About this file

This document is an Invitation for Bid (IFB) for the CATIS Aviation Tracking procurement issued by the California Department of General Services (DGS) on behalf of the California Department of Forestry and Fire Protection (CAL FIRE). The IFB outlines the assessment and selection criteria for evaluating responses, including administrative, technical, and cost assessments. The administrative assessment will be evaluated on a pass/fail basis, requiring bidders to submit the required forms, documents, and certifications. The technical assessment will evaluate how well the bidder's proposed solution meets CAL FIRE's requirements across multiple project phases. The cost assessment will be based on the lowest total cost, and the contract will be awarded to the bidder who meets all requirements with the lowest cost. The related state and local contract opportunity provides details on the submission process, key contacts, and the event details.

The IFB does not provide specific pricing terms, set-asides, or funding information. However, it indicates that the award of the contract will be based on the lowest total cost to the state.

1. ADMINISTRATIVE ASSESSMENT CRITERIA:

The Procurement Official will review the Bidder’s Response to ensure the submission and completion of the required forms, documents, and certifications. The Administrative Assessment will be evaluated on a Pass/Fail basis. In order to move to the Technical Assessment phase, the Bidder’s Response must achieve a passing score. If a Bidder’s Response proposal does not pass the Administrative Assessment, it will be deemed as non-responsive and may not move to the Technical Assessment phase.

2. TECHNICAL ASSESSMENT CRITERIA

If one (1) or more of the technical assessment criteria are not met, a Bidder will receive a failing score (Fail), that Bidder's Response will be deemed non-responsive and the Bidder non-responsible and ineligible to achieve Agreement award.

3. COST ASSESSMENT CRITERIA

Cost Worksheet Assessment The Assessment Team will review Attachment 2 - Cost Worksheet to verify that it is complete with all costs accounted for. If errors are found, the numbers will be adjusted based on the lowest denominator. The cost assessment will be based on lowest total cost. Award of the contract, if made, will be to the Bidder who meets all requirements of this evaluation plan with lowest cost.
