PERFORMANCE WORK STATEMENT (PWS)
USS CARL VINSON (CVN 70)
RIMPAC RECEPTION SERVICES SUPPORT
1.0 BACKGROUND
1.1 COMTHIRDFLT will be hosting the closing reception onboard the USS CARL VINSON
(CVN 70) for participants of the 2024 Rim of the Pacific (RIMPAC) exercise, which includes dignitaries and distinguished visitors.
2.0 SCOPE/OBJECTIVE
2.1 COMTHIRDFLT seeks a Contractor to provide carpeting, sandbags, and bamboo hut to support the RIMPAC 2024 reception onboard the USS CARL VINSON (CVN 70), Joint Base Pearl Harbor-Hickam (JBPHH), Hotel Pier (H-Pier) at Hotel Pier; Neosho Street, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii.
3.0 PERFORMANCE REQUIREMENTS
3.1 EVENT DETAILS
(a) Date of Ceremony: Thursday, 01 August 2024
(b) Event Time: 1600-1900
(c) Event Location: USS CARL VINSON (CVN 70), Joint Base Pearl Harbor-
Hickam (JBPHH), Hotel Pier (H-Pier)
(d) Period of Performance: Friday, 26 July 2024 – Friday, 02 August 2024. See
Sections 3.2 and 3.3.
3.2 Contractor shall deliver and install equipment in accordance with Attachment (1), Equipment List.
a) All equipment shall be delivered to Bldg. 405, JBPHH, on Monday, 29 July
2024 between the hours of 0800-1200. Contractor shall be responsible to have all and equipment palletized and secured to allow for crane operations to place onboard.
b) All palletized equipment, with the exception of the carpet runner and sandbags, shall be craned onboard the USS CARL VINSON (CVN 70) on Tuesday, 30 July 2024, upon ship’s arrival. Note: Government shall be responsible for transport of palletized equipment between Bldg. 405 and event location, H-Pier.
c) Contractor shall begin installation and set-up of equipment on Tuesday, 30 July 2024 between the hours of 1300-1630. All installation work shall be completed on Wednesday, 31 July 2024 by 1200. Additional installation details shall be coordinated with the TPOC or Alternate TPOC.
i. Item 1, Carpet to cover the floor of Hangar. Priority should be given to this installation on Tuesday, 30 July 2024.
ii. Item 2, Carpet Runner. Contractor shall install the carpet runner on H-Pier, JBPHH on Wednesday, 31 July 2024 between the hours of 1100-1300.
iii. Item 3, Sandbags. To use as weights.
iv. Item 4, Nipa/Tiki Hut.
v. Item 5, 20’ refrigerated CONEX box. Boxes will be placed at the end of Hotel
Pier and powered on Friday, 26 July 2024 between the hours of 0800-1200.
3.3 Contractor shall dismantle and palletize all equipment. Additional dismantling details shall be coordinated with the TPOC or Alternate TPOC.
a) Contractor shall be on-site by 1900 on Thursday, 01 August 2024. Dismantling and palletization of all equipment shall be completed between the hours of 1930-0000 on the ship. Contractor shall be responsible for providing all materials required to appropriately secure and palletize all equipment for the Government to provide crane operations to remove items from ship to Bldg. 405 JBPHH. All dismantling work not completed on, Thursday, 01 August 2024 shall be completed the following day, Friday, 02 August 2024 between the hours 0700- 0900 unless coordinated earlier with the TPOC or Alternate POC. All equipment is to be palletized no later than 0900 on Friday, 02 August 2024. Material will then be craned to Hotel pier to facilitate the Government moving the material to Bldg. 405. Contractor shall then remove palletized equipment from Bldg. 405, JBPHH, as early as 0900 but no later than 1530 on Friday, 02 August 2024.
3.4 SERVICE DELIVERY SUMMARY TABLE

