About this file
This is an Intelligence Community Directive (ICD 704) establishing personnel security standards and procedures governing eligibility for access to Sensitive Compartmented Information (SCI) and other controlled access program information within the Intelligence Community, effective October 1, 2008.
The directive establishes threshold criteria for SCI access eligibility, requiring that subjects be U.S. citizens who are stable, trustworthy, reliable, discreet, of excellent character, and sound judgment with unquestionable loyalty to the United States. Subjects' immediate family members and other persons to whom they are bound by affection or obligation must not be subject to physical, mental, or other forms of duress by foreign powers or persons engaged in criminal activity or advocating overthrow of the U.S. Government. The Director of National Intelligence (DNI) establishes eligibility standards and delegates authority to Heads of Intelligence Community Elements to grant access in accordance with the directive, with the DNI retaining override authority. The directive permits exceptions to personnel security standards based on conditions, deviations, or waivers when the specific risk to national security is determined to be manageable and acceptable, with such exceptions requiring a letter of compelling need based on specific national security considerations and documentation in the subject's security record and the Scattered Castles database. Continuous personnel security and counterintelligence evaluation is required for all personnel granted access to SCI and other controlled access program information. Temporary access approvals may be authorized during national emergencies, hostilities involving U.S. personnel, or exceptional circumstances when official functions must be performed, but shall not exceed one year. The directive identifies key organizational responsibilities including the Deputy Director of National Intelligence for Policy, Plans, and Requirements; Assistant Deputy Director of National Intelligence for Security; Director of the DNI Special Security Center; Heads of IC Elements; and Cognizant Security Authorities.
