SOLICITATION NO. 140P8421Q0158
TEST WELL INSTALLATION AT LIMANTOUR ROAD
POINT REYES NATIONAL SEASHORE
MARIN COUNTY, CALIFORNIA
QUESTIONS AND ANSWERS RECEIVED TO DATE:
1) Regarding the availability of water for drilling operations? The specs say that no water is available at the drill site. Water is needed to drill a well. Will the crew be able to pump water from the storage tank for drilling?
Water will be available at the drill site.
2) Drilling equipment requires a level pad to set up the equipment and to operate. Will the Park Service construct the pad, or is the contractor responsible for this?
The drawing shows an area at the proposed well site that can be disturbed. If the contractor requires this area to be leveled to complete the work, it is the contractor’s responsibility to level the site as needed within the allowed disturbed area and restore the area according to Specification 31 23 33.20.
3) The specs say that we are responsible for site restoration. Does this mean we are to off haul all the cuttings and fluids? This will add greatly to the cost of the project. If required, there is no line item in the bid form.
The bid price should include drilling mud containment and removal and borehole cuttings containment and removal. See Specification 01 27 00.1.1.B.3.
4) During pump testing all water will be pumped on the ground at a location designated by the NPS. So to, all cuttings and drill fluids are going left on site and are typically the responsibility of the owner, or in this case the park.
The water during pump testing will either be released into a temporary tank provided by NPS or released to the ground in such a manner as to not cause erosion. Contractor must submit a plan for erosion control addressing how this water will be released (01 57 23).
The bid price should include drilling mud containment and removal and borehole cuttings containment and removal. See Specification 01 27 00.1.1.B.3. If Suitable, the drilling spoils may be used as road base near the well and reservoir (31 10 00.3.1.E.1). Cuttings removed from the borehole if suitable to the CO may be utilized for road base at the project site. If not suitable then the cuttings must be contained and disposed at the site identified by the CO. The disposal site will be located within 3 miles of the project site on Limantour Road. (33 11 11.3.2.E).
5) The specs indicate that no work will take place on weekends. At times, when constructing a well, the crew may have to work during the weekend, especially if setting casing or gravel packing the well. Will weekend work be allowed if needed?
Holiday or weekend work or work outside of normal working hours will be permitted with advance notice to the CO for approval. See Specification 01 11 00.1.4.B.
