About this file
This is Addendum No. 1 to the bid documents for the Sheriff High Desert Detention Center Recreation Center Yard Dividers Project issued by the San Bernardino County Project and Facilities Management Department on July 1, 2026. The addendum modifies licensing requirements, bid proposal documentation, and construction plans for the project located at 9438 Commerce Way, Adelanto, California. Bidders must now possess or designate licensed subcontractors for seven specialty trades: Low Voltage System Contractor (C-7), Concrete Contractor (C-8), Electrical (C-10), Fencing Contractor (C-13), Ornamental Metal (C-23), Plumbing (C-36), and Structural Steel (C-51)—an increase from the original five required trades. The addendum includes significant plan revisions across multiple architectural and structural sheets, including deletion of telescoping stairs (Detail 14), addition of ligature-resistant grab bars and toilet paper dispensers, and rebar and privacy wall modifications. The prevailing wage document has been revised, and updated construction plans dated July 13, 2026 with addenda revisions have replaced the original plans. Bids are due July 23, 2026, at 10:00 a.m., with a mandatory pre-bid meeting held on July 1, 2026, at 11:00 a.m. The contract term is 170 calendar days with liquidated damages of $1,000 per day for non-completion.
The addendum clarifies critical site access and construction logistics through a question-and-answer section addressing seventeen bidder inquiries. Key clarifications include: crane access is permitted using three to four south parking spaces for Recreation Yard 1 and the east driveway dirt area for Recreation Yard 2, with contractors responsible for pavement protection and repairs; the contractor must bid for removal of five-inch-thick concrete slabs with no soils report provided; existing water connections are available on-site for dust control; window frames must comply with Specification Section 08 4113 for aluminum-framed systems with 3M Prestige Series window tinting; and site furnishings responsibilities are clarified with the contractor responsible for bench and exercise equipment removal and reinstallation plus procurement of two new benches, while the Sheriff's Department handles gate hardware installation and painting touch-up. The contractor must preserve and provide all removed concertina barbed wire and brackets to the owner, and must provide conduit and intercom enclosures while a retained third party (Auditory Instruments, Inc.) installs temporary manual controls and intercom systems.

Questions and Answers
1. C-13 Fencing License Requirements. The Advertisement for Bids states that if a bidder does not list a subcontractor for fencing work, the bidder must possess a C-13 Fencing Contractor license to self-perform the work. Based on the contract documents, the project does not appear to include a standalone fencing scope. Any incidental fencing or steel-related work may be performed by appropriately licensed contractors such as C-23 (Ornamental Metal) or C-51 (Structural Steel), depending on the scope. Please confirm whether the C-13 license requirement may be waived for this project or amended to allow appropriately licensed specialty contractors to perform the applicable work.?
Answer: A State specialty license for C-13 Fencing remains a requirement to bid and be found responsive. This requirement can be met either by the bidder or a listed subcontractor. In addition to the C-13 license, State specialty licenses Ornamental Metal (C-23) and Structural Steel (C-51) were added to the Updated Bid documents as additional license requirements.
2. Site Access and Path of Travel. The contract documents do not clearly identify a path of travel for demolition, grading, and material handling equipment to access the work area.
Based on the plans and site walk, there does not appear to be a practical access route for construction equipment. The west side appears to have only a single access door approximately 4 feet wide. The east side appears to be accessible only from the north;
however, the existing generator obstructs this route, leaving insufficient clearance for equipment. Please clarify the intended access route and path of travel for construction equipment to perform the work.
Answer: See below:
3. Steel Installation and Crane Access. The transportation of steel materials and installation of the posts will require construction equipment within the work area. Based on the existing site conditions, there does not appear to be an access opening large enough to accommodate the required equipment. The only practical installation method appears to be the use of a crane to lift materials and equipment into the work area. Please confirm whether this installation method is acceptable. If so, please confirm whether the front parking lot may be used for crane setup and whether the pavement is designed to support the anticipated crane loads, or provide an alternate approved crane location.
Answer: Yes, utilizing a crane to lift material and equipment into the work area is acceptable. Three to four south parking spaces will be allocated to the contractor for any required crane setup needed to access Recreation Yard 1. Contractor can utilize the dirt area at the east driveway of the facility to position a crane to access Recreation Yard 2. Contractor to place proper pavement protections and will be solely responsible to complete any needed crane related pavement repairs and/or return dirt areas to their existing conditions.
