Summary

This is a technical specification document for the State of California Department of Fish and Wildlife (CDFW) procurement of one 17-foot by 8-foot counter-rotating airboat and matching trailer. The airboat is intended for general access and maintenance activities in wetlands, shallow flooded areas, sloughs, and tidal marshes where conventional vehicles cannot operate. The specification establishes comprehensive minimum requirements for the airboat hull, engine, propulsion systems, seating, instrumentation, accessories, and trailer components to ensure operational capability upon delivery. The airboat must feature a marine-grade 5086 aluminum alloy hull with V-crimped sides, a minimum 6.0-liter 450-horsepower electronic fuel injection marine engine certified to EPA and CARB standards, counter-rotating carbon-fiber propellers, electronic fly-by-wire throttle controls, dual air-foiled aluminum rudders with cable steering, and a 2.3:1 belt reduction drive unit. Seating consists of a stainless-steel captain's chair and removable three-passenger bench with associated storage boxes. The trailer must include galvanized tandem torsion axles rated for 3,500 pounds minimum, UHMW-covered support bunks with rollers, electrically activated hydraulic disc brakes, and a two-speed winch system with safety chains and ramps.

The specification document references compliance with multiple federal and state regulations, including California Air Resources Board (CARB) standards, U.S. Coast Guard builder's handbook standards, Federal Motor Vehicle Safety Standards (FMVSS), California Vehicle Code provisions, Underwriters Laboratories (UL) standards, International Electrotechnical Commission (IEC) standards, and American Boat and Yacht Council (ABYC) standards. The airboat must include specialized accessories such as a multifunction device with fish-finding sonar, GPS navigation with U.S. West coastal and inland map coverage, a minimum 2000-GPH bilge pump, four wireless headsets, and a minimum 55-gallon fuel tank with remote fill capability. All electrical systems must comply with marine-grade standards, utilizing boxed dual marine batteries, No. 10 AWG minimum current-carrying conductors, and UL 94 HB-rated wire-loom tubing. The document was issued as an initial draft release on June 26, 2026, with procurement inquiries directed to the California Department of General Services (DGS) procurement official.
