About this file
This is a Statement of Work (SOW) for the U.S. Department of Agriculture, Forest Service, for a domestic water well drilling and water distribution line construction project located at 12782 Nemo Road, Nemo, Lawrence County, South Dakota.
The contractor must drill and develop a new domestic water well to an estimated depth of 170 feet below ground surface and construct a water distribution line to an existing utility vault. The project is required under a CERCLA Record of Decision related to Ethylene Dibromide groundwater contamination in the area. All drilling and pump installation work must be performed by a contractor holding a valid and active Well Driller license issued by the South Dakota Department of Agriculture and Natural Resources (SD DANR). Key deliverables include hard rock well construction with steel casing, well development, pump testing, submersible pump installation with controls and accessories, well seal construction, water distribution line installation including trenching and electrical conduit, well disinfection, and water quality testing for 37 specified analytes (primary contaminants, secondary contaminants, and other parameters). Payment is structured with ten line items including actual quantity (AQ) items for drilling (170 linear feet), casing (40 linear feet), and water distribution line (280 linear feet), and lump sum (LS) items for well development, pump testing, submersible pump, well seal, disinfection, water quality testing, and general requirements. Electricians must be licensed. The contractor must provide all labor, materials, water, sanitary facilities, and portable generator power, and is responsible for environmental protection, site restoration, protection of natural features, and maintaining site access for the resident/occupant and emergency vehicles. Upon project completion, the contractor is required to file a Well Completion Report with SD DANR documenting construction methods, lithologies encountered, and well productivity data. Travel is the contractor's responsibility.
