Nemo Domestic Well Construction Specifications and Requirements

This document is a construction specification package for the U.S. Department of Agriculture Forest Service to develop a new domestic water well at 12782 Nemo Road, Nemo, Lawrence County, South Dakota on the Black Hills National Forest. The project requires furnishing all labor, materials, equipment, and incidentals for drilling one new potable water well to a minimum depth estimated at 170 linear feet, installing an 8-inch diameter steel casing with pressure grouting, developing the well to produce a minimum of 6 gallons per minute, installing a submersible pump system with controls, constructing a 280-foot underground 1-inch HDPE water distribution line from the well to an existing utility vault, and performing disinfection and water quality testing. The contractor must be a South Dakota-licensed well driller holding an active license in accordance with South Dakota Codified Law (SDCL) 46-6-6 to 46-6-31 and Administrative Rules (ARSD) 74:02:04:38. The well is designed as a Hard Rock Well construction type based on Precambrian igneous and metamorphic rock geology in the area, with expected water depth between 65 to 200 feet below ground surface.

The project scope includes ten base contract items covering drilling (170 LF estimated), well casing (40 LF estimated), well development, pump testing, submersible pump installation, well seal construction, water distribution piping (280 LF estimated), disinfection, water quality testing, and general requirements, with six corresponding increase/decrease items to accommodate quantity variations beyond 15 percent of base estimates. All work must comply with South Dakota Department of Agriculture and Natural Resources regulations, NSF/ANSI standards for potable water components, AWWA standards for wells, and National Electrical Code requirements. The contractor shall provide a detailed Construction Schedule within ten calendar days of Notice to Proceed, submit Operations and Maintenance manuals before final acceptance, complete a Well Completion Report per SD DANR forms, and provide comprehensive water quality laboratory analysis testing for primary contaminants, secondary contaminants, and other parameters including bacteriological analysis. The site is located at approximately 4,645 feet elevation with anticipated winter snow conditions and rocky terrain; meals and lodging are available in the nearby town of Nemo or surrounding communities.

C. In-depth soil surveys have not been conducted. Rocks are evident throughout the area.

The Contractor should expect to encounter rock during drilling and excavation operations.

D. In-depth water table surveys have not been conducted. Information from Well

Completion reports available from SD Department of Agriculture and Natural Resources (SD DANR) show depth to water in wells ranges from about 65 ft to about 200 ft below ground surface.

E. Available geologic information, nearby Government project knowledge, and the SD

DANR well completion reports in this area show the dominant geology and statigraphy in the area is Precambrian igneous and metamorphic rock. Based on this, the well is designed as a Hard Rock Well in accordance with ARSD 74:02:04:32.

D. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.

1.2 UNITS OF MEASUREMENT

A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:

B. Lump Sum (LS): Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

C. Linear Foot (LF): Linear Feet measured horizontally or vertically.

PART 2 - METHOD OF MEASUREMENT

2.1 GENERAL

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

B. ACTUAL QUANTITIES (AQ)

1. These estimated quantities which are determined from actual measurements of completed work.

C. DESIGNED QUANTITIES (DQ)

1. These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

D. LUMP SUM QUANTITIES (LSQ)

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall be measured complete and in-place.

PART 3 – DEFINITION OF CONTRACT ITEMS

A. GENERAL

1. Items listed as Actual Quantities (AQ) will be paid for the actual quantity of work completed. The AQ listed is the best estimate available at the time of design. FAR 52.211-18 Variation in Estimate Quantity allows equitable price adjustment if actual quantities vary by more than 15% above or below the

PRIMARY CONTAMINANT SECONDARY CONTAMINANT OTHER

Antimony Aluminum Alkalinity Arsenic Calcium Bacteriological Analysis Barium Chloride Bicarbonate Beryllium Specific Conductance Bromine Cadmium Corrosivity Carbonate Chromium Hardness EDB

Copper Iron Potassium Fluoride Langlier Index Sodium Lead Magnesium

Mercury Manganese

Nitrite Silver

Selenium Sulfate initial estimate. Due to the work conditions of drilling and well construction, establishing up-front pricing for the changes is an opportunity to avoid contract delays. The Increase/Decrease Items are intended to provide pricing AQ items when quantities exceed the 15% variance.

2. Those items listed as Increase/Decrease (ID) may or may not be awarded.

Contractor shall provide unit cost pricing for performing or not performing the item of Work when quantities differ more than 15% from the amount established in the Base Items.

3. The ID Items establish the price for the increase in quantities of Base Item work to be performed, when more than 15% above the stated amount. A contract modification will still need to be executed to authorize the Increase work.

4. The ID Items establish the price for contract price decrease adjustment for actual quantities more than 15% below the stated quantity in the Base Bit Item.
