About this file
This document is Addendum 1 for a Request for Proposal (RFP) issued by the Oregon Health Authority (OHA) for the Health Evidence Review Commission (HERC) seeking a Research and Analysis Contractor. The RFP is listed under OregonBuys Solicitation Number S-44300-00012659, with the addendum making three key amendments to the original RFP document. The amendments modify sections related to deliverables, references, and price evaluation, expanding the scope of potential work products to include rapid reviews, evidence maps, coverage policy summaries, and communication materials.
The amendments provide additional flexibility in reference submission procedures, allowing references to be sent directly by reference entities to the RFP Point of Contact via email, and accepting Contractor Performance Assessment Reporting System (CPARS) evaluations. The price evaluation process will now calculate pricing by averaging the hourly rates of Key Persons listed in the Price Proposal, with scores determined by comparing each proposer's price to the lowest proposed price using a specific mathematical formula. These changes aim to clarify requirements and provide more comprehensive guidelines for potential contractors bidding on the HERC research and analysis project.

RFP FOR OREGON BUYS NUMBER S-44300-00008989
Addendum 1
OREGONBUYS SOLICITATION NUMBER S-44300-00012659
Health Evidence Review Commission (HERC) Research and Analysis Contractor
1. Amend Section 2.4. “SCOPE OF WORK/SPECIFICATIONS” last paragraph beginning with “Deliverables”, to read as follows: language to be added is underlined and bold.
Deliverables may include rapid reviews, background information, evidence maps, summaries and analysis of coverage policy by other health plans and state agencies, recommendations for improving HERC staff’s internal research practices and communication materials such as slides related to other deliverables.
2. Amend Section 3.3.4 “References” to read as follows: language to be added is underlined and bold.
Provide 3 references from current or former client firms for similar projects performed for any clients within the last 5 years. References must be able to verify the quality of previous, related Work.
If Proposer’s Reference Entity’s policy is not to return their completed Reference Check Form to the Proposer within the timeframe necessary for the Proposer to include in their Proposal, the Reference Entity may send it directly to the RFP Sole Point of Contact by email by the Opening Date and Time.
If, however, a Proposer is concerned that a government shutdown will prevent a reference from being timely submitted even by the Opening Date and Time, Proposer should consider other Reference Entity sources.
Contractor Performance Assessment Reporting System (CPARS) evaluations are acceptable and that references from Reference Entities will be accepted by the RFP Sole Point of Contact via email provided the reference is received by the Opening Date and Time.
Agency may check to determine if references provided support Proposer’s ability to comply with the requirements of this RFP. Agency may use references to obtain additional information, or verify any information needed. Agency may contact any reference (submitted or not) to verify Proposer’s qualifications.
3. Amend Section 4.10.1.3 “Price Evaluation” to read as follows: language to be added is underlined and bold.
The SPC will conduct the price evaluation. The hourly rates of the Key Persons listed in the Proposers Price Proposal Att. E, will be averaged and used as the Proposers “price being scored” in the formula. The SPC will award a price score to each Price Proposal based upon the percentage of the proposed price as compared to the lowest Proposer’s price using the following formula:
ALL OTHER PROVISIONS OF THE RFP REMAIN IN FULL FORCE AND EFFECT.
lowest price of all Proposers X price points possible = price score price being scored
All other provisions of the RFP remain in full force and effect.
