01-1000 - 4 SUMMARY
01-1000 - 7 SUMMARY
3. Motorized equipment will be restricted to reduce the extent and severity of negative impact:
a. Generator operation would be reduced to 4 hours per day and muffled by operating within existing (unoccupied) building structures such as the Assistant Keepers Quarters, Fog Signal Building, Privy, Oil House or Boathouse.
b. To the maximum extent possible, sawing of lumber would be done within existing buildings and use baffling to muffle the sound.
c. Any modifications to these restrictions must be approved by the Refuge Manager.
1.05 WORK NOT INCLUDED IN THIS CONTRACT
A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.
B. Work in place is generally shown as "Existing" on the Contract Drawings.
C. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.
1.06 ITEMS PROVIDED BY THE GOVERNMENT
A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as "By Government" on the Contract Drawings.

Contractor. Contractor to provide any temporary facility needed to complete the Work of this project. Bid proposals should include a detailed plan of the specific temporary facilities proposed. This will help management determine any additional wilderness impacts.
C. For projects that cannot be completed in 8 hours, workers may camp on the island in order to expedite completion of work in the shortest amount of time. This will shorten project duration by reducing daily commute time and weather delays for back and forth transport of personnel to the island.
D. Temporary tent structures can be used to provide sleeping quarter’s areas, or a barge may be moored.
E. To mitigate any threats caused by the temporary camp, no campfires will be allowed and leave no trace practices will be required. Non-work crew visitors are not permitted to camp on the island. No drones are allowed on or around the island at any time.
F. Unless specifically provided herein, no materials or equipment shall be furnished by the Government under this Contract.
1.08 SITE ACCESS AND RIGHT OF WAY
A. The site is located on an isolated island in Lake Superior off the Michigan Shoreline in Marquette County, Michigan-at least a 45-minute boat ride from the mainland. The island is designated as a Wilderness area. The island has no electricity to aid in work or potable water. The contractor is responsible to transporting materials, equipment, waste, and personnel to and from the island.
No helicopters are allowed on or near the island. Due to seasonality/weather constraints, work will mostly likely be limited to between June 1 through October 1. The contractor will have to hand carry all materials to and from the boathouse dock via the narrow concrete pathway. The pathway is uneven and has sections with stairs and bridges.
01-1000 - 8 SUMMARY

4) Crews will use and maintain the existing historical trail route and associated infrastructure to access the structures. Contractor will be responsible for removing any fallen trees that block the trail. There are no alternative routes around the island that are safe for workers carrying equipment due to the rocky terrain.
a) Furthermore, damage to sensitive northern climate vegetation and boreal forest must be avoided by using the existing trail.
b) In addition, the rock cliffs make accessing the wilderness anywhere else besides the dock nearly impossible and unsafe.
C. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to ensure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder.
D. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours and must be approved in writing in advance by the Contracting Officer with concurrence from the Project Leader.
1) The only reasons to allow this would be:
a) When work could be completed in a shorter amount of time.
b) Using as many workers as possible to complete work in the most time efficient manner (in the fastest amount of time) to reduce the frequency visitors would encounter workers.