4.0 QUALITY ASSURANCE
4.1 The Contractor is responsible for implementing and maintaining a Quality Control
Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of the contract performance.
5.0 CONTRACTOR QUALIFICATION/REQUIREMENTS
5.1 Performance of all work under this contract is restricted to US citizens or US permanent residents. All work performed shall be in accordance with Federal, State of Hawaii, COMTHIRDFLT, and local laws, regulations, and procedures.
5.1.1 Prior to the start of work, the Contractor shall provide the TPOC (on company letterhead) a request for access and include the following information – full name of all personnel working on this PWS; Social Security number, date of birth, place of birth, and citizenship. The Contractor shall state that information has been verified and shall have supporting records on file, if required for examination.
5.2 Confidentiality: Services rendered and all materials including records, files, documents, and work papers provided to the Contractor by the Government shall be considered Government property. The information shall not be disclosed, copied, modified, used (except in the completion of this contract) or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion in any database external to the Government without the Government’s express consent.
6.0 CONTRACTOR PERSONNEL
6.1 The Contractor shall furnish sufficient personnel to perform all work specified within this contract. The Contractor is required to comply with Public Law 105-270, Section 5 (2) (A). This law states that contractors will not perform inherently governmental functions. Section 5 (2)(A) of this Public Law defines the term “inherently governmental function” as “a function that is so intimately related to the public interest as to require performance by Federal Government employees.” Per Section 5 (2)(A), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counterintelligence operations. Per Section 5(2) (A) inherent governmental functions DO NOT include,
(i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials; or (ii) any function that is primarily ministerial and internal in nature.”
6.1.1 When performing work associated with this PWS, the Contractor shall make clear to all individuals they deal with that they are Contractor employees and not DOD personnel when working in any situation where their contractor status is not obvious to third parties. Contractor employees shall clearly identify themselves as a Contractor (i.e. company shirt, pin, visible company identification, etc.) in a visible location as to who their employer is, to avoid creating an impression that they are government officials. All Contractor produced documents, and/or reports shall be suitably marked as Contractor products or that Contractor participation is appropriately disclosed.
6.1.2 Contractor personnel shall not manage, supervise, direct, or task US military, DOD civilians or other personnel not associated with the Contractor while performing the tasks within this PWS.
6.1.3 Contractor personnel shall not make any commitment which commits the expenditure of US Government resources.
6.1.4 The Contractor performing services shall be required to comply with all US Navy rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit.
6.1.5 Contractor personnel shall not establish an employee-employer relationship with COMTHIRDFLT under this PWS.
6.1.6 The Contractor shall not provide personal services to COMTHIRDFLT. If Contractor employees are directed by any government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the TPOC.
6.1.7 Federal Holidays:

If the federal holiday falls on a Saturday, the holiday is observed on the proceeding Friday. If the federal holiday falls on a Sunday, the holiday is observed on the following Monday.
6.1.8 Hours of operation. Normal hours of operation are 8:00 am through 3:30 pm, Monday through Friday and excluding Federal Holidays. Deviations from the hours specified above may be requested by the Contractor and submitted to the TPOC. The Contractor shall give an advance notice of the deviation of hours to the TPOC at least two business days in advance of a proposed change.
7.0 SECURITY REQUIREMENTS
7.1 Security Requirements: U.S. or naturalized citizenship is required for facility and base access. A security clearance is not required to access the work area and to fully accomplish assigned work. The Contractor shall obtain base passes for employees and vehicles by the start of the period of performance and notify the TPOC. Upon termination of the contract, the Contractor shall return identification cards and base passes to Security Forces within 24 hours.
7.2 Base Access: All Contractor personnel shall obtain access to the installation by participating in the Defense Biometric Identification System (DBIDS). The Contractor shall furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/portal/site/uscis by searching or selecting Employment Verification (Form I 9). Immediately report instances of lost or stolen badges to the Contracting officer. DBIDS Program: DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. There are no fees associated with obtaining a DBIDS credential.
The Government performs background screening and credentialing.
Throughout the year the Contractor employee must continue to meet background and screening standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.
DBIDS Credentials: Contractor employees shall furnish a completed copy of the
SECNAV 5512/1 form to obtain the required background check and visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential once approved.

https://www.cnic.navy.mil/om/dbids.html. The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by nonparticipants in the DBIDS credentialing process.
