About this file
This document is a Project Notification Sheet for the Open Space Maintenance and Restoration Program (OSMRP) by the Midpeninsula Regional Open Space District for the Berm Repair Project located at Madonna Creek Dam in the Miramontes Ridge Open Space Preserve. The project involves repairing a roughly 2,000 square foot erosional feature on an earthen berm, with work planned from September 1, 2023 to September 30, 2024. The proposed activities include excavating and removing unsuitable soils, grading a tiered keyway, installing a curtain drain, backfilling with clay-rich material, and adding various layers of permeable materials and gravel. The project is within a critical habitat for the California red-legged frog and requires biological monitoring, with a permissible work window from May 15 to October 31.
The project is classified as a Tier 2B activity with confirmed presence of California red-legged frogs and potential presence of migratory birds and San Francisco dusky-footed woodrats. Cultural resource surveys have been completed, with the site assessed as having low to moderate sensitivity due to previous disturbances. Specific best management practices (BMPs) will be implemented, including biological monitoring by Chris Perry, Steve Davison, or a consultant biologist. Botanical surveys are recommended for the period of March to June, and erosion control and revegetation requirements will follow BMPs EC-1 through EC-5. The project aims to preserve the CRLF breeding pond within federally designated critical habitat and prevent potential catastrophic loss of the berm/streambank.

Existing Conditions & Issue to be Addressed: Roughly 2,000 sq ft erosional feature on the face of an earthen berm.
Proposed Activity (include vegetation removal): Excavate and remove unsuitable soils from the base and walls of the erosional feature. Grade to form a tiered keyway along base of feature. Install curtain drain where the keyway base meets the earthen berm. Curtain drain will consist of Caltrans Class II permeable material and 4” weep pipes to drain any subsurface flows exiting the earthen berm. Backfill keyway and subdrain with clay-rich material up to 8’ deep to form an impermeable layer along the face of the earthen berm, extending 38’ down to the toe of the erosion feature. Overtop clay-rich layer with an 8” layer of
Caltrans Class II Permeable and Caltrans Universal Gravel Filter. Add surfacing layer of 2.5’ thick
Caltrans Class V along face of repaired slope, and 3’ thick Caltrans Class VII at toe of slope. Place 12” along top of repair section and install live willow stakes throughout the entire repaired slope.
Watershed: Pilarcitos Creek Waterbody/Stream Name: Madonna Creek
Physical Setting: Remediated off channel excavated dump site serves as the earthen berm to instream CRLF breeding pond on perennial non-anadromous stream.

Enhancement Opportunities:
Reinforcement of dump site headwall will preserve the CRLF breeding pond within critical CRLF habitat and prevent catastrophic loss of berm/streambank .
