Methods Employed

Results

1 Identify any current leak paths resulting from corrosion, internal or external.

API 653

Appendix G MFL (Magnetic Flux Leakage) bottom corrosion survey.

100% Visual Inspection (VT) of shell, annular plate, corner weld and all bottom welds for defects cracks or corrosion Digital Camera Documentation.

1.1 The 5/16-in double bottom was inspected for soil side

corrosion utilizing the MFE 2412 Mark II scanner.

1.2 Several minor indications of magnetic flux leakage were

detected during the floor scan. The indications were proved up with a UT scrub with minimal soil side corrosion present. The lowest remaining soil side indication identified was 0.300-in. No corrective action is required.

1.3 100% visual inspection of the bottom was performed. No significant product-side pitting was identified.

1.4 All areas inaccessible to the scanner were 100% UT

scrubbed. No indication of soil-side corrosion was located.

1.5 At the time of inspection access to the upper deck of the floating roof was restricted and a thorough inspection of the upper deck and pontoons could not be conducted. However, via limited visual inspection of the upper deck conducted from the cone roof gauge pole access hatch, minor staining appeared to be present near the center of the floating roof adjacent to the access manway. Recommend conducting additional inspection and diesel testing along the floating roof and pontoons prior to return-to-service to determine if any leak paths are present along the floating roof, pontoons and welds.

1.6 The period-to-next formal API 653 Internal Inspection, utilizing the MRT method described in API 653 4th Edition may be extended to a maximum of 20 years per corrosion rate calculations. (However, more stringent governing regulatory intervals of inspection may supersede this interval).

2 Identify any risk areas for future leak path developm ent

Utilize Ultrasonic Testing (UT) to find areas of potential thinning or corrosion loss from internal corrosion.

Documentation of any brittle fracture concerns including nozzle weld spacing.

2.1 The 8-in suction piping elbow down nozzle is installed

approximately 6-in off the tank bottom directly over the center of the sump, no anti-vortex device is currently installed to the suction piping. Consider reworking interior suction piping so it is not directly over sump center to help mitigate the suction of water during pumping events.

2.2 The 30-in dia. x 18-in deep sump was UT scanned along

equally spaced sections along the circumference with an average wall thickness of 0.47-in.

2.3 UT readings were taken along each bottom plate with an

average bottom plate UT reading of 0.31-in.

2.4 UT readings were taken along the shell from the spiral

stairway. Readings were approximately nominal with no metal loss identified (see NDE report).

2.5 All tank shell nozzle repads are equipped with very small open tell tales (< ¼-in). Recommend installing ¼-in tell tales tapped for

1/8-in pipe thread, then pressure test, followed by packing openings with heavy grease to prevent corrosion or water infiltration in the repad.

2.6 The product recovery piping and tank connected to the 1-in threaded water draw out piping has a combination of galvanized and stainless steel components, threaded joints and isolated minor coating failure along the galvanized nozzle. Consider replacing product recovery piping component with uniform schedule 80 piping with weld-o-let joints and/or per DoD/UFC standard design.

2.7 The inlet diffuser piping was not double flanged in the interior of the tank, and also had a rounded end instead of an oval IAW AW. Consider installing double flanged diffuser and oval IAW AW end per API 650/653, DoD standard design and UFC requirements.

2.8 There was no manhole located above the internal floating

pan’s high position to aid in venting the tank during cleaning and to provide access to the floating pan’s elastomeric wiper seals.

Consider installing manhole on tank shell above the internal floating pan per DoD Standard AW 78-24-27.

2.9 ) All of the tank exterior appurtenances running up and supported along the tank shell (Varec level gauge, alarm piping) are welded directly to the shell. Consider installing 100% seal welded repads along all supports.

2.10 Some nozzle & repad geometry and thicknesses were found

to be below API 650 requirements. As these components have been operating in-service at max capacity, no corrective action is required and brittle fracture risk is minimal. Monitor nozzles for signs of stress-induced damage along the shell to determine if corrective action is needed in the future. Consider modifying to meet requirements.

