the existing steel doors, Blast Engineering for the new doors, fabrication, delivery, and installation of the new doors.
2. INSTRUCTIONS TO BIDDERS
2.1. You are invited to submit a Bid in response to our Invitation for Bid (IFB) for Solicitation W50S8F-20-B-0002, AQRC172008B: B260 – Replace Munitions Storage Igloo Doors at the 177th Fighter Wing, 400 Langley Road, Egg Harbor Twp., NJ, 08234.
2.1.1. The 177th Fighter Wing is located adjacent to Atlantic City International Airport in Egg Harbor Township, NJ.
2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract to the responsible bidder whose Bid, conforming to the IFB, will be most advantageous to the Government, considering only price.
3. SET ASIDE & SOCIO-ECONOMIC PROGRAMS
3.1. This solicitation is set-aside 100% for Small Businesses
3.2. No other Socio-Economic programs apply
4. EVALUATION FOR AWARD
4.1. Reference DFARS 252.236-7007 -- Price
4.1.1. After the evaluation of all bids and the bidders, the award will be made to the lowest responsive and responsible bidder who meets the requirements set forth in the Solicitaiton.

5. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT
5.1. Due to the nations response to COVID-19, the Pre-Bid Conference will be conducted via secure Video Tele-Conference.
5.2. A Site Visit will NOT be conducted for this Solicitation. Photographic documentation depicting typical site and building conditions will be included in the Pre-Bid Conference presentation.
5.3. The Pre-Bid Conference will be conducted on Wednesday June 3, 2020 @ 10:00am local time at the 177th Fighter Wing, 400 Langley Road, Egg Harbor Twp., NJ, 08234 for the purpose of briefing the bid requirements and answering questions regarding this solicitation. Interested bidders are highly encouraged to participate.
5.4. Information provided at this conference shall not change the terms and conditions of the solicitation. Terms of the solicitation and specifications remain unchanged unless the solicitation is Amended in writing on a SF30. The intent of the Pre-Bid Conference is to calrify the intent of the Solicitation and requirement and to allow the offerors the opportunity to coordinate directly with Government stakeholders.
5.5. A record of the conference shall be made available and furnished to all prospective bidders via posting at https://beta.sam.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers. The Pre-Bid Conference Record will be posted as a formal Amendment to the Solicitation on a SF30.
5.6. The Vide-Teleconference Pre-Bid Conference will be held on the Cisco Web-Ex Platform.
5.7. Attendees will be required to pre-register with the 177FW Contracting Office to attend the Video-Teleconference. Pre-registration must be accomplished by emailing the 177FW Contracting Office with the below information.

FAILURE TO FOLLOW THESE THE ABOVE EMAIL FORMAT WILL RESULT IN THE CONTRACTOR NOT BEING ABLE TO ATTEND.
5.8. The Contractor will receive a response from the 177FW Contracting Office with a link to the Video-Teleconference and further registration & log-on instructions.
5.9. Contractors MUST email the 177FW Contracting Office with a Pre-Registration request NO LATER THAN 5:00pm local time the day before the video-teleconference. Requests received after the above deadline will not receive a response from the 177FW Contracting Office and will not be able to participate in or view the meeting.
5.10. Contractors will be able to join the meeting 15 minutes prior to the meeting start time.
5.11. Questions during the Video-Teleconference
5.11.1. Please hold all questions until the end of the Video-Teleconference. Notify the Meeting Host that you have a question by utilizing the “Chat” icon located on the bottom navigation bar. The Meeting Host will then prompt you to unmute your device and ask your question.
5.11.2. Alternatively, questions may be submitted in writing, in accordance with Section 00_21_00 Item 6: FORMAL COMMUNICATION & OFFEROR EXPLANATIONS of the Solicitation.
5.12. NOTES
5.12.1. The link to the Video-Teleconference received from the 177FW Contracting Office will require the Contractor to register for the meeting in order to join. The registration must be accomplished from a PC and not a mobile device. After registering, the meeting may be viewed on a portable device, i.e. cellphone or tablet.
5.12.2. Please mute your phone and turn off your video while viewing the conference.
5.12.3. The Cisco Webex platform is user friendly and intuitive, but as with any new platform there is a learning curve. Users are expected to familiarize themselves with the format PRIOR to attending the conference.
5.12.4. The 177FW Contracting Office is NOT available for technical support. Please allow yourself plenty of time to ensure that you have the appropriate hardware & connectivity requirements.
5.13. Video-Teleconference attendees are expected to conduct themselves in a professional & courteous manner. Attendees that do not follow good etiquette, do not mute their phones, or otherwise disrupt the meeting will be removed by the Meeting Host and not allowed to re-join. They may still submit a Bid for this Solicitation though.

6. BID RFI QUESTION & ANSWER, FORMAL COMMUNICATION & OFFEROR EXPLANATIONS (ref: 52.214-6)
6.1. Submit all questions in the format shown below by email to the Contracting Office. All questions must be submitted through the Contracting Office. Do NOT contact the A&E Firm or Engineering personnel directly. Doing so will result in your question not being answered.
6.2. All Questions and Requests for Information (RFI) must be received by the Government No Later Than June 8, 2020 at 5:00pm local time. Solicitation questions received after this time will not be answered prior to Bid opening.
6.3. Offerors are strongly encouraged to submit questions early in the solicitation process.