4. Will the use of a large crane be allowed to hoist materials and spider crane overhead from the parking area into units 1 and 2 as shown below?
Answer: Yes, the contractors can utilize a large crane or spider crane that will be placed in the parking lot to hoist materials into the recreational yards.
5. The plans only provide a general location of the telescoping stairs. Can you please provide details on the specific location of the telescoping stairs including the horizontal and vertical spacing where the stairs are to be mounted?
Answer: The telescoping stairs were omitted from the project/construction plans.
6. The details (14 / A-501) for the telescoping stairs do not have clear details regarding the mount. Can you please provide details how the telescoping stairs will be mounted on the wall inside the observation room?
Answer: The telescoping stairs were omitted from the project/construction plans.
7. Will the team have a connection for water/dust control?
Answer: Yes, there are existing water connections on site.
8. Our subcontractors currently hold C-23 and C-51 licenses. Although the project specifies that a C-13 license is required, would their existing licenses be considered acceptable for this project?
Answer: A State specialty license for C-13 Fencing remains a requirement to bid and be found responsive. This requirement can be met either by the bidder or a listed subcontractor. In addition to the C-13 license, State specialty licenses Ornamental Metal (C-23) and Structural Steel (C-51) were added to the Updated Bid documents as additional license requirements.
9. Sheet A-401 window schedule indicates hollow metal window frames; however, Specification Section 08 4113 specifies aluminum-framed window systems. Please clarify the correct required window frame material.
Answer: Window frames to be per Specification Section 08 4113 Aluminum Framed Window System.
10. Window Types B and C indicate “R2” window tinting. The drawings and specifications do not identify the required tint type or performance criteria. Please provide the required model number and tint product data.
Answer: Windows A, B C & D all indicate R2 window tinting. Window tinting to be 3M 3M™ Sun Control Window Film – Prestige Series.
11. Will we be able to crane in heavy equipment and leave it in the yard until it is no longer needed? For example. Bobcat, mini-excavators, scissor lifts, and/or forklifts.
Answer: Yes, the contractors will be able to utilize a crane to deliver equipment and will be able to store bobcats, mini-excavators, scissor lifts and forklifts in the recreational yard(s).
12. Please provide the depth of the existing concrete slab to be demoed?
Answer: Contractor to bid 5” thick concrete slab removal.
13. Please provide a soils report for the areas beneath the existing concrete slabs. It would be advantageous to know what type of soil conditions we will encounter when digging the steel column footings.
Answer: A soils report was not generated for this project.
14. Site Furnishings. During job walk, it was stated that the Sheriff’s department will be doing the removal and reinstallation of the benches, exercise equipment and the phone.
Drawings call for this removal and reinstallation to be part of the scope. Please clarify.
Answer: During the job walk, it was stated the Sheriff would be responsible for the pay telephones. The contractor will be responsible for removal of the two (2) existing benches and reinstallation of the benches. The contractor will be responsible for the removal of the exercise equipment and reinstallation of the exercise equipment. The contractor will be responsible for procuring and installing two (2) new benches.
15. Painting at Infill. During job walk, it was also stated that the Sheriff’s department will be doing the painting of the infilled areas of CMU wall. Please confirm.
Answer: Contractor will be required to remove the concertina barbed wire and wall brackets and infill the bracket holes. The Sheriff’s department will be responsible for any touch-up painting of the infilled areas. Contractor to preserve all concertina barbed wire and brackets and provide them to the owner for their use.
16. Gate Hardware. Please confirm that the gate hardware will be provided by Sheriff department.
Answer: Contractor will be responsible for the gate hardware. Project and Facilities Management on behalf of the Sheriff’s Department retained Auditory Instruments, Inc. (Ai-Tek, Inc.) who will be responsible for providing and installing temporary manual controls, intercom stations and add intercom and door control that will be tied into the human-machine interface (HMI). Contractor will be responsible for providing the conduit and IC enclosures.
17. Privacy Metal Panels. Note 19 at A-401 calls for solid sheet metal panel as privacy screen on the new metal fence at the exterior toilets. Please provide details, S3.3 does not provide any detail.
Answer: Refer to detail 2/S3.3 for privacy screen.
