About this file
This document is an addendum to FAR clause 52.212-2 that establishes the evaluation criteria and award methodology for a commercial products and services solicitation.
The Government will award the contract to the responsible offeror whose conforming offer is most advantageous considering price and other factors. Evaluation will follow FAR 12.203 and will assess three primary factors: (1) Technical Capability, based on whether the offered services and devices meet minimum solicitation requirements in the performance work statement; (2) Price, evaluated for completeness and reasonableness as the sum of all proposed prices across all contract line items for the base period and option periods; and (3) Past Performance, assessed using data from SAM.gov, CPARS, and other Government sources, with offerors lacking past performance records receiving neutral evaluation. Technical capability and past performance combined are weighted approximately equal to price. For options, the Government will evaluate total pricing including all option periods for award purposes and may reject offers with significantly unbalanced option pricing, though option evaluation does not obligate exercise. Award occurs through written notice of award furnished to the successful offeror within the specified acceptance timeframe, creating a binding contract without further action. The Government may accept offers before expiration unless a written withdrawal notice is received beforehand.

Addendum to 52.212-2 Evaluation—Commercial Products and Commercial Services
(a) The Government will award a contract resulting from the solicitation to the responsible Offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.
Quotes will be evaluated in accordance with FAR 12.203.
The following factors shall be used to evaluate offers:
Technical Capability: The Government will evaluate the technical description to the extent the services and devices offered meet the minimum solicitation requirements in the performance work statement.
Price: The Government will evaluate the total overall price for completeness and reasonableness.
The total evaluated price will be the sum of the proposed prices for all contract line items (CLINs) for the base period and all option periods.
Past Performance: The Government intends to evaluate the offeror’s past performance using data obtained from SAM.gov, Contractor Performance Assessment Reporting Systems (CPARS), and/or other sources available to the Government. Offeror’s without a past performance record will not be evaluated favorably or unfavorably.
Technical and past performance, when combined, are approximately equal to price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