6.5. Any changes or revisions to the drawings, specifications, etc. will be issued in the form of a Solicitation Amendment on a SF30 and posted to https://beta.sam.gov
6.6. Answers that clarify or provide an interpretation to the drawings, specifications, etc. will be listed on a RFI Question & Answer Log posted to https://beta.sam.gov. The final Solicitation RFI Question and Answer Log will be posted as a Solicitation Amendment on a SF 30 and posted to https://beta.sam.gov.
6.7. Solicitation Amendments, if or when issued, will be posted to https://beta.sam.gov for electronic downloading. This will be the only method of distributing Solicitation Amendments prior to Bid closing. It is the offerors responsibility to check the website periodically for any Amendments to the solicitation. The website is occasionally inaccessible due to various reasons beyond the control of this office.
6.8. The offeror MUST Acknowledge all Solicitation Amendments in block 19 of the SF 1442. Bids received that do not Acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.TEST

7. BID PACKAGES - A complete bid package MUST contain the following:

7.1. Offer, Standard Form (SF) 1442
7.1.1. MUST be signed by the Offeror
7.1.2. When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF1442 is required to have an original signature.
7.1.3. Block 14 “Code” must contain the offeror’s Cage Code
7.1.4. Section 00_10_00 Solicitation Contract Line Items (CLIN)
7.1.4.1. All Contract Line Items (CLIN) in Section 00_10_000 must be priced
7.1.5. All Amendments to the Solicitation must be acknowledged in Block 19
7.2. Full Electronic Copy of the Bid Package in Adobe PDF Format
7.2.1. Submitted in the Sealed Bid Package on a Compact Disc (CD) or Digital Video Disc (DVD)
7.2.2. Offeror is responsible for ensuring that the digital file and disc is readable and not corrupt, damaged or scratched.
7.3. Bid Break-Out
7.3.1. Not Required past the CLIN Level
7.4. Bid Bond: An Original Bid Bond and original Power of Attorney is required along with the bid package on the due date. ref: FAR 52.228-1
7.4.1. The bid bond must be on a SF24 form.
7.4.2. Bids with-out the correct Bid Bond will be rejected in accordance with FAR 28.101-4 Noncompliance with Bid Guarantee Requirements.
7.5. Section 00_45_00, Representations and Certifications, completed and return only additional certifications found in Section 00_45_00 of the SF1442.
7.5.1. The offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov
7.6. See Block 13A of SF 1442 for required number of copies
7.7. Late Bids will NOT be Accepted for any Reason or Considered for Award. ref: 52.214-7
7.8. NOTE: Incomplete Bid Packages will be considered Non-Responsive in accordance with FAR 14.301 and rejected in accordance with FAR 14.404-2
8. BID SUBMISSION (ref: 52.214-5)
8.1. Mailed Bids
8.1.1. Bids can be mailed (USPS, FEDEX, UPS…) to the below address prior to the date and time specified in Block 13 of the SF1442. Mailed Bids shall include a tracking number. Offerors are responsible for mailing Bids in adequate time to ensure delivery to the 177th Fighter Wing Contracting Office. At the time of mailing, offerors shall email the Contracting Office, usaf.nj.177-fw.list.fal-msc-contracting@mail.mil, notifying them of the submitted Bid with the tracking number.
8.1.1.1. NOTE: Bids “Overnighted” the day before the Bid Due date may NOT be delivered to the Contracting Office prior to the Bid Opening date & time. FEDEX / UPS / USPS packages are X-Rayed, Inspected, and sorted before they are delivered to the Contracting Office. The Bidder IS RESPOSIBLE for allowing adequate time for receipt in the Contracting Office.

8.2. Hand Delivery of Bids - Prior to the date of Bid Opening.
8.2.1. Bids may be hand delivered to the Base Contracting Office at the above address.
8.2.2. Due to the nations response to COVID-19, Bidders MUST make an appointment, a minimum of 24 hours in advance, with the Contracting Office for hand delivery of Bids. An appointment may be made by emailing the Contracting Office with the information below:
8.2.3. A Government Representative will meet the offeror at the 177FW Main Gate on Tilton Rd. at the scheduled appointment date & time to collect the Bid. The offeror will receive a hand receipt achknowledging receipt and submission of the Bid.

8.3.1. Due to the nations response to COVID-19, Hand Delivery of Bids on the day of Bid Opening MUST be in accordance with Section 8.2 above.

9.1.1. Due to the nations response to COVID-19, Bidders & Interested Parties will not be able to attend the Bid Opening.
9.1.2. Bid Opening will be held via secure video-teleconference.
9.2. The Vide-Teleconference Bid Opening will be held on the Cisco Web-Ex Platform.

9.10.2. The official signed OF1419 and OF1419A will be signed by the Bid Opening Officer and uploaded to https://beta.SAM.gov following the Bid Opening.
9.11. All interested offerors and their major subcontractors are encouraged to view & participate in the bid opening.
10. WAGE DETERMINATION
10.1. Construction Wage Rate are applicable to this contract and provided in Section 01_00_00 General Requirements of the SF1442. ref: 52.222-6
11. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS
11.1. This IFB does not commit the Government to pay costs incurred in preparation and submission of Bids or for other costs incurred prior to award of a formal contract.
12. CLAUSES & PROVISIONS
12.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
13. DISPOSITION OF UNSUCCESSFUL BIDS
13.1. In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful Bids including the bid bond.
14. OFFERORS QUALIFICATIONS
14.1. To establish its responsibility, the apparent low bidder may be requested by the Government prior to Award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial, insurance, and bonding resources, or plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
