Questions on Light House Island Lead Paint Abatement
1. Is this a total Abatement or is it Mediation?
“ most or all buildings have very little paint left on the substrate”
Answer: Loose paint needs to be removed. Paint that is adhered to the wood does not need to be removed and can be encapsulated.
2. Most of the wood is missing paint with only coloring of paint left in dry areas will this wood need replacement to do proper abatement?( there is no way to remove dry film left in wood )
Answer: Dry film left on wood does not need to be removed. You can spot hand sand to help the wood take the paint, but you can’t use a sand blaster. If the paint won’t adhere, you would have to replace the board. The same if the oil won’t soak in (if you are doing linseed oil paint).
3. Do we need to present a manifest after job completion?
Answer: All hazardous material requiring disposal requires a manifest to be submitted to the Contracting Officer, Contracting Officer Representative, Station with the type of waste, amount of waste (e.g., Weight or Cubic Yard), and authorized license facility to handle waste.
4. When disposing the 55 gallon drum of oil do we need manifest?
Answer: All material requiring disposal requires a manifest/delivery ticket to be submitted to the Contracting Officer, Contracting Officer Representative, Station with the type of waste (e.g., used oil, amount of waste (e.g., Weight or 55-Gallon Drum), and authorized license facility to handle waste.
5. Has there been any previous testing and all wood and metal services stating it is lead-based paint if so what was the percentage of the lead.
Answer: Hazardous Materials FS - HNWR lighthouse Island 12-16-2020 - Table 4 Lead Results.pdf is being provided as an attachment.
6. Are there any metal or wooden roofs if so do they need to get painted?
Answer: The only metal roof is the oil house which will be required to be painted.
Also are there any roofs that need to be repaired.
Answer: We are not aware of any roofs that need to be repaired.
7.- What type of wood is used on the exterior of the Buildings is it a Hart wood ?(of which is the middle part of the tree or a standard lumber store wood ).
Answer: Cedar wood was used on the exterior of the buildings. I do not know if it was considered Hart Wood.
8.FROM pictures of both sets this wood is petrified which means this wood will not except paint ( of which a skin coat must be removed)?
This would take a planer our a 20 grit sander to remove this layer to warranty this paint to hold?
Answer: These are historic buildings and the requirement to use least mechanical means as possible.
9-.WITH only limited hours and time required to do this job in a cold weather deserted island we will need to work most weekends to successfully complete work before cold temperatures!
Is this possible? Our do we need to add a second mobilization?
Answer: Authorization and approval is requested through the contracting officer if you will need to work on the weekends.
10.-IS THERE any 3rd party consultation firm that will check contractors work during and after completion of work?
Answer: The Contracting Officer Representative will be inspecting the site to accept or address deficiencies.
11- is it at all possible if park service can set up toilet John since this is a huge undertaking?
Answer: The Government will not provide any services for this contract.
12-. Is there any caulking our caulking replacement?
Answer: I am not aware of any caulking other than window caulking. Window caulking is not part of this project.
13-. Can we suggest a better source of materials to use that will have a longer term life effectiveness?
Answer: No, The two items listed are latex paint or an option for Purified Linseed Oil Primer and Linseed Oil-Based Paint.
14-. Can we store materials in one of the bldgs (of which we will make sure to pick up and take everything left before leaving)?
Answer: Yes, a building can be used to store materials.
