INTRODUCTION
1 PURPOSE.
The purpose of this Air Force (AF) Technical Order (TO) series is to provide concise and clear instructions for safe and effective acquisition, management, maintenance, and deployment of Operational
Medical Materiel assets. This AF TO aims to establish procedural guidance for active duty AF Medical
Logistics functions regardless of contracted support.
2 USE OF THIS MANUAL.
The table of contents indicates chapter, paragraph, title, and page numbers to direct readers to the location of procedural information. Figures and tables appear throughout the publication to supplement the text material. A list of illustrations and tables indicate the number, title, and location.
2.1 Methods and Procedures. Chapters present associated workflows and explain each required step of the process. When consulting this TO for procedural information, the reader should consider reading the appropriate chapter from the major chapter heading down to the detailed subparagraph of interest. This will provide the user with context and common information associated with the detailed procedure.
2.2 Air National Guard Instruction. (ANG) Conduct ANG processes according to this TO except when differing practices are noted in accordance with (IAW) AFMAN 41-209, Medical Logistics Support, CNGBM 3502.01, and ANG policy letters. Note: The ANG will conduct and meet the intent of blind count inventories in Chapter 5 of this TO.

Chapter 1
GENERAL AND ADMINISTRATIVE
1.1 PURPOSE.
This technical order (TO) provides logistics guidance and step-by-step procedures for all Department of the Air Force (DAF) medical logistics activities.
1.2 APPLICABILITY AND AUTHORITY.
1.2.1 Applicability. This TO supports AF readiness operations and Air Force Working Capital
Fund/Medical-Dental Division (AFWCF/MDD) servers. Compliance is mandatory.
1.2.2 Authority. This TO derives its authority from AF Medical Logistics policy and doctrine therein:
1.2.2.1 Air Force Manual (AFMAN) 41-209, Medical Logistics Support.
1.2.2.2 Air Force Instruction (AFI) 41-201, Managing Clinical Engineering Programs.
1.2.2.3 Air Force Tactics, Techniques and Procedures (AFTTP) 3-42.8, Expeditionary Medical Logistics
(EML) System.
1.2.3 Defense Health Agency (DHA) Policy. As of this TO’s publishing date, the document has accommodated current DHA policy.
1.3 SCOPE.
This TO provides task standardization, delivering a uniform set of instructions to optimize all Medical
Logistics platforms.
1.3.1 Full Spectrum Military Operations. Medical Logistics provides materiel, equipment, services, and information to the Air Force (AF) medical mission. This TO’s purpose is to successfully sustain medical logistics through the full spectrum of military operations.
1.3.2 Operational Medical Logistics. To achieve “Full Spectrum Readiness,” Operational Medical
Logistics combines effective business principles and supply chain modeling to support both readiness and beneficiary care. This TO presents those principles in the form of task standardization.
1.3.3 Consolidated Storage and Deployment Center (CSDC). CSDCs are large-scale medical logistics flights that support War Reserve Materiel (WRM) and crisis response MEDLOG forces for Air Force
Medical Service (AFMS) operational readiness platforms and regions. CSDCs have unique missions ranging from industrial operations, theater lead agent medical materiel (TLAMM), as well as DHA Military
Treatment Facility (MTF) healthcare support. This guidance provides standardized business processes and optimized structure for medical supply and equipment maintenance operations ensuring proficiency, both in-garrison and deployed, for MEDLOG personnel.
1.4 MEDICAL STOCK RECORD ACCOUNTS.
The AF Stock Record Account Number (SRAN) is the Department of Defense (DoD) Activity Address
Code (DoDAAC). The AF base medical SRAN consists of the prefix ‘FM’ followed by a serial number
(e.g., FM2050). Place the SRAN, in addition to document numbers, on all accountable documents.
1.4.1 Account Activation. Forward the request for establishment of a new SRAN through command channels to Air Force Medical Agency/ Medical Logistics Directorate (AFMED/SG4) for approval IAW
AFMAN 41-209, Medical Logistics Support.
