About this file

This is a Notice of Exemption under the California Environmental Quality Act (CEQA) filed by the San Bernardino County State and Facilities Management Department regarding the Sheriff High Desert Detention Center Recreation Center Yard Dividers Replacement Project located at 9438 Commerce Way, Adelanto, California. The project involves alterations to two existing exterior recreation exercise yards to create two separate enclosed recreation yards with mesh sides and covers. The scope of work includes demolition and replacement of Portland Cement Concrete pavement slabs, installation of new fencing and gates, replacement of windows, and plumbing and electrical upgrades to both yards. Additionally, the project encompasses replacement of exterior restroom facilities and upgrades to observation tower windows for Yards 1 and 2. Work will be conducted using a phased approach to minimize operational impacts on the detention center facility. The project is identified as Project Number 10.10.1842, with Charles Brammer serving as the Supervising Project Manager (909-387-5000).

The project qualifies for a Categorical Exemption under CEQA Sections 15301 and 15302, which address routine maintenance and repair of existing facilities and replacement or reconstruction of existing structures with no expansion of use or capacity. The exemption determination is based on the project's characterization as routine maintenance involving restoration of deteriorated facilities to meet current public health and safety standards, with the new recreational yards maintaining the same size, purpose, and capacity as the originally installed facilities. No expansion of use is anticipated, and the project does not trigger significant environmental impacts requiring further environmental review.
