General Information
1.0 Scope of Work
The intent of this contract is to provide for the replacement of the South Brule River Bridge on low volume Forest Road 152; traffic control monitoring; design and construction of a temporary bypass, demolition and removal existing bridge, furnish and install new timber abutments and bulkhead planking; furnish and install rip rap, backfill and geotextile drainage material for bulkheads; furnish and place aggregate and asphalt pavement to final road grade; install permanent bridge signs; furnish and install timber superstructure – including girders, deck system, railing systems and all associated hardware; seed and mulch all disturbed areas;
and protect the South Brule River and associated wetlands from siltation and other destructive impacts of construction.
The Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies necessary to meet the intent of this contract; and shall perform all work in close conformity with the drawings and specifications, and in accordance with the provisions of the contract.
The CO must approve any deviation in the specifications or drawings.
** The South Brule River is a designated trout stream. All in stream work must be performed between June 30th and September 15th. **
2.0 Background
The existing South Brule River Bridge is a 35’-0” long x 14’-0” wide timber girder bridge constructed in 1957. The existing bridge is a two-span continuous design. The abutments are timber piles with a timber pile cap and back wall. There is a timber piling pier in the center of the river. The deck consists of timber planks. The railings and rail posts are timber.
The coordinates for the bridge are 47.94333333 N, -90.43472222 W.
Existing Bridge
The new bridge will be 38’-8” long x 16’-0” wide single span spike laminated timber bridge. The bridge shall have a timber wearing surface and timber railings. The abutments shall be driven timber piles and the backwall shall be timber.
The approaches at each end of the bridge shall be paved with asphalt.
Contractor Requirements
3.0 Technical Requirements / Tasks
All materials and workmanship shall be in accordance with the FHWA Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, published by the United States Department of Transportation, Federal Highway Administration.
All project specifications shall follow the specification summary listed in the USFS Forest Road 152-MP 6.33 South Brule River Bridge drawing package signed on 01/28/2021, FHWA Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, and the project supplemental specifications.
The contractor shall field verify the dimensions of all components before ordering materials. The Contracting Officer’s Representative (COR) shall be notified of any observed differences from the dimensions given in the SOW or drawings or any observed omissions.
The contractor shall submit the order (documentation, drawings, design documentation, etc.) from the bridge material vendor to the COR for review prior to proceeding with fabrication.
The contractor shall establish traffic control before commencing with any work on the bridge.
The contractor shall design and construct a temporary bypass prior to closing traffic on the existing bridge. The temporary bypass design shall be submitted to the Forest Service for review and approval at least two weeks prior to the beginning of the bypass construction.
If dewatering is required, dewatering plans shall be submitted to the Forest Service for review and approval at least two weeks prior to the beginning of dewatering work.
The contractor shall construct a single span 38’-8” long x 16’-0” clear width spike laminated timber bridge.
o The bridge shall be designed to Standard Specifications for Highway Bridges, AASHTO, 2009, National
Design Specifications for Wood Construction, 2018, and MN Timber Manual.
o The design load shall be HL93/HS20-44 with a maximum standard permit vehicle load equal to 250 kips.
The design load shall accommodate Minnesota Statute 169.826 Gross Weight Seasonal Increases and
169.8261 Forest Products Special Permit
o The bridge railing design shall be TL2.
o Pile caps, girders, and deck shall be treated with Type A solvent to UC3 or equivalent.
o The piles, abutment boards, pile stays, deadman, rails, and rail posts shall be treated with CCA to UC4A or equivalent.
o All other lumber shall be treated with CCA or ACQ to 0.4 pcf, UC3.
o Timber material list and material properties for the project shall be as listed in USFS Forest Road 152-MP

o All spikes shall be common wire or deformed shank conforming to ASTM 1667 o All hardware shall meet ASTM A307-97 galvanized to A153. All high strength hardware shall meet ASTM
F3125 GR A325 or A449 galvanized to A153. All structural steel to meet ASTM A36, galvanized to A123 or otherwise protected from corrosion.
o Piling shall be driven to the requirements listed in USFS Forest Road 152-MP 6.33 South Brule River Bridge drawing package signed on 01/28/2021.
4.0 Government Furnished
The Government will not be furnishing any materials or supplies for the removal of the existing bridge or the construction of the new bridge. The government Contracting Officer Representative (COR) must approve all materials, supplies and design drawings used on the project to ensure that they are meeting the project specifications.
5.0 Deliverables / Schedule
The intent of the project is to complete the project during the FY 2026 construction season. All in stream project work shall be completed by September 15.
Contractor shall submit the project schedules and reports outlined in the Key Deliverables Table including a written project schedule within 15 business days of receipt of project award.
The vendor prepared design documents (documentation, drawings, etc.) shall be reviewed and approved by the COR prior to proceeding with fabrication.
The Government may take up to 14 calendar days from date of receipt to review project submittals.
Contractor shall notify the Government of the date of substantial completion. At that time the Government shall inspect the work and provide Contractor with a copy of a punch list of items to complete before the project status is considered final completion. The project shall be considered complete once the COR has verified that all items on the punch list have been addressed.
Tasks and Associated Deliverables: Timely submission of deliverables is essential to successfully completing the project. Schedules for deliverables are specified in Table 1. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation.

6.0 Travel
Travel expenses to the project site and during construction shall be included in the mobilization/demobilization costs for the project.
7.0 Contractor’s Key Personnel
The Contractor shall assign workers who are experienced in construction to complete the described project. The personnel shall be experienced with large timber and nailed and structural bolted connections, and pile driving.
8.0 Security Requirements
There are no Security Requirements involved with this project.
9.0 Data Rights
The USFS Forest Road 152-MP 6.33 South Brule River Bridge drawing package supplied as a reference to successfully complete the required work outlined in the SOW and shall only be used for this project site.
10.0 Section 508 – Electronic and Information Technology Standards Supply of Information technology is not part of this contract, so Section 508 requirements are not required for information technology. Section 508 requirements for all project communication and documents shall be followed.
