About this file
This is a Certified Disadvantaged Business Outreach Plan attachment form for the Oregon Health Authority's Request for Proposal (RFP S-44300-00012659) seeking a Research and Analysis Contractor to support the Health Evidence Review Commission (HERC). The HERC conducts research and analysis of clinical effectiveness studies and healthcare evidence to inform coverage and medical necessity policies for the Oregon Health Plan. The RFP was posted on September 12, 2025, with proposals due by October 16, 2025. Respondents must complete this attachment as part of their proposal submission to address diversity and inclusion requirements. The solicitation requires comprehensive research reports, evidence summaries, and policy recommendations to support HERC's decision-making regarding healthcare service coverage under the Oregon Health Plan.
The outreach plan form requires proposers to disclose their certification status under Oregon Revised Statutes 200.055 through the Certification Office for Business Inclusion and Diversity (COBID), including designations as minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned (SDV), or emerging small businesses (ESB). Proposers must list any prior contractual relationships with certified firms within the previous two years and identify potential subcontracting opportunities with estimated dollar values. Proposers certify that certified firms will receive equal opportunity to participate in contract performance and subcontracting. The form requires proposers to describe their outreach steps for soliciting certified firms, detail anticipated subcontracting opportunities with approximate values, and commit to reporting subcontractor identity and values to COBID if awarded the contract. This outreach plan information will not be considered in the scored evaluation but serves as a mandatory compliance and diversity tracking mechanism for state-funded procurement.
