About this file

This document is a set of questions and answers related to a federal contract opportunity for rock crushing services on the Plumas National Forest. The key details are:

The contractor will be required to blast a pit to generate 66,000 cubic yards of material, obtain necessary permits, notify the Plumas County Sheriff and Plumas National Forest Dispatch Center before blasting, crush 60,000 cubic yards of aggregate base class "D" material, and stockpile the crushed material near the blasting area. The Forest Service will handle clearing and debris removal on the access roads. There are restrictions on the size and weight of trailers accessing the pit. The contractor may crush existing material in the pit to create more space, but this will be at their own cost. The crushing work should be completed before the fall of 2024, as the crushed material is needed for road repairs. The blasting and crushing line items will use different units of measure, with blasting measured in cubic yards and crushing measured in tons.

NORTH COMPLEX

1. Will the Forest Service make any road repairs and improvements needed to the roads for accessibility?

a. Road improvement was not done in fall of 2023. The Government has plans to have crew working spring and summer 2024 on both Road 22N27 and 22N94. This is dependent on when contractor provides project scheduling.

2. Will the Forest Service handle any clearing, grubbing, tree trimming, removal, etc?

a. The Government employed a crew on access road 22N94C (access road to pit) at the end of Sept 2023. The Government will be communicating with Private owner on removing debris from areas of ongoing operations now. Forest Service Crew will be clearing any material on Road 22N94 and 22N94C.

3. Is there a max height, weight, or length on trailers for accessing the pit?

a. At access to pit is going to be limited to intersection of Road 22N94 and Road 22N94C.

There has been crushing equipment in pit before and access was good enough at that time.

4. Can the existing material in the pit be crushed and added to stockpile to create more room in the bottom of the pit?

a. Stockpile should be in upper pit. If contractor would like to use bottom located, then crushing of that material will be at his cost and needs to propose alternate site.

5. Please confirm that it will be acceptable to finish the crushing in the summer/fall of 2024.

a. The beginning of June is earliest contractor should be able to access pit. Crushing should be done before fall, material is needed to make repairs on road 22N27 and 22N94.

6. Will the Schedule of Items be changed to have the Blasting line item and the Crushing line item use the same unit of measure?

a. No, the Blasting line item will stay at cubic yards and the crushing will stay at tons. The Blasting measurement is to be used to assist in producing the amount of material to be crushed. Any excess material shall be left on site. The intent is to have sufficient material to end up with 60,000 tons of crushed material.
