About this file

This is a Technical Proposal Attachment F for RFP 27-88778 issued by the Department of Mental Health and Addiction (DMHA). The document establishes mandatory requirements and technical proposal questions for a statewide ombudsman program to provide mental health advocacy and consumer support services. The requestor seeks a nonprofit organization with statewide offices capable of managing complaint investigation, consumer advocacy, and dispute mediation across mental health agencies and facilities. Key service areas include complaint intake and investigation procedures, complainant and agency notification protocols, volunteer recruitment and management, and comprehensive documentation and reporting practices.

Respondents must meet five mandatory requirements, including nonprofit status, IRS Section 170 tax-deductibility eligibility, statewide office presence, demonstrated mental health advocacy experience, and commitment to comply with DMHA standards and privacy regulations. The technical proposal requires detailed responses addressing organizational mental health advocacy experience, statewide ombudsman program operations, complaint investigation procedures, volunteer management plans, documentation and reporting practices, consumer advocacy and dispute mediation strategies, and regulatory compliance mechanisms. The solicitation requires respondents to provide specific examples of complaint investigation and consumer support activities and detailed operational procedures for managing a comprehensive statewide advocacy program with secure record-keeping and quarterly and annual reporting obligations to DMHA.
