Project Gilead Snomo Bridge Replacement on White Mountain National Forest’s Gilead Snomo Trail (95459)

General Information

1.0 Scope of Work

The Forest Service (FS) is soliciting bids for removal and replacement of Gilead Snowmobile Trail (95459-mp 8.0094) Bridge superstructure with abutment amendments in Oxford County, Maine, within the White Mountain National Forest, Androscoggin Ranger District.

The contractor shall provide all expertise, labor, supervision, services, equipment, tools, supplies, permits (as applicable), coordination with utilities, transportation, and incidentals necessary to complete the work described. The desired outcome is a complete bridge installation per the standards and drawings attached to this solicitation, and adherence to the contract awarded. The awarded contract shall constitute the entire agreement including all terms and conditions applicable to the contract. Work shall be completed as shown in the drawings, maps, specifications, and exhibits as referenced or included in this contract, and in accordance with applicable federal, state, and local regulations.

Work will include removal and disposal of the existing 61’ welded truss superstructure and deck;

furnishing, fabricating and erecting Bearing Seats onto the existing abutment. Sealing existing concrete abutments. Bearing seats are all to be raised 1’ minimum and be at the same elevation and must be level; furnishing, fabricating and erecting of a new 61.25’ superstructure, deck and railings; bridge approach site work and signage installation. Bridge plans provided show that the structure will use steel stringers, a timber deck and wearing surface, Steel Piles and pile caps (to be used as bearing seats) bolted onto existing concrete abutments and earthen bridge approaches. All construction will be in accordance with the attached plan set and specifications.

2.0 Background

The existing structure is a 60’ x 10’ Steel welded Side Truss with a wooden deck and concrete abutments built in 2004. The bridge spans Bog Brook. Bridge is only accessible from the near side closest to NFSR

741. Existing bridge is load rated and closed to all vehicular traffic.

3.0 Location

Bridge is located at mile point 8.0094 on the Gilead Snomo Trail (95459) crossing over Bog Brook. Bridge coordinates are 44.396002, -70.924182. NFS Road 741 (Philbrook Rd) accesses the bridge 0.5 miles in from RT2. NFSR 741 a Native Material Gated Forest Service Road is approximately 8 miles from Bethel Maine, and 21.9 miles from Gorham, NH.

Contractor Requirements

4.0 Technical Requirements / Tasks

Permits- The contractor shall obtain Any needed permits as necessary for their operations as required by local, state, and federal regulations.

Staging Area- The Contractor shall coordinate with the COR on a staging area location(s). The Contractor shall operate all equipment and store, transport, and handle material in a manner that will not damage existing roads, parking lots and landscaping.

Landscaping Preservation- The Contractor shall confine operation to within the clearing limits designated, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside these limits.

Equipment shall be clean and properly maintained. Leaking or faulty equipment shall be repaired or removed. Refueling, greasing, or servicing of equipment shall be in controlled areas away from surface waters. All Equipment will be inspected by a FS representative for cleanliness prior to arrival on FS property.

If, prior to or during excavation work, items of archaeological, paleontological, or historic value are reported or discovered, or an unknown deposit of such items is disturbed, the Contractor shall immediately cease excavation in the area so affected. Contractor will then notify the Forest Service and will not resume excavation until written approval is given by the authorized officer.

Erosion Control- The Contractor is responsible for implementing temporary erosion control. Establish erosion protection and dewatering methods prior to conducting excavations. Maintain erosion control measures, and improve and replace immediately any non-functioning measures, throughout the course of the project and until site stabilization has been established.

Schedule and conduct operations to minimize erosion of soils and to prevent silting or muddying of stream, rivers, irrigations systems, or impoundments.

Dewatering – The Contractor is responsible for all dewatering activities. Conduct dewatering suitable to protect the landscape from the activities, and as needed to isolate the work from streams and protect the work from damage.

Spill Prevention- The Contractor shall prepare for approval, and adhere to, a Spill Prevention, Control, and Countermeasures Plan suitable to protect environment from the Contractor’s operations.