2.11 Rusting and minor corrosion was identified along the

nameplate mounting. (Recommendation) Clean rust and apply touch up coatings to help mitigate the spread of corrosion.

3 Settlement Survey of the shell base for settlement.

Survey of the bottom for settlement.

3.1 The maximum out-of-plane settlement was approximately

0.75-in, which is within acceptable limits of API 653 Appendix B calculations for differential settlement. See survey results.

3.2 No significant edge settlement was identified.

3.3 The shell was inspected for verticality and distortion. No significant distortion was indicated. A minor inward dent was identified along the 2nd shell course. No action required, monitor these areas for any change.

3.4 The seismic loads were calculated utilizing the latest API 650 Appendix E (ASCE 7/ IBC 2009 methods). The risk of damage from a seismic event is minimal for all fill heights.

3.5 There was no water tight seal installed along the bottom

extension to concrete foundation interface. Currently an epoxy coating had been applied along the bottom extension and approximately 8-in of the concrete foundation, this coating is showing signs of failure and cracking along the interface.

Consider applying a water tight caulking/seal along the bottom extension to concrete interface to mitigate the infiltration of water under the bottom.

4 Venting VT of existing roof vents

4.1 The tank is equipped with one 24-in open mushroom vent, 4 hooded/circulation roof vents along the cone roof, and four shell overflow vents.

4.2 Minor coating failure and rusting were identified along the 24-in open cone roof vent flange. Consider cleaning and servicing

4.3 Two of the four cone roof hooded roof circulation vents were equipped with additional lock downs installed on the adjacent hand rails. Consider installing lock downs on all hooded roof circulation vents.

4.4 The floating roof is currently vented with one 6-in vacuum breaker (pop-up) vent.

4.5 Consider cleaning and servicing all vents prior to return-to-service.

5 Access Structure

VT of existing access structure.

5.1The spiral stairway access structure is installed with 33-in handrails, no toe board is installed along the bottom of the hand railing. Consider installing a new handrail system that meets the OSHA requirements.

5.2 The angle iron handrails, and upper platform appear to be fair condition and have only minor isolated areas of coating failure.

5.3 The cone roof is equipped with a 100% perimeter angle iron handrail which appears to be in good condition.

5.4 The access structure supports and stairway treads are welded directly to the shell. Consider installing 100% seal-welded repads.

6 Cone Roof VT of existing roof

6.1 At the time of inspection heavy snow and ice had accumulated along the cone roof. Limited visual inspection of the cone roof indicated that the roof is in good condition with only minor isolated areas of coating failures observed.

6.2 The cone roof and tank was equipped with only one gauge

well for monitoring mounted along the cone roof and gauge pole access hatch. Per DoD standard design and UFC requirements (UFC 3-460-01 Table 8-1 Gauge/Gauge Hatch/Stilling wells (n,o,q,r,s)) Consider install additional nozzles for gauging.

6.3 There was no bolted cover installed on the cone roof for

installation and removal of the internal floating pan. Consider installing bolted cover on cone roof.

6.4 The lockdown latch along the cone roof manway gauge pole

access hatch was rusted and frozen and appeared damaged.

Consider repairing/replacing damaged lockdown latch.

7 Floating Roof

VT of existing floating roof

7.1 The tank is equipped with double deck pontoon floating roof.

At the time of inspection access to the upper deck of the floating roof was restricted and a thorough inspection of the upper deck and pontoons could not be conducted. Limited visual inspection of the upper deck was performed from the cone roof manway gauge pole access hatch. Refer to section 1 of the executive summary.

7.2 The floating roof is equipped with a mechanical shoe with fabric primary wiper, and appears to be in good condition. Due to no access to the upper deck a secondary seal could not be confirmed.

7.3 The rim space varies from 7-in to 9.5-in.

7.4 The 8-in ladder combo gauge pole floating roof penetration well gasket seal appeared highly worn and/or damaged and do not fully seal. Recommend replacing the gasket seal.

7.5 The floating roof 24-in access manway gasket seal is not

properly seated and could be seen hanging down from the underside of the hatch. The hatch was bolted down at the time of inspection. Recommend replacing gasket seal.

8 Tank gauging overfill protection
