About this file
This document is a Request for Proposals (RFP) S-63500-00013972 issued by the State of Oregon for an Archaeological Survey for the Highland Ditch Dam Removal and Irrigation Efficiency Project, specifically for the White River Wildlife Area East Cascades Oak Partnership (ECOP) Treatment Areas. The project involves a pedestrian survey and historic documentation/evaluation of the dam and ditch, with the contractor responsible for providing all required materials, equipment, and labor to complete the archaeological survey. The RFP includes multiple attachments covering disclosure exemptions, proposer information, price proposal forms, disadvantaged business outreach plans, and responsibility inquiries.
The price proposal is structured as a lump sum for the base proposal, with two main components: a pedestrian survey and historic documentation/evaluation of the dam/ditch. The RFP emphasizes the state's right to increase, decrease, or remove amounts to meet budgetary constraints, and the total proposed price must include the contractor's profit, overhead, and all other costs. The document includes provisions for disadvantaged business participation, requiring proposers to provide opportunities for certified firms and detailing outreach requirements. Additional attachments outline strict responsibility criteria, including financial stability, past performance, legal compliance, and ethical business practices that proposers must meet to be considered for the contract.

iii. has actual or potential commercial value, and
iv. gives its user an opportunity to obtain a business advantage over competitors who do not know or use it.