Pollutant such as fuels, lubricants, bitumens, sewage, hazardous, or otherwise harmful shall be controlled at the site and prevented from release to the environment. All contaminated soil, vegetation or debris resulting from Contractor’s operation shall be immediately contained and within 24 hours shall be removed from site and legally disposed.

Control the discharge of non-hazardous wash water through sufficient siltation treatments, such as filters, barriers, or settlements. Dispose of and materials containing hazardous-substances legally off national forest system lands.

Electrical- There is no electrical service on this project.

Services – Potable Water and Toilet Facilities are not available in this location. The Contractor is responsible for providing temporary sanitation facilities as necessary.

Existing Utilities – The Contractor shall ensure locations of any utilities prior to excavation, trenching, or other ground disturbing activity. The Contractor shall be responsible for materials that are stored on site. Secure completed work as required to prevent loss.

Maintenance of Traffic- The Contractor shall have all temporary construction signs and traffic control measures in place prior to beginning work. Traffic Control plans to be approved by White Mountain Forest Service. The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to limitations and authorizations shown on the Plans or specified under this contract, when such use will not damage the roads or National Forest resources, and when traffic can be accommodated safely.

Security and Protection – Security is the Contractor’s responsibility. Limit access to the construction area to persons involved in the work. Provide secure storage for materials that are stored on site.

Secure completed work as required to prevent loss.

Barricades, warning signs, and lights shall comply with standards and code requirements for erection of structurally adequate barricades. All road warning signs, barricades, and traffic control devices shall conform to MUTCD. Where appropriate and needed, provide lighting, including flashing red or amber warning lights.

The Contractor shall barricade and block all access to holes with orange plastic fence, flashing amber lights, or warning signs. Holes or trenches shall not be left open more than 24 hours unless approved by the CO.

Protection of Improvements- The Contractor shall complete sequences of construction activity in order to prevent damage to equipment, material, and articles incorporated into the work covered by this contract. Contractor shall replace, or repair, as approved by the CO any improvements, covered under this contract or already existing, damaged by contractor’s operations.

Before shutting down operations, take all necessary precautions to prevent damage to the project, such as temporary detours, approaches, crossings, or intersections; and provide for protection of surface drainage and minimization of erosion and prevention of spills.

Site Cleanup- The Contractor shall be responsible of solid waste disposal and personnel sanitation. The Contractor shall always keep the area in a clean, neat, and orderly condition. Construction related debris including, but not limited; to used motor oil, oil cans, grease cartridges and refuse shall be removed promptly from the site and disposed of in a lawful manner off National Forest System lands.

Fees for the use of landfills or transfer stations shall be paid for by the Contractor if there is a change.

Other Operations- The Contractor shall avoid interference with the operations of other contractors or projects in the area.

Prosecution of Work The Contractor shall conduct work within the work periods shown below, and in accordance with applicable permits or regulations. Activities not otherwise restricted may be scheduled at contractor’s preference, when consistent with material limitations, manufacturer’s instructions, and in accordance with approved work schedule and suitable advance notification as required. Work shall be conducted safely, performed diligently, in a workmanlike manner adhering to Plans and Specifications and instructions, and be completed promptly. Contractor shall not suspend work prior to implementing appropriate soil stabilization and site protection measures, without approval of COR.

7.0 Deliverables / Schedule

Pre-bid Tour No pre-bid tour is scheduled at this time.

Prospective bidders wishing to visit the site on their own may obtain directional information by contacting Bryanne Thompson at the Forest Supervisor’s office, White Mountain National Forest, Campton, Start Work It is estimated that work will begin around October 1, 2025, or as allowed by contracting. Site disturbing activities shall be performed consistent with the periods of restrictions noted in the Plans, Permits, or other instructions.

Period of Performance Work shall be completed by January 1, 2026. The period of performance includes pre-construction and construction activities such as: obtaining permits approvals, submittal of fabrication and manufacturing proposals, ordering and delivery of materials; and performance of the work.
