About this file

This is a specification document for leasing and filling a liquid argon dewar issued by Fermi National Accelerator Laboratory (FNAL) dated October 13, 2025.

FNAL seeks a vendor to lease and fill a 3,000–5,000 liter liquid argon dewar for an initial 2-year contract term with an option to extend for 3 additional years. The dewar must be rated for a maximum allowable working pressure of 250 psig with pressure relief initially set at 250 psig, though FNAL may request reduction to as low as 150 psig during the contract. The dewar will operate in gaseous and liquid argon supply modes from 100 psig up to the relief set pressure. Expected average liquid usage is 745 cubic feet per month, with peak usage reaching 350 cubic feet per week up to four times annually. The dewar will be positioned on an existing concrete pad outside the Proton Assembly Building. Liquid argon withdrawal requires VCR connections (preferred) with tubing no smaller than 1/2 inch, and the vendor must supply pressure and level transmitters with 4-20 mA or 0-10 VDC outputs connecting to FNAL's PLC system.

Delivered liquid argon must meet minimum purity of 99.999% with maximum contaminant concentrations of 1 ppm oxygen, 1 ppm water, 2 ppm nitrogen, and 1 ppm hydrocarbons. The vendor must fill the dewar within 3 days of notice while maintaining liquid levels above 400 gallons and provide a certificate of analysis for each delivery. The vendor must demonstrate compliance with ASME Boiler and Pressure Vessel Code Section VIII for the inner vessel, ASME BPVC Section VIII or CGA S-1.3 for relief devices, ASME B31.3 for piping, and CGA S-1.3, API 521, or applicable codes for filling and installation. A relief device inspection and testing program per recognized national standards is required, and the vendor must provide process flow diagrams and signage indicating the FNAL technical point of contact.

PAB Liquid Argon Dewar Lease and Filling Specification

October 13, 2025

Fermi National Accelerator Laboratory (FNAL) would like to request a proposal based on the following specifications for the leasing and filling of a Liquid Argon Dewar:

Contract Duration Subcontract award will be effective with a fully executed purchase order and the term valid for an initial 2-year contract with the option to extend for

3 additional years.

Dewar Volume 3,000-5,000 Liters

Dewar Maximum Allowable Working

Pressure

The Dewar shall be rated to or greater than 250 psig. The Dewar’s pressure relief shall initially be set at 250 psig.

Both the vessel and the relief shall satisfy requirements from Code Compliance section of this specification.

FNAL may request reduction of the pressure vessel relief to as low as 150 psig during the contract.

Mode of operation Gaseous and liquid argon supplies.

Operating pressure range The Dewar will be operated from 100 psig up to

Dewar’s pressure relief set pressure as indicated in the Dewar Maximum Allowable Working

Pressure section.

Average Liquid Usage Rate Average use is expected to be 745 cubic feet per month. Peak usage may reach 350 cubic feet in a one-week period up to four times per year.

Liquid usage interface VCR is the preferred connection type for LAr withdrawal from the Dewar. This requirement is subject to change based on discussions with the vendor.

LAr withdrawal line shall be no less than 1/2” tube.

Average gas usage rate An average of approximately 745 cubic feet per month. Note: Usage of boil-off from the ullage is acceptable.

Gas usage interface VCR is the preferred connection type for GAr withdrawal from the Dewar. This requirement is subject to change based on discussions with the vendor. GAr withdrawal line shall be no less than

1/2” tube.

Location of Existing

Concrete Pad

The Dewar will be placed on an existing concrete pad outside the Proton Assembly Building. A delivery truck will have room to connect to the

Dewar by backing into the PAB driveway.

Existing Concrete Pad

Specifications

Concrete Strength: 4,000 psi at 28 days

Reinforcement: ASTM A615 Grade 60. #5 at 12” on center each way, centered in slab.

Soil Bearing Capacity: 2,000 psf (minimum)

Dimensions: 10ft x 5ft-9in x 6in thick

Instrumentation Pressure and level transmitters with 4-20 mA

(preferred) or 0-10 VDC outputs.

The instrumentation outputs shall connect to

FNAL PLC for remote readout.

Process Flow Diagram The vendor shall provide process flow diagram of the Dewar.

Liquid Argon Purity The liquid argon delivered shall have a minimum

(99.999%) purity (see Note 2 below). Minimum purity requirements can be found below in the

Product Specification section.

Liquid Argon Deliveries The Dewar must be filled within 3-days’ notice when requested and the liquid level is to be maintained above 400 gallons (1514 liters). The vendor may need to call a designated FNAL contact with an estimated time of delivery 24 hours ahead of time to arrange access to the area.

The vendor shall provide a certificate of analysis

(CoA) for each delivery. Any delivery found to be outside of Fermilab’s purity specifications shall be rejected. The vendor shall exercise caution by properly venting and blowing down the delivery line to minimize potential contamination from atmosphere.

Code Compliance The vendor shall provide documents demonstrating compliance of the pressure vessel, relief valves, and piping with appropriate national codes as described in Fermilab safety code requirements below.

The vendor must demonstrate that it has a relief device inspection and testing program in place for the Dewar per a recognized national Code or

Standard.

Alternative to the national codes may be proposed by the vendor and are subject to approval by

FNAL.

Signage The vendor must have signage on the Dewar indicating the Fermilab technical point of contact.

Product Specification

Note 1: If these maximum contaminant concentrations cannot be met, the vendor must state the highest purity level that they can guarantee in their bid.

Maximum Contaminant Concentrations:

Oxygen 1 ppm

Water 1 ppm

Nitrogen 2 ppm

Hydrocarbons 1 ppm
